General context of the project
The conflict in the Lake Chad basin has intensified in the past two years due to Boko Haram attacks on civilians, which have driven millions of people from their own homes, forcing them to access essential services and destroying local infrastructure. The conflict hit the 4 countries of the Lake Chad basin (Cameroon, Chad, Niger and Nigeria) and in general, 2.4 million people were forced to leave their own homes.
The Lac area is even more vulnerable to the influx of people which exacerbates the pressure on the already insufficient resources and weak basic infrastructure of the less developed regions of Chad. This food and nutrition crisis, displacement, epidemics and natural disasters contribute to exacerbate humanitarian needs and amplify existing vulnerabilities.
General objective of the position
As part of the reinforcement of its teams in the accounting department, INTERSOS has created a new position as Deputy Country Finance Coordinator (DCFC).
Under the direction of the Country Finance Coordinator, the mission consists mainly of supporting the daily financial management of the organization.
The DCFC must ensure the development of financial data, the verification of budgets and financial planning, check the quality of supporting documents and prepare financial reports for projects with the support and supervision of the Country Finance Coordinator.
The DCFC must support the Country Finance Coordinator in the management and verification of all the financial processes of the mission, make all the changes necessary to improve these processes and ensure compliance with the organization’s procedures manual.
Main responsibilities and tasks
- Cash flow – Monthly consolidation of liquidity needs based on financial planning for each project, weekly and monthly fund requests made by project.
- Project proposal development – actively participate in the creation of budgets for new projects with the support of the Country Finance Coordinator and the HOM.
- Financial Reporting – in collaboration with the Project Managers and the Country Finance Coordinator ensure the preparation of financial reports for donors and the respect of internal and external deadlines established in relation to this. The DCFC must also ensure the monthly verification of the Financial Plan of each project in relation to the available budget.
- Audit – support the Country Finance Coordinator and the Head of Mission in the preparation of internal and external audits.
- Grants Management – work with the Grants Department to ensure that donor financial guidelines, formats and processes are well understood by mission staff at the start of projects.
- Always ensure compliance with INTERSOS and donor procedures in the mission.
- Update the financial situation of the mission and the projects on the basis of the Excel sheet called ‘Prima Nota’ and the NPW software.
- With the support of the Country Finance Coordinator participate in the preparation of monthly bank reconciliations of each account of the organization in the country.
- Ensure the correct archiving of documents and supporting documents in each base of the organization on the basis of the indications shared by the Country Finance Coordinator
Education
- Accounting, management or finance training / BTS / License / Master
Professional experience
- 5 years professional experience in similar roles.

- Rigorous and organized in the management of the service, respect of deadlines.
- Interpersonal skills for external and internal interactions.
