HIAS seeks a Finance Manager to oversee the day-to-day effective and efficient management of all financial and budgeting activities and operations of the HIAS’ Costa Rica office. The Finance and Administrative Manager will oversee all administrative, finance, accounting, and budget functions. The person will also ensure accurate and timely preparation of internal financial reports and submission for external reporting. The incumbent will also maintain high standards internal controls in accordance with International Accounting Standards, Costa Rica laws, and regulations. The Finance and Administrative Manager will report directly into the Country Director. They will also work closely with HQ Finance and Grants Compliance management team. The Finance Manager will be based, in San José, Costa Rica with frequent visits to HIAS’ field offices (Paso Canoas, Los Chiles, Liberia and others sites) , and at times to insecure operating environments.
ESSENTIAL FUNCTIONS:
Accounting Responsibilities
- Manage all financial transactional activity, including accounts payable, accounts receivable and payroll and ensures that all financial transactions and journal entries are recorded accurately in accordance with organization policies and governmental regulations.
- Manage organizational cash flow and forecasting.
- Coordinate and lead all financial audits of the operations in Costa Rica.
- Ensure fiscal donor compliance with USG, UN agencies and EU donors.
- Review key monthly account analysis; bank reconciliations, G/L to subsidiary ledger reconciliation.
- Oversee monthly payroll preparation, payment and ensure that payroll is completed in compliance with Costa Rica tax and labor requirements.
- Ensures that financial reports for all donors, local compliance and HQ are submitted in a timely manner.
- Ensure timely preparation of monthly, quarterly, and annual financial statements and reports.
- Ensures timely and accurate monthly close of General Ledger.
- Ensure compliance with all HIAS policies and procedures as outlined in policy manuals and in accordance with local statutory requirements.
Budgeting Responsibilities
- Lead in program proposals budgeting and planning process in conjunction with the Country Manager and Program Teams
- Administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
- Prepare, analyze, and report to the country Manager and HQ monthly budget vs actual analysis.
- Provide oversight on all procurement activities to ensure full compliance with HIAS and donor policies
- Lead management and monitoring of HIAS leased property, assets, inventory, office equipment and supplies in line with the budget
- Participate and support in sourcing for new office space, setting up of offices in events of office relocation or expansion initiatives
- Monitor costs and expenses to assist in budget preparation
- Prepare and submit various administrative reports e.g., assets, office supplies management and distribution report among other management reports as needed
Management Responsibilities
- Conduct regular trainings to Costa Rica employees on finical policies, procedures, and donor compliance and best practices.
- Create a financial department environment that builds capacity of the finance team, segregation of duties and empowers all staff.
- Creates strong relationships with other departments such as programs to create an environment of innovation and excellence.
Logistics and Administration
- · Oversees day-to-day office and residential premises; to include, leases and maintenance (including oversee the logistics for field offices)
- · Manages HIAS Costa Rica vendors while ensuring procurement policies and procedures are met.
- · Manages HIAS vehicles and maintenance within country.
- · Ensures staff are trained on all procurement and logistics policies and procedures.
Qualification and Experience
- Graduate degree or other post-graduate qualification in finance or accounting (will consider experience in lieu of Master’s degree).
- At least seven (7) years’ work experience in an Accounting or Finance position with accounting and budgeting responsibilities and at least three (3) to four (4) years in a INGO or similar field.
- At least three (3) years of demonstrated experience in management role
- Knowledgeable of Costa Rica laws and regulations.
- Excellent computer skills in all Microsoft office suite products (Word, Excel, PowerPoint, etc.); highly organized and detail-oriented with strong analytical and problem-solving abilities; capability to handle sensitive and confidential information.
- Ability to work in a team and independently, take initiative, prioritize competing tasks and meet deadlines in a fast-paced environment.
- Strong communication and interpersonal skills.
- Oral and written fluency in both written and spoken English is required
- Flexibility, adaptability, and ability and willingness to operate independently in potentially hazardous environments for extended periods, involving travel within the area of operations
