The Venezuelan Red Cross (CRV) is a humanitarian organization whose mandate is to save lives and improve the conditions of vulnerable people. As part of the International Red Cross and Red Crescent Movement, it provides timely assistance in emergencies, disasters, and other humanitarian crises.
Guided by its Fundamental Principles—Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity, and Universality—the CRV acts as an auxiliary to public authorities in the humanitarian field, working to reduce human suffering without distinction of race, gender, religion, or ideology. How can you make a difference? Key functions / Responsibilities
The National Operational Safety Officer will have the following functions and responsibilities aimed at strengthening security and institutional access:
- Conduct risk context analysis for operational safety at the national level and actively participate in the development of procedures, protocols, guidelines and tools for safer access and operational safety.
- Develop and monitor the actions proposed by headquarters to be implemented in the branches, promoting their strengthening through the implementation of the Security Policy and Strategy.
- Proactively participate in communications with the National Disaster Risk Management System, along with Relief and other relevant programs, to maintain the National Society’s inclusion in the system as an auxiliary to public authorities with complementary functions and maintaining participation in monitoring operations at the national level.
- To ensure the replication of all information obtained through training, courses, workshops or other means, in order to form a National Security Office with a technical team that guarantees the continuity of information, as well as its sustainability over time.
- Provide advice on Secure Access to the governing, management and operation body of the Subsidiaries to achieve greater acceptance, access and security in the activities, coordinating in a timely manner the activities and work schedules linked to the strategy.
- Maintain active communication with the Movement Components present in the country (ICRC, IFRC) to generate spaces for articulated and complementary work that supports the strengthening of the National Society by taking advantage of the strengths of each approach.
- Participate in thematic coordination spaces to implement actions of national scope and exchange experiences with other branches.
- Strictly guarantee the confidentiality of institutional information.
- Actively work towards achieving the objectives of the Venezuelan Red Cross, adhering to and working under the Fundamental Principles of the Movement and performing any other responsibilities related to the assigned position.
Report
The National Operational Safety Officer will report to the Director General as their immediate supervisor.
Workplace
Caracas, with the required availability to move throughout the national territory.
Job Requirements and Profile
Required Experience:
- To have been paid or volunteer staff of the institution for a minimum period of two (2) years.
- Demonstrate the ability to convene and mobilize within the National Society.
Mandatory Courses and Training (Required):
- Having the approved courses of the E-learning platform in: Secure Access, Stay Safe (all 3 levels) and WORK.
Required Knowledge and Skills:
- Good analytical skills and a problem-solving approach.
- Demonstrable responsibility and excellent stress management.
- Ability to work efficiently in a multicultural team under pressure and with flexible schedules.
- Ability to work with precision and care in the smallest details.
- Knowledge and proficiency in the use of computer packages (Office, Adobe, etc.).
- Constant willingness to learn, to acquire new knowledge and explicit interest in developing in a humanitarian and international environment in the field of security.
Desirable Aspects:
- Possess analytical skills and teamwork abilities, integrating at different levels of the National Society.
- Having completed the BSAFE course on the UN Platform ( https://training.dss.un.org/ ).
- Speak another official language of the Movement (English, French, Portuguese or Arabic).
