ICU – INSTITUTE FOR UNIVERSITY COOPERATION is a non-governmental organization that carries out development cooperation projects in various countries of the Global South and promotes awareness-raising and education initiatives for international solidarity.
Founded in 1966, ICU aims to promote the international development of culture and science in the service of humanity. This goal is pursued through two interdependent actions:
- Human and social development in less industrialized or transition countries through international cooperation programs, with particular attention to education;
- The promotion of a culture of development cooperation as an integral element in the promotion of human dignity.
Position Description
ICU is seeking a Project Manager to join its mission in Lebanon, with responsibility for managing and coordinating ICU initiatives in the country.
1. Required skills and qualifications
- Minimum qualification: Bachelor’s or Master’s degree. A Master’s degree in Social Sciences, Development Cooperation, International Relations, or another relevant field, obtained at least three years ago, will be considered an advantage.
- Language skills: Excellent knowledge of Italian and English (minimum B2 level); basic knowledge of Arabic would be an advantage.
- Relevant professional experience: At least 3 years of experience in socioeconomic inclusion programs in humanitarian or transitional settings, preferably in the Middle East. Experience in vocational training, microenterprise development, and women and youth empowerment projects will be an advantage.
- Experience in international cooperation: at least 5 years of experience in development cooperation and/or humanitarian cooperation.
- Technical, financial, and donor management: proven experience in the technical and financial management, monitoring, and reporting of international cooperation projects. Previous experience managing AICS-funded projects is required, particularly within the AICS Emergency programs, as well as knowledge of AICS project management and reporting procedures. Experience with other international donors (e.g., EU, UN, etc.) and knowledge of their procurement procedures and requirements (PRAG, etc.) will be an advantage.
- Team coordination and field missions: Previous experience in team coordination and field missions will be an advantage.
- Resource Planning and Management: Proven ability to effectively plan and manage human and financial resources, with a strong focus on achieving objectives within established timelines.
- Field Implementation: Proven ability to directly implement and supervise field activities.
- Adaptability and Problem Solving: Excellent adaptability and proven problem-solving skills, including the ability to work effectively in complex and rapidly changing environments.
- Interpersonal and Networking Skills: Excellent interpersonal and communication skills, strong networking and relationship building skills, and the ability to effectively engage and coordinate diverse partners and stakeholders at the local and international levels, including donors.
- Driving License: A valid driving license is required, given the frequent travel and field missions involved in the area of intervention.
2. Main tasks and responsibilities
- Management and coordination of project activities: Management and coordination of activities carried out by ICU, ensuring the achievement of project objectives within the established timelines and in compliance with the funding parameters received. Responsibility for overall quality and project management.
- Direct management and coordination of project activities: Direct management and coordination of ICU project activities with local partners and stakeholders.
- Project proposal review: analysis of the project proposal terms to define implementation timelines, financial constraints, procedures required to achieve objectives, personnel needs, and the allocation of available resources throughout the various project phases.
- Project staff management and supervision: Management, supervision, and monitoring of the work of local project staff. Organizing staff meetings to explain the project’s characteristics, assign tasks and responsibilities, and define the work plan.
- Reporting: preparation of intermediate and final project reports.
- Budget management and financial accountability: Timely management of the project budget and accountability for its transparency; preparation of the monthly budget, identification of the financial commitments required for project implementation, collection of necessary quotes in accordance with applicable procurement procedures, and execution and authorization of project-related equipment and supply purchases.
- Project Bank Accounts: Management and accountability for local project-related bank accounts.
- Project management documentation: preparation of project management documentation and its regular submission to the NGO headquarters, including the operational plan and its updates, quarterly planning of local fund transfers, monthly updates on the progress of activities in the country of intervention and on related expenditure, interim and final reports and related financial statements, in compliance with AICS provisions.
- Stakeholder Coordination: Coordination with relevant stakeholders (partners, beneficiaries, ministries, relevant international organizations, etc.) and with the relevant sectoral working groups.
- Monitoring: Continuous monitoring of activities against established timelines and budget constraints.
- Dissemination materials: preparation of dissemination materials.
- Other activities: within the scope of one’s professional responsibilities and the conditions established by the contract, availability to carry out additional activities necessary for the successful implementation of the cooperation project.
