Chief of Party for Ecuador Local Service Delivery Tu Municipio Responde Activity At Tetra Tech

Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position on a USAID-funded Local Service Delivery “Tu Municipio Responde” (TuMUNI) Activity in Ecuador.

The ‘Municipal Strengthening and Service Delivery’ (Ecuador TuMUNI) activity will expand citizens’ access to critical public services, including to water, sanitation, and hygiene (WASH), by strengthening the capacity of local governments for the effective, transparent, and citizen-responsive provision of local services in no more than 30 municipalities. Through the provision of local services, this Activity will demonstrate that democratic governance produces results and, at the same time, catalyze progress in other sectors such as economic growth, education, digital connectivity, and child nutrition.

This will be a long-term position (with a five-year project duration estimate) and will be based out of Quito, Ecuador.

Responsibilities:

The Chief of Party (COP) will be responsible for leading all technical, financial, and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the program’s overall strategy. The COP will be the principal link between USAID, Tetra Tech, the Government of Ecuador, and other partners as well as provide overall strategic and technical guidance to subcontractors. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the program, including monitoring evaluation and reporting to USAID.

Qualifications:

* Master’s degree in public policy, development, management, engineering, or other field relevant to municipal governance, service delivery, and international development management required;

* A minimum of 8 years of experience with government development and strengthening, preferably with a focus on municipal services strengthening in Ecuador and/or other countries in the region;
* At least 5 years of previous experience as COP, Deputy COP, or demonstrated leadership and management experience at a level commensurate to that of a COP, with demonstrated experience developing excellent collaborative working relationships with counterparts, other contractors, local civil society organizations, the private sector, and international organizations and donors;
* A demonstrated track record of managing projects with success improving local governance and local public service provision;
* A demonstrated track record of managing complex donor-funded projects, preferably with multiple simultaneous activities;
* A demonstrated ability to integrate local civil society considerations, gender inclusiveness, climate risk analysis and knowledge generation into work planning and implementation;
* Demonstrated ability to communicate effectively with high-level stakeholders in national government and donor organizations; and

* Qualified Ecuadorian Nationals are strongly encouraged to apply.
