Global Communities is seeking a Livelihoods Improvement Team Lead (LITL) for the anticipated USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. The activity will build upon USAID investments and successes to date, with a primary focus on building resilience through livelihoods while maintaining the flexibility and capacity to respond to emergencies, should they arise. A secondary focus will be on adapting to climate change through livelihood development.

The LITL will support the Deputy Chief of Party (COP) with all aspects of the improved livelihoods component, management of all aspects of the project related to livelihoods improvement. We are looking for passionate, dedicated professionals to help us build the world we envision: one of expanded opportunity, where crises give way to resilience and all people thrive.

Responsibilities

The LITL is responsible for providing a pathway for vulnerable populations to become more self-reliant by increasing income generation opportunities within the poorest and most vulnerable communities. The focus should be on enhancing livelihoods for vulnerable groups, including women, youth, people with disabilities, and the poorest households to create more sustainable livelihoods.

Specific Responsibilities include the following:

  • Establish job placement and apprenticeship programs to link participants to job opportunities in existing industries, job training programs targeted to vulnerable groups, linking microenterprise beneficiaries to microfinance institutions, and enhancing farming practices to improve production and access to markets.
  • Closely coordinate with other USAID funded activities that support small and medium enterprises, technical and vocational education and training institutions, and youth.
  • Establish a mechanism to provide home-based businesses and Micro and Small Enterprises (MSEs) with access to capital to increase access to markets.

Qualifications

  • Bachelor’s degree in development, or related field.
  • At least 7 years working experience in the field of resilience, livelihoods improvement, job creation and development of vulnerable communities.
  • Experience working with vulnerable communities and an understanding of the local context.
  • Experience working in developing and/or humanitarian contexts.
  • Strong communication skills, both verbal and written.
  • Fluency in Arabic and, at least, working level in English.

Desired Qualifications:

  • Experience in using assessment and measurement tools and developing materials for livelihood improvement activities.
  • Experience in developing monitoring and evaluation systems for livelihood development programs is highly desired.
  • Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
  • At least four years of work experience in the MENA region

Salary determinations are made based on several factors including experience, qualifications, location, internal equity, and budget.
