ESSENTIAL

Under the supervision of the Director General, you are responsible for the management of the programs in Belgium. In particular, you wear the strategy general of the organization via design, development, financing, operations partnerships in Belgium in order to implement quality projects through efficient use of available resources while respecting the Organization’s vision, missions and values.

You are part of the Management Committee ( Director General, Director Health, Director International Operations, Director Functions Support, Director of Human Resources, Communication & Marketing Director ).

The function ensures the management of a group of 6 to 8 direct collaborators and a team of around 100 collaborators ( employees, trainees and volunteers ) ( indicative range ).

TASKS AND RESPONSIBILITIES

As Director of Operations in Belgium, you are responsible for strengthening and developing the positioning of the organization in Belgium in order to improve access to health for people, regardless of their status, origin, lifestyle. ,… in a situation of exclusion in Belgium through the three pillars of the organization.

Examples of tasks:

  • Build the operational and financial strategy in Belgium, as part of MDM.Be’s strategic vision, and decline it into a program / projects at regional level with teams, volunteers, rights holders and partners ;
  • Coordinate the project cycle of MDM.Be programs in Belgium ;
  • Supervise and actively get involved in the funding research activities with public and private donors, ensuring that funding is adequate
  • Contribute to fuel and follow the strategy of advocacy, by creating and seizing advocacy opportunities based on data from our operations in favor of access to care, if necessary alongside partners
  • In conjunction with the HR department and the volunteer coordinator, ensure recruitment and adequate support for volunteers who work alongside MDM in Belgium
  • Feed the external communication of the organization, within the framework of the defined strategy
  • Actively contribute to meetings of other MdM delegations and maintain relations with counterparties from partner and non-partner organizations;
  • Ensuring the external representation of MdM-BE
  • Develop a global vision of the evolution of risks in the implementation of projects and contribute to opposing the risk management policy and its proper application
  • Supervisite and participate, if necessary, in the management of security incidents and their follow-up
  • Oversee and ensure the development of new and timely partnerships to serve MDM’s mission
  • Identify and implement solutions to ensure, in collaboration with the health department, adequate capitalization of activities
  • Represent the employer within social consultation bodies ( ie CPPT )

As a Member of the Management Committee , take part in the strategic reflection around the activities of the Organization and lead the definition and implementation of a strategy for each of your activities in order to bring into its Programs the collegial decisions of the Management Committee.

Examples of tasks:

  • Participate in the weekly meetings of the Management Committee by bringing to them the challenges of operations in Belgium ( project cycle and contextual monitoring ).
  • Lead the definition of a proposal to the CEO and the Codir for the strategy of operations in Belgium
  • Participate in the definition of the advocacy strategy
  • Participate in the analysis of periodic budget controls
  • Participate at the request of the CEO in the meetings of the AG and the Board and report regularly on its activities and those of its teams
  • Animate teams and relations with partners to ensure that the entire organization is in line with its mission

As Manager of the operations teams in Belgium, at headquarters and in the programs, coordinate the work of the various collaborators with whom you are in permanent communication in order to guarantee an optimal working environment according to the means and priorities of the organization.

Examples of tasks:

  • Plan, organize, lead team meetings with regional coordinators and support services, ensure communication of decisions and drafting of minutes
  • Ensure the management and coordination of the collaborators under his responsibility ( evaluations, setting of objectives, development of individual action plans, distribution of activities, accompanying, supporting, stimulating each collaborator in his progress and increasing their understanding of their strengths and weaknesses ) ;
  • Ensure the well-being of employees by defining and guaranteeing a secure, respectful, caring and collaborative work environment;
  • Identify and solve the operational and technical problems encountered by the different members of the team;
  • Ensure, through coaching or the use of training, the optimization of the level of health skills of the members of each department;
  • Ensure that teams support and relay data, testimonies, advocacy messages.

These responsibilities will be implemented in a specific and transversal way on the basis of the annual individual action plan, established in collaboration between the manager and the holder of the position in question.

The list of tasks given above is not exhaustive and will be adapted according to needs.

PROFILE REAQUIRED

Training and Experience

  • Master’s degree in political science, economics, human sciences, public health, etc. or equivalent experience;
  • Minimum 10 years of professional experience, including 5 years of experience in a project management or coordination function, preferably in the humanitarian, development or socio-health sectors.

Knowledge and skills

  • Excellent command of French and Dutch both orally and in writing;
  • Demonstrated ability to analyze a complex context and develop a strategic vision to meet the needs in terms of access to health for the most vulnerable populations;
  • Proven experience in representation with donors and institutions. Strong ability to obtain public ( and private ) funding;
  • Very good sense of communication both internally and externally to develop and lead advocate campaigns.

WE OFFER

  • AT awarding and essential function , in a stimulating environment at the heart of the projects of Médecins du Monde Belgium within a dynamic and committed team .
  • A full-time permanent contract ( 39 hours );
  • Place of work: Brussels;
  • A gross salary of € 5,089.07 for 5 years of experience; a gross salary of € 5,331.40 for 10 years of experience; a gross salary of € 5,573.74 for 15 years of experience.
    Recognized relevant experience;
  • Restaurant vouchers ( € 8 per day worked with € 1.09 payable by the worker ) – Hospitalization insurance – 100% reimbursement of public transport costs.
  • Possibility of teleworking up to 2 days / week.
  • Leave : 20 legal days + 6 days RTT + 4 extra legal days between Christmas and New Year.
