SPECIALIST, COUNTRY HR At International Medical Corps

International Medical Corps has worked throughout Sudan’s Darfur Region since 2004, providing health, nutrition and water, sanitation and hygiene interventions. Tribal conflict and inter-communal violence in Darfur continue to severely affect civilians, notably women and children, and prevent the return of displaced people to their areas of origin. Protracted conflict and insecurity has weakened the national health system and compromised people’s access to basic health services. In many of the sites in which we operate, we are the only provider of primary health care or nutrition services, making us a key partner to the Ministry of Health in the health response in the country.

JOB SUMMARY:

Responsible for analyzing the current HR systems mission-wide in the country context, using previously gathered inputs from the Regional HR Business Partner (HRBP) and field-level inputs from the Country Director (CD) and the Senior Management Team (SMT). Particular emphasis will be on HR systems-strengthening (in recruitment, on-boarding, administration, training, file management, document flows) with the goal of ensuring robust, lasting compliance with all agency HR protocols and policies. An action plan with clear achievement targets, developed in coordination with the CD, Regional HRBP, and in-country senior HR leads, will be delivered within the first couple of weeks of deployment and implemented over the ensuing duration of assignment. Verification of achievements reached and measures for sustainability of improvements will be shared in an end-of-assignment report presented to the CD, SMT, and Regional HRBP.

MAIN TASKS AND RESPONSIBILITIES

The staffing management will be applicable according to International Medical Corps proposal activities and its current representation in country. The duties below are representative of general scope for this job profile and will be applicable accordingly for staff management of (1) national staff only, or (2) international staff only, or (3) both national and international staff.

HR AND ADMINISTRATION MANAGEMENT
• In collaboration with the CD/Regional HRBP/HR Management analyze all key HR functional modalities (HR workforce and resource planning, recruitment procedures, filing and document workflows, timesheet management, salary and benefits management, performance and appraisal management, harmonization of IMC HR policies with local labor laws, etc.) across the mission and design/implement a robust action plan to strengthen the overall functioning of the HR department at all levels
• Partner with the Country leadership team to understand the field program objectives, developing the HR strategy for the country, while ensuring its alignment to the country’s strategy.
• Provide leadership in educating staff on employee relations and investigations protocol with support from designated HRBP and ensure cases are managed confidentially and promptly and recommended remedial action is implemented
• With the CD, design formal messaging on proper use/improper abuse of Ethics reporting mechanisms
• Develop, maintain and ensure compliance to HR policies, procedures, standardization of HR forms across offices and sharing of best practices between field locations; working with HR team to conduct relevant training for HR staff in all sites on HR administrative processes and procedures, specially aimed at transparent recruitment process, contract management, HR reporting and staff personnel files management

MINIMUM QUALIFICATIONS

• Typically, a Bachelor’s degree in related area. Equivalent combination of relevant education and experience may be substituted as appropriate.
• Typically, 7+ years of relevant and progressive HR professional experience with a minimum of 5 years as a head of HR department
