For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Following a regional fact-finding mission in the neighbouring countries of Ukraine to assess the needs of people displaced by the conflict, MdM Moldova was registered in June 2022 to respond to the health and psychological needs of people in Moldova affected by the war. Current activities include health promotion, individual and group psychosocial support sessions for Ukrainian refugees, as well as targeted psychosocial support for Ukrainian and Moldovan NGO responders working on the Ukrainian crisis in Moldova.
MdM Moldova has secured funding to support improved quality health service delivery at 8 health facilities and surrounding communities, identified in collaboration with the Ministry of Health; furthermore, MdM Moldova will contribute to improving emergency preparedness efforts, in line with national contingency plans, through partnership with a Moldovan medical university.
TASKS AND RESPONSIBILITIES:
Under the supervision of the administrative and logistics coordinator, you will be responsible for planning and implementing supply and technical logistics in the field.
More specifically, your main responsibilities are the following:
Supply and program
- Ensure the follow-up of the supply for the base and the project
- Establish and update purchasing timelines
- Coordinate with the adminstrative and logistics coordinator on elaboration of procurement plan
- Supervise the preparation of purchasing documents and draft the contracts
- Select suppliers and negotiate prices, deadlines, and delivery methods
- Supervise purchasing, ensuring that approval rules and procedures are observed
- Regularized all purchases files (signature to have, derogation letter…)
- Update of price lists and supplier files
- Update the purchase follow-up tools
- Implement the risks management SOPs and take diligent measures to ensure potential supply chain risks are prevented and/or reported accordingly
Vehicle Fleet Management
- Negotiate vehicle rental contracts in line with existing framework
- Establish vehicle movement schedules
- Ensure that a complete vehicle breakdown repair kit is available on board all vehicles
- Ensure that drivers are aware of their obligation to adhere to MdM safety rules and procedures
- Check that vehicle logbooks and other mandatory or legal document are in place and are used correctly
- Update the Fuel follow up
Equipment & Asset management
- Ensure tagging of all MdM assets is done
- Ensure proper repairs and maintenance of equipments and assets
- Ensure the equipments and assets register is well maintained and updated
- Follow up on incident reports for damaged or lost equipment and assets
Warehouse/ stock management
- Ensure warehouse security and personnel safety is observed
- Spot check on all warehouse records i.e., stack cards, ledgers and database are up to date and accurate daily
- Ensure the management of contingency/buffer stocks is well done
- Ensure warehouse management is done according to established SOPs
Compound and facility management
- Ensure safety of our staff within the compounds i.e., hazard free working environment
- Ensure firefighting equipment’s are placed on strategic positions
- Ensure clear accessibility to all areas of concern within the compounds
- Ensure that we have lights, water and other compound necessities all through
- Conduct random checks within our compounds in the mornings and evenings
- Ensure the regular orders for the guesthouse (food, water, cleaning products…)
- Ensure the maintenance of the base (electricity, repairs)
- Upgrade and develop facilities for the living area of the expatriate
IT & Communication
- Ensure there is stable and reliable internet by ensuing effective tracking systems of contractual obligations, etc.
- Support and ensure the rollout and use of VHF communication system
- Ensure there is proper management of the VHF radios i.e., repair, configuration, use etc.
- Support in the training of staff on VHF use and communication
Team management
- Recruit and monitor the performance of the logistics team through regular appraisals and action plan follow-up
- Provide technical support to the logistics team and if needed, training sessions
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 3 months
Starting date: as soon as possible
Gross monthly salary: 2 822 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED:
Diploma / certificate in logistics management (such as Bioforce Institute)
At least 2 years of professional experience in logistics
At least 1 previous experience with an INGO is required
Experience in fleet management, supply chain and stock
Experience dealing with suppliers and following procurement procedures
Excellent knowledge of Windows environment (word, excel)
Languages: english is mandatory (oral and written), knowledge of country languages such as Romanian, Russian or French would be an asset
