Overview of position:
Our clients mission is to serve people in need by expanding the ability of the United Nations, governments & other partners to manage projects, infrastructure & procurement in a sustainable & efficient manner. Within these 3 core areas of expertise, they provide their partners with advisory, implementation & transactional services, with projects ranging from building schools & hospitals to procuring goods & services & training local personnel. Our client works closely with governments & communities to ensure increased economic, social & environmental sustainability for the projects we support, with a focus on developing national capacity. Working in some of the world’s most challenging environments, their vision is to advance sustainable implementation practices in development, humanitarian & peace building contexts, always satisfying or surpassing partner expectations. With over 7,000 personnel spread across 80 countries, they offer their partners the logistical, technical & management knowledge they need, wherever they need it. The ongoing conflict in Yemen has caused significant disruptions to the supply chain & to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water & energy sources, relying on alternate service providers & community based service delivery initiatives to address the shortfall. Physical damage to infrastructure & the lack of functionality in 1 sector often spills over into other sectors with significant consequences on both the access to, & quality of services, which are often interrelated. The main objective of this project is to provide climate resilient road access & employment & entrepreneurship opportunities to the food insecure rural population of Yemen. The project is funded by the World Bank & implemented through our client. The project activities are expected to complete by the end of November 2024. The project has four components:
- Component 1: Rural & village access roads improvement & maintenance, sub component 1.a: Rehabilitation of lifeline rural access roads, sub component 1.b: Employment intensive road maintenance.
- Component 2: Strengthening management capacity of transport sector public institutions.
- Component 3: Project implementation & monitoring support, studies & preparatory activities for future projects.
CTG on behalf our client is currently looking for a qualified and experienced Civil Engineer to prepare & review designs for rural road rehabilitation & maintenance & supervise construction works on sites carried out by contractors & micro enterprises. The Civil Engineer will work closely with the project staff, under the direct supervision of the Road Specialist. The Civil Engineer is expected to travel to sub project sites in all parts of Yemen to provide effective supervision of contractors work.
Role objectives:
- Under the direct supervision of the Road Specialist & the Project Manager, the Civil Engineer shall provide professional, technical, operational & administrative assistance throughout the process of maintenance & rehabilitation of rural roads. Using a mix of theoretical & practical technical skills in researching, collecting, analyzing & presenting project information while learning organizational rules, regulations & procedures to support the development, implementation & monitoring of the rural roads support output results of the project. Specific responsibilities & duties include, but not limited to, the following:
Stakeholder management:
- Liaise with project stakeholders such as the Rural Access Program (RAP), Small & Medium Enterprises Promotion Services (SMEPS), Road Management Fund (RMF), Ministry of Public Works & Highways on project related matters.
- Review the designs & other proposals prepared by the stakeholders & provide constructive comments.
- Participate in site visits with the stakeholders where necessary to supervise project activities to ensure they are implemented according to the project requirements.
Project coordination, monitoring & reporting:
- Work collaboratively with internal & external colleagues & partners to collect / analyze / share information on implementation issues, suggest solutions on routine project implementation & alert appropriate officials & stakeholders for higher level interventions & / or decisions.
- Monitor & report on the use of sectoral project resources (administrative & ther assets), verify compliance with approved allocations based on regulations / procedures & donor commitments with standards of accountability & integrity.
- Report on issues identified to enable timely resolution by management / stakeholders.
- Follow up on unresolved issues to ensure proper resolution.
- Monitor the implementation of the works by conducting site visits & provide guidance for improvement & good results.
- Weekly meeting with the technical team on the progress & completion of works according to project requirements.
- Technical documentation should be according to World Bank & our clients standards.
Technical & operational support for project implementation:
- Coordinate with RAP & prepare a full technical document package with design of road & structures (culverts, retaining wall & drain).
- Review / Estimate the road & structures quantity & prepare the Bill of Quantity (BOQ) & estimation.
- Ensure road & culvert designs are completed to the highest standards.
- The preparation of BOQs & technical documentation in accordance with World Bank standard & our clients standard.
- Undertake field visits & surveys, collect & share reports with partners / stakeholders.
- Report critical issues, bottlenecks & potential problems to the supervisor, for timely action.
- Ensure that the quality of the contractor’s work is compliant with the design & specification requirement.
- Monitor the work of the contractor on sub project sites.
- Review QA / QC & materials testing reports to ensure sampling, testing & inspection of materials are carried out regularly & works are implemented in compliance with design specifications.
Project reporting:
- This role works under the direct supervision of the Road Specialist & the Project Manager.
Key competencies:
- Bachelor’s Degree from an accredited instituion in Civil Engineering or related field is required.
- Basic ability to use contemporary computer applications is required.
- Fluency in English & Arabic is required.
- A minimum of 2 years work experience in road projects, either with a government or private sector organization in Yemen is required.
