How can you make a difference? Key functions / Responsibilities

The Information Management Officer will be responsible for providing technical support to the Planning, Monitoring, Evaluation and Reporting (PMER) Officer in the collection, organization, processing, analysis and visualization of the institutional and operational information of the Venezuelan Red Cross.

Their work will contribute to the monitoring of the 2026–2030 Strategic Plan, the annual operating plans and emergency operations, with special attention to the institutional response to the earthquake.

The person will contribute to ensuring that the PMER Officer and the Program Directorate have timely, reliable, disaggregated information presented in an understandable way for institutional monitoring, report preparation and decision making.

Functions and responsibilities

1. Data collection, consolidation and quality

  • Support the PMER Officer in consolidating information from national directorates, programs, projects, subsidiaries, and teams deployed in the field.
  • Organize and update the databases, tracking matrices, and repositories of institutional and operational information.
  • Perform data review, cleaning and validation, identifying inconsistencies, duplications, omissions and outliers.
  • Follow up on the timely receipt of information, in accordance with the established reporting schedules and workflows.
  • Verify the application of the disaggregations, operational definitions and quality criteria defined by PMER.
  • Keep the means of verification and evidence related to the reported indicators and results organized.

2. Information tools and systems

  • Support the design and updating of digital forms, databases, matrices, and other tools for information collection and management.
  • Configure and manage digital collection tools, such as KoboToolbox, Microsoft Forms, or other platforms used by the institution.
  • Support the standardization of formats, variables, catalogs, and procedures for data recording and storage.
  • Develop and update tracking dashboards and other information visualization products.
  • Document the tools, procedures, and information flows to facilitate their use and sustainability.
  • Propose technical improvements to optimize the integration, organization, and accessibility of information.

3. Analysis and information products

  • Prepare tables, graphs, maps, statistical summaries, and other required products
  • Support the updating of indicators, goals, geographic coverage, population reached and services provided.
  • Prepare inputs for institutional reports, situation reports, operational reports, and reports for partners and donors.
  • Support the identification of gaps, delays, duplications, and deviations based on data analysis.
  • Develop boards, charts, and visualizations that facilitate the understanding of progress and results.
  • Adapt technical information to make it understandable and useful for program teams and decision-makers.

4. Technical support and data protection

  • Provide technical assistance to staff and volunteers in the use of forms, matrices, databases, and visualization tools.
  • Develop simple guidelines and support materials for recording and reporting information.
  • Coordinate with programmatic and operational areas to resolve doubts or inconsistencies related to the data.
  • Ensure the safe handling of personal and sensitive data, in accordance with the principles of confidentiality, data protection and do no harm.
  • Perform other job-related duties as assigned by your immediate supervisor.

Expected results of the position

  • Updated, organized, and validated databases and tracking matrices.

Report

The Information Management Officer will report to the Program Director and will work under the technical supervision and direct coordination of the Planning, Monitoring, Evaluation and Reporting (PMER) Officer.

Workplace and travel

The workplace will be Caracas, at the headquarters of the Venezuelan Red Cross. The person must be available to travel to intervention areas when required.

Profile requirements

To contribute to strengthening the Venezuelan humanitarian system, the person must meet the following requirements:

  • University degree in statistics, engineering, systems, computer science, social sciences, geography, public health, administration or other related areas.
  • Minimum of two years’ experience in information management, data analysis, project monitoring or similar functions in humanitarian, social or development contexts.
  • Advanced proficiency in Excel, DAX, and Power BI
  • Experience using digital data collection tools, such as KoboToolbox, ODK, Microsoft Forms, or other similar platforms.
  • Experience in cleaning, validating, consolidating and structuring information from different sources.
  • Basic knowledge of planning, monitoring, evaluation and reporting, results-based management and indicators.
  • Ability to create tables, graphs, maps, statistical summaries and information products.
  • Analytical skills, logical thinking and high attention to detail.
  • Ability to translate technical data into clear and understandable information for non-specialized teams.
  • Good oral and written communication skills.
  • Ability to work independently and in coordination with multidisciplinary teams.
  • Ability to handle personal, sensitive and confidential information securely.
  • Commitment to the Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Availability to travel to the intervention areas.

It will be valued

  • Previous experience in humanitarian organizations, NGOs or with the International Red Cross and Red Crescent Movement.
  • Experience in information management during emergencies or disasters.
  • Handling geographic information systems or map-making tools.
  • Knowledge of sectors such as health, disaster risk management, protection or WASH.
  • Functional knowledge of the English language.
