Are you a qualified international development manager ? Do you believe in lasting and inclusive changes to create a better world for young people ? The EUMC is currently looking for a program manager to lead our Voluntary Cooperation Program in Côte d’Ivoire.

BACKGROUND

The EUMC ( Canada’s Global University Mutual ) is a Canadian non-profit organization that works to create a better world for all young people. We are bringing together a diverse network of students, volunteers, schools, governments and businesses that share this vision. Together, we are developing solutions for education, economic opportunities and empowerment to overcome inequalities and the exclusion of young people around the world, especially young women and young refugees. The EUMC currently works in 25 countries in Africa, Asia, the Middle East and Latin America, with an annual budget of around 40 million Canadian dollars. We have over 90 employees in our Ottawa office,and more than 200 people abroad who are implementing 16 development projects in collaboration with donors such as World Affairs Canada, the UK Department for International Development ( DFID ), the World Bank, the Asian Development Bank and the African Development Bank.

Volunteering for development is one of the important ways in which the EUMC pursues its mission. The EUMC’s ( PCV ) Voluntary Cooperation Program has ambitious goals to mobilize hundreds of qualified Canadian and Canadian volunteers each year to support partners in countries to lower income where we work to advance gender equality and facilitate economic opportunities for poor and marginalized young people, especially young women and refugees. Abroad, our volunteers collaborate with a wide variety of partners, including incubators for business and social enterprise development, vocational training centers, businesses, women’s organizations and youth groups. In Canada,EUMC works with institutions and individuals to identify, prepare and support volunteers who go abroad to support our partners for various durations. Our network in Canada is also working with the EUMC to educate people in Canada to inspire greater action on global development issues. RESPONSIBILITIES

Under the supervision of the Planning, Performance and Learning Manager (s), and the Director or Director of the country, the program manager will be responsible for the implementation of the ( PCV ) voluntary cooperation program in Côte d’Ivoire. She / He coordinates all the activities of the PCV and is responsible for the management of her human resources ( employee-e-s and volunteers ) and her material and financial resources. She / He represents the Program with the various agencies and organizations and ensures the links and synergies between the Program and other EUMC projects and activities in the country. The program manager (s) ( Ivory Coast ) is the main point of contact for partners and volunteers of the Program.She / He is responsible for the development of a solid network of – partners in the public and private sectors, and in civil society – to achieve the objectives of the Program. In carrying out its mandate, the program manager (s) ( Côte d’Ivoire ) will be supported by local employees in the country, including a person Senior Program Officer and program support volunteers. Responsibilities : As Program Manager ( Ivory Coast ), you are responsible for :

Program coordination

  • In collaboration with the Planning, Performance and Learning Manager and other colleagues in the region, design and implement the VVP program in the country in a coherent and effective manner according to the country’s priorities and regional priorities.
  • Develop work plans, annual budgets and annual reports for the program.
  • Manage the activities of the person in charge of the program, partners and volunteers with regard to planning, implementation, monitoring and evaluation of CVP programming in the country.
  • In collaboration with the person in charge of the program and the person in charge of planning, performance and learning, and the person in the National Director, participate in the studies, analysis and strategic planning in the subsectors regarding the implementation of the systemic approach.
  • Ensure the achievement of the expected results of the program in the country by establishing agreements with partners and through planning, monitoring activities and reporting on results.
  • Manage the Program in accordance with policies and procedures established by the Program and by the EUMC.
  • In collaboration with the country director, represent the Program on behalf of the EUMC in relations with government agencies in the country, the Canadian government ( embassy, World Affairs Canada ), other donors and strategic partners in the country.
  • Achieve annual targets for the number of volunteers and the person-days planned.
  • In collaboration with local partners, program support volunteers and the Program Officer (s), implement procedures to support volunteers upon arrival and during their assignment, addressing aspects such as welcoming volunteers to the country, housing, safety, living and working conditions, end of contract issues and emergency medical evacuations, taking due account of how conditions may affect women and men differently.
  • In close collaboration with the Program Officer (s) and the volunteer mobilization team in Canada, participate in the recruitment and mobilization of Canadian volunteers.
  • With the support of the person in charge of program, coordinate the process of recruiting volunteers from the countries of the South ( this process should include the signing of contracts and the mobilization of volunteers ).
  • Organize appropriate training / orientation sessions, taking into account the specifics of each assignment, in preparation for the arrival of North-South volunteers and the departure of South-North volunteers.
  • Support program staff, partners and volunteers in the development of their intercultural skills and, if necessary, organize training.
  • Coordinate the identification and obtaining of additional financial resources to support the programming of program partners.
  • Support the implementation of the PCV program approach to improve organizational performance, advocate for gender equality and implement more sustainable initiatives and services, innovative and inclusive for poor and marginalized young women. Mobilize staff, volunteers and program partners with regard to 1 ) documentation of results and good practices and 2 ) production of content and knowledge, in order to communicate and disseminate them, both inside and outside.
  • With the support of the gender equality and social inclusion adviser (s) ( EGIS ), volunteers and partners, integrate or ensure the integration of gender equality issues in all program activities; organize training sessions, if necessary.
  • With the support of the person specializing in results-based management ( possibly one or more volunteers ), integrate or ensure the integration of results-based management in activity planning and communication of results; organize training, if necessary.

Management and administration

  • Ensure personnel management in the country, by participating in recruitment, training and performance evaluation, in accordance with current policies and practices.
  • In collaboration with the Planning, Performance and Learning Manager (s), the portfolio manager (s) finance for the PCV program in Canada and the finance team of the national office, plan and manage financial and material resources in accordance with the program guidelines and EUMC policies and procedures.
  • Develop and monitor budgets.
  • Authorize program expenses and approve required financial reports.
  • Ensure that the emergency and security procedures established by the EUMC with regard to volunteers and Program staff are implemented, updated and applied.

QUALIFICATIONS AND SKILLS

Education

  • Higher university degree in a relevant discipline ( international development, economic development, business development or development studies ) or years of equivalent professional experience.

Experience and skills

  • Ten years of experience in managing development cooperation programs.
  • Two years of experience in coordinating intercultural teams and experience in managing volunteers is an asset.
  • Experience in needs analysis, capacity building and training.
  • Staff management experience.
  • Experience in budgeting and management.
  • Experience in project development and management.
  • Professional experience in an intercultural context.
  • Excellent communication and representation skills.
  • Excellent skills in organization and time management.
  • Exceptional interpersonal skills.
  • Knowledge of national development strategies, in particular with regard to the economic sector, businesses, entrepreneurship, employability and vocational and technical training.
  • Entrepreneurship.
  • Mastering information technology and computer skills ( Lord, Excel, Internet, etc. ) as well as knowledge of Google Drive and Gmail are assets.
  • Knowledge of the economic development sector.
  • Adherence to the approach of equality between men and women and to the values of social inclusion.
  • Knowledge of results-based management.
  • Excellent written and oral communication skills in English.
  • Curious, enthusiastic and ready to innovate and adapt.

Languages

  • Mastering English and French is required.
