CONTEXT:
The HI Chad program operates in a complex and multi-site operational context, with activities spread between N’Djamena and several intervention zones, particularly in the East, South and West of the country.

Since July 2026, the logistics function of Chad has been integrated into the SAO regional logistics governance system, as part of the regionalization of the function.

The logistics system includes, in particular, a Supply Manager, two Area Logistics Managers, around twenty positions in purchasing, procurement, general services, ICT distributed across the different sites, in addition to the position of Country Logistics Manager.

The mission implements projects funded in particular by the AFD, the European Union, ECHO, the PBF and the SRF, with significant requirements in terms of compliance and risk management.

The logistics function is in a phase of transformation and structuring, with significant challenges in terms of maturity, internal control, performance, compliance and resource optimization.

The position must contribute to consolidating the systems, processes, tools, capacities and mechanisms of logistics governance at the program level, in conjunction with the regional SAO governance.

The mission takes place in an environment with varying security, geographical, logistical, and mobility constraints depending on the intervention areas. Travel between N’Djamena and the different sites requires strong anticipation and coordination skills. The position demands a high degree of autonomy and the ability to maintain the quality of logistical support in a constrained, multi-site operational context.

YOUR MISSION:
In the context of the recent regionalization of the logistics function in Chad and under the management of the West Africa Regional Logistics Manager, the Country Logistics Manager will have the following objectives:

  • Conduct a thorough logistical diagnosis of the program and establish a consolidated vision of the maturity level of the function, its strengths, weaknesses, risks and priorities for improvement;
  • Evaluate the main areas of the logistics function, including purchasing, supply, inventory, fleet and transport, facilities/infrastructure, equipment, ICT, systems, reporting and internal control;
  • Analyze the adequacy between the logistical organization, the available human and material resources, the complexity of operations, the geographical coverage and the needs of the program;
  • Identify and prioritize critical risks, compliance gaps, malfunctions and vulnerabilities that could affect operations, spending or compliance with HI and donor requirements;
  • Develop, in coordination with country management and the regional SAO system, a roadmap for upgrading and transforming the logistics function;
  • Manage the implementation of corrective actions and upgrade measures, prioritizing a risk-based approach, operational impact and quick wins;
  • Strengthen internal control, compliance and risk management mechanisms, particularly regarding purchases, contracts, expenses, supplies, stocks and fixed assets;
  • Structuring the systems, processes, tools and mechanisms for managing logistics performance, including indicators, dashboards, reporting and monitoring of action plans;
  • Clarify and consolidate the multi-site and multi-zone logistics governance model, in conjunction with the teams in N’Djamena, the different intervention zones, country management and the SAO regional governance;
  • Supporting the skills development and professionalization of logistics teams and contributing to change management;
  • Contribute to the structuring and optimization of the logistics system at the program level, seeking the best balance between operational proximity, risk management, resource efficiency and regional coherence;
  • Supporting a transformation trajectory with a logic of structuring and quick wins in 2027, then deployment, stabilization and optimization from 2028.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

N’Djamena is a safe capital city (few incidents, strong security presence) with access to numerous restaurants, bars, supermarkets, bakeries, hotels, and more. It also has a large expatriate community. Many sports are available (tennis, boxing, yoga, golf, etc.). The main risk is that of a terrorist attack like those of 2015, although no such incidents have occurred since. Security measures are in place to minimize exposure, but these are limited to the highest-risk areas to allow for a relatively normal life.

YOUR PROFILE:

  • You have at least 5 years of professional experience in management roles in logistics, supply chain, purchasing, including significant experience as a Logistics Manager or Coordinator;
  • You have experience in managing logistics teams;
  • You know how to operate in multi-site and/or multi-project environments;
  • You have experience in diagnosing, structuring, upgrading, restructuring or transforming a logistics function;
  • You have solid experience in risk management, internal control and compliance, particularly in environments subject to donor requirements;
  • You are comfortable setting up or improving performance management systems, KPIs, dashboards and reporting;
  • You are able to support teams in contexts of change, transformation and growth in maturity.

  • 12-month international contract starting in November 2026, based in Ndjamena with regular travel to the various sites and intervention areas of the program;
  • The international contract allows for social security coverage tailored to individual needs:
    • Unemployment insurance is only levied for EU nationals;
    • Retirement insurance;
    • Health coverage, repatriation, and insurance are provided by HI and the employee;
  • Salary : from €2757 gross/month; depending on professional experience;
  • Per diem : €828 net/month – paid in local currency on the ground;
  • Hardship: €250 net/month
  • Paid leave : 25 days per year;
  • R&R : depending on mission level: 5 days every 3 months;
  • Position: Unaccompanied:

A child allowance of €100 paid from 2 dependent children, paid in local currency on the ground;

  • Accommodation: Individual accommodation provided by HI;
  • If you are a resident of the country: local package.
