Assignment Title: Individual Consultant – Administrative Assistant – Bangladesh

The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied
for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for
South Asia (CARE) Project and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include an individual consultant – Administrative
Assistant – Bangladesh who is to support the CARE Component 1 Bangladesh Team in carrying out staff administration activities, facilitating effective and efficient processes and
documentation thereof, and archiving of CARE-relevant records consistent with established
Human Resources, Administration, and Procurement, Purchasing, and Contract Management
procedures and policies in CARE and in RIMES, to aid the implementation of CARE
Component 1 in Bangladesh.

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible
individual consultant (Consultants) to indicate their interest in providing the Services. Interested
Consultants should provide CV demonstrating that they have the required qualifications and
relevant experience to perform the Services. The shortlisting criteria are:
Education and Knowledge:
▪ At least bachelor’s degree in human resource management, business management,
development studies, social sciences, or any related field;
▪ Knowledge of relevant Bangladesh laws, rules and regulations that apply to the
operation of inter-governmental organizations.
▪ Familiarity with human resources policies and procedures, recruitment and
selection, employee orientation and training, performance management, and benefits
administration.
▪ Understanding of procurement and purchasing processes, contract management,
vendor evaluation, and quality control.
▪ Knowledge of administrative support functions, such as travel arrangements,
meeting coordination, inventory management, and office equipment maintenance.
▪ At least 3 years of relevant professional experience in HR, administration, and
procurement in private/development/international/national organizations, public
sector, private sector, academia, or other relevant organizations, including work in a
developing country environment.
Skills and Abilities:
▪ Demonstrable ability to work effectively with a wide range of people;
▪ Excellent written and verbal communication and interpersonal skills;
▪ Excellent coordination and organizational abilities;
▪ Strong organizational and administrative skills to effectively manage multiple tasks,
priorities, and deadlines in a fast-paced environment
▪ Good analytical and problem-solving skills, particularly in identifying and resolving
issues in human resources management, administration, and procurement.
▪ Good negotiation abilities;
▪ Ability to coordinate with relevant members of CARE Component 1 Team to
facilitate resolution of issues when staff conflicts arise; ability to keep confidential
matters confidential; ability to analyze, evaluate, and summarize administrative
information/records for accuracy and conformity to procedures, rules, and
regulations proficiently in Urdu and English
▪ Proficient in using Microsoft Office applications, including Word, Excel,
PowerPoint, and Outlook
▪ Excellent attention to detail and accuracy in record-keeping, documentation, and
reporting
▪ Ability to work effectively and efficiently in a multi-tasking and multi-cultural
environment
▪ Demonstrable ability to work individually and as part of a team
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17
of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the individual consultants method set out in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest
(REoI).
