About the Angola Programme of People in Need:

PIN has been in Angola since 2006, initially through education projects and subsequently expanding its programming across agriculture and livelihoods, water, sanitation and hygiene (WASH), community health and nutrition, gender, civil society strengthening, child protection and human rights. Over the years, PIN has worked across several provinces, including Bié, Huambo, Huíla, Namibe, Luanda, Uíge, Moxico and Kwanza Sul. Today, PIN’s work in Angola combines longer-term development and resilience building with support to communities affected by climate-related and other shocks, with particular expertise in climate-resilient livelihoods, WASH, nutrition, civil society strengthening and inclusive governance.

PARS Programme

PIN is the executing entity for the PARS Angola project, “Promoting climate adaptation and resilience through innovation and entrepreneurship for green jobs in Angola“. A five-year project funded by the Global Environement Fund (GEF) and iimplemented in partnership with the Angolan Ministry of Environment and UNIDO. The project is part of the six-country GEN-funded PARS programme and aims to reduce climate vulnerability and strenghten the resilience of communities in Angola´s southern and coastal provinces by promoting innovation, technology transfer and private-sector-led adaptation solutions through support of Angolan MSMEs.

About the role:

The Project Quality, Reporting and Implementation Advisor supports the effective and high-quality implementation of the PARS Angola – Promoting climate adaptation and resilience through innovation and entrepreneurship for green jobs in Angola project implemented by People in Need (PIN) in partnership with the Ministry of Environment of Angola and UN Industrial Development Organization (UNIDO).

The position provides dedicated support to the PARS Angola Project Management Unit (PMU), with a particular focus on project cycle management, planning, monitoring of implementation, donor reporting, documentation and compliance, complemented by operational support required for timely project delivery.

The Advisor works closely with the Project Manager to ensure that activities, outputs, targets, budget, procurement and implementation milestones remain aligned; that implementation progress and risks are systematically tracked; and that reporting to UNIDO is timely, accurate, evidence-based and compliant with the Project Document, Implementing Partner Agreement, Terms of Reference and Operational Guidelines.

The position also helps maintain effective coordination between programme, MEAL, finance, procurement, logistics and other support functions involved in project implementation.

Main Duties & Responsibilities:

  • Project Cycle Management, Planning and CoordinationSupport the PMU in the day-to-day coordination and follow-up of project implementation across all PARS Angola components.
    • Support preparation and regular updating of Annual Work Plans, reporting-period workplans, implementation schedules and other project management tools.
    • Maintain an integrated project implementation tracker covering activities, deliverables, indicators, procurement and other milestones, responsible persons and deadlines.
    • Regularly follow up with technical and support teams on agreed actions, deliverables and implementation deadlines; identify delays, bottlenecks or non-compliance with agreed processes; seek timely clarification and corrective action from responsible colleagues; and escalate unresolved or recurring issues to the Head of Programmes and/or Country Director, as appropriate.
    • Support the organization and preparation of regular internal project coordination and review meetings.
    • Support preparation for bi-weekly coordination meetings with UNIDO and monthly implementation reviews, including consolidation of information on implementation progress, budget execution, procurement and recruitment, safeguards, risks and upcoming priorities.
    • Support preparation and follow-up of Project Steering Committee meetings, including background documents, presentations, minutes and agreed actions.
    • Support coordination across programme, MEAL, Finance, Procurement/Logistics and other relevant functions to ensure that implementation remains aligned with approved workplans and project requirements.
  • Reporting and Documentation
    • Coordinate the internal process for preparation of project reports and ensure that inputs are requested, received and consolidated according to agreed internal deadlines.
    • Draft and/or consolidate technical sections of the Kick-off Report, interim and annual technical progress reports, Project Implementation Reports (PIRs), final report and other reports required by UNIDO and GEF.
    • Work closely with MEAL colleagues to ensure that reported results are supported by up-to-date indicator data, monitoring evidence and appropriate means of verification.
    • Work closely with Finance to ensure consistency between narrative reporting, implementation progress, expenditure and financial reporting.
    • Verify that reports clearly describe progress against outputs, activities, indicators and targets and adequately explain delays, challenges, risks and corrective measures.
    • Coordinate internal review and quality assurance of reports before submission to UNIDO.
    • Maintain a structured repository of project achievements, lessons learned, case studies and other evidence that can feed into reporting and knowledge products.
  • Monitoring, Quality and Adaptive Management
    • Support regular monitoring of implementation against the Project Results Framework, Annual Work Plan, milestones and contractual commitments.
    • Work with the MEAL team and technical staff to ensure that project monitoring data and supporting evidence are collected and available for management and reporting purposes.
    • Support the PMU in monitoring project risks and maintaining an up-to-date Project Risk Register.
    • Track agreed risk mitigation and corrective measures, follow up with responsible colleagues on their implementation, and escalate overdue or insufficiently addressed actions where they may affect project results, compliance, budget execution or contractual commitments.
    • Maintain a clear escalation pathway for significant or recurring implementation issues, including delays, compliance gaps, unresolved risks and deviations from approved workplans or project requirements. Ensure that such issues are documented, brought to the attention of the appropriate decision-maker in a timely manner, and followed up until a decision or corrective action is agreed.
  • Operational and Implementation Support
    • Provide practical support to the PMU and technical teams in translating approved workplans into concrete implementation steps and timelines.
    • Coordinate with Procurement/Logistics and programme teams to follow the status of procurement processes required for planned activities and flag potential delays.
    • Support preparation and updating of procurement planning information required for Annual Work Plans and implementation reviews, while respecting the responsibilities of dedicated Finance and Procurement staff.
    • Support preparation of ToRs, scopes of work and other documentation for consultants, service providers and technical assignments.
  • Procurement Planning and Technical Procurement Support
    • Support the preparation of procurement documentation required for project implementation, particularly for consultant recruitments, technical service contracts, studies, assessments and other specialized assignments.
    • Coordinate the provision of technical inputs required for procurement processes and ensure that Terms of Reference (ToRs), scopes of work, technical specifications and expected deliverables are prepared in a timely and high-quality manner.
    • Support programme and technical teams in the development and review of tender documentation and procurement packages in line with project requirements and PIN procedures.
    • Follow up with responsible colleagues to ensure that procurement processes are initiated sufficiently in advance and remain aligned with implementation timelines and workplans.
    • Participate in the technical evaluation of bids, proposals and consultant applications where relevant and support the documentation of evaluation processes.
    • Coordinate with Procurement/Logistics colleagues to monitor the status of key procurements and help address bottlenecks that may affect project implementation.
    • Ensure that procurement-related documentation and decisions are properly documented and accessible for project management, reporting and audit purposes.
  • Knowledge Management, Communication and Learning
    • Support systematic documentation of project results, lessons learned, good practices and implementation experiences.
    • Contribute to preparation of project presentations, briefs, case studies and other knowledge products.
    • Support exchange of relevant information and learning with the PARS Global Coordination Project and other PARS country projects.

Main requirements:

  • At least 5 years of relevant professional experience in project/programme management, reporting, programme quality, MEAL or a related area; experience with large institutional donor-funded projects is strongly preferred.
  • Strong command of English and Portuguese, both written and spoken
  • Demonstrated experience in donor reporting and preparation of high-quality narrative reports.
  • Good understanding of project cycle management, work planning, monitoring and risk management.
  • Experience coordinating inputs from programme, MEAL, finance, procurement and other functions is an advantage.
  • Experience with UN agencies, GEF-funded programmes or other complex institutional donors would be a strong advantage.
  • Experience in climate adaptation, private-sector/MSME development, green entrepreneurship or related programming is desirable but not essential.
  • Strong organizational skills and ability to manage multiple deadlines and streams of information simultaneously.
  • Excellent analytical, drafting and editing skills.
  • Advanced user of MS Office, particularly Word, Excel and PowerPoint.
  • Willingness to travel within Angola as required.
