General context of the project
INTERSOS is a non-profit humanitarian organization whose role is to help people in danger, victims of natural disasters and armed conflicts. Created in 1992, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all as well as respect for diversity and coexistence, paying particular attention to the most vulnerable and those in need of protection. INTERSOS intervenes in emergency and crisis situations in order to come to the aid of people, families and communities whose lives are threatened by conflict, extreme poverty, natural or man-made disasters. It does this by offering its support during humanitarian emergencies,
INTERSOS works in absolute respect of the principles of the Universal Declaration and the European Convention on Human Rights. It makes no distinction or discrimination based on race, gender, religion, nationality, ethnic or social origin of people who need help. INTERSOS always places the value and dignity of the human being at the heart of its activities. The humanitarian situation in the Far North and in the South-West and North-West regions of Cameroon remains quite worrying.
Indeed, since 2014, the security situation in the Far North region has remained unstable and unpredictable given the resurgence of Boko Haram attacks in North East Nigeria but also in the departments of Logone and Chari, Mayo-Tsanaga, Mayo-Sava and more particularly in the Lake Chad region of Cameroon. This situation has caused to date 321,886 IDPs, 115,921 Nigerian refugees in need of humanitarian assistance. The crisis in the North-West and South-West regions has generated nearly 700,000 internally displaced persons and 58,000 people who have sought refuge in neighboring Nigeria. The needs of internally displaced persons mainly concern shelter, non-food items, health, access to drinking water and sanitation, education, food security and the protection of civilians.
General objective of the position
The Country Program Coordinator will be responsible for supporting the mission in the development, implementation and monitoring of the country program in accordance with the INTERSOS country strategy, plans and policies, and in close coordination with the Head of Mission. The Country Program Coordinator will support the mission in starting new humanitarian interventions, identifying and designing new proposals in coordination with INTERSOS technical referents while ensuring regular engagement with local stakeholders and key donors at mission level.
Main responsibilities and tasks

- Under the supervision and coordination of the CoM, plays a key role in the development and definition of the mission’s country strategy
- Under the supervision of the CoM, lead the development of new concept notes and project proposals (design of project justification, logical framework, narrative and budget in cooperation with the finance department) in collaboration with the technical referents
- Supervise, coordinate and provide quality support to INTERSOS Project Managers in the country
- In coordination with INTERSOS technical referents, ensure quality implementation of the program
- Coordinate and oversee the timely and quality submission of donor reports with the support of the Deputy Regional Director
- Representing INTERSOS in relevant meetings

- Project implementation, reporting and quality control
- Oversee and maintain project work plans and associated financial plans with input from relevant Project Managers and team members, ensuring timely and quality implementation
- In collaboration with the CoM, ensure the application of INTERSOS procedures and donor rules for reporting and implementation
- With the support of the Country Finance Coordinator, oversee the management of budgets in accordance with donor and INTERSOS guidelines, ensuring budget and program revisions as necessary
- Provide support and supervision to Project Managers through regular field visits, meetings with staff and line managers, oversee activity and program planning
- Support the Head of Mission in setting up and overseeing projects MEAL plans
- In coordination with the CoM, ensure that all reports are properly drafted and submitted on time to donors
Human ressources
- Supervise project managers, build their capacity and ensure regular evaluation through the tools of the internal review process (IRP)
- In accordance with INTERSOS policies and in collaboration with the HR department, support the CoM in the recruitment, training, supervision and evaluation of Task Managers, including the identification of capacity building gaps and the implementation of associated training sessions
- In collaboration with the Head of Mission, ensure that PMs comply with INTERSOS rules and regulations and adhere to the values of the INTERSOS fundamental charter and the code of ethics
- Strategy development and fundraising
- Support the Head of Mission in the development, implementation and evaluation of the missions strategy and program, providing updates, inputs and recommendations for new and ongoing interventions in the country.
- In cooperation with the CoM, national staff and HQ departments, contribute to the development of a country strategy for the mission, in line with the global INTERSOS strategy
- Lead the design and drafting of potential funding opportunities and new project proposals in coordination with technical referents and the Deputy Regional Director. Monitoring, evaluation and supervision
- Provide advice and support to Project Managers on work planning, budgets and expenses
- Under the supervision of the CoM, monitor the level of progress of each project
- Support Project Managers in planning and monitoring the implementation of activities and the achievement of results
- Provide oversight and feedback on the Monthly Project Assessment Tool (PAT), both technically and financially
- Ensure high quality donor reporting standards through review of reports prepared by GPs.
- Guarantee a regular update of the IMP section of the projects
Representation, coordination and advocacy
- In coordination with the CoM, establish and maintain collaborative relationships with donors, project stakeholders and other organizations working in the project areas
- In collaboration with the INTERSOS technical referents and the CoM, participate in meetings with the program and finance managers of the donors concerned at central level or in the field.
- Proactively participate in applicable coordination meetings at national and field level
Other objectives and duties:
- At the request of the head of mission and according to the needs of the mission, for the effective and quality implementation of the strategy and programs
Profile required
Education
Advanced university degree in the humanitarian field (international relations, social studies, IHL, IHRL)
Professional experience
Minimum of 4 years of relevant work experience in a similar position (related to proposal writing) in a humanitarian context.
Professional requirements
- Good knowledge of international donor procedure, in particular UNHCR and (desirable)
- Strong skills in training and capacity building, including using participatory techniques for training on the different components of protection programs;
- Excellent analytical, report and proposal writing skills, and computer literacy;
- A strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting evaluations is preferred;
- Flexibility, adaptability and high capacity for work to ensure activities and management / coordination technical support provided in a timely manner to achieve project results;
- Ability to work independently while being a strong team player with proven supervisory skills;
- Previous experiences in Africa (desirable).
