National Evaluation Consultant – Lebanon At Forcier Consulting

Forcier is a multi-disciplinary research, monitoring, and evaluation firm operating across Africa and the Middle East since 2011. Our core services include program evaluations, opinion polling, and third-party monitoring for UN Agencies, NGOs, governments, and private sector clients operating in post-conflict and challenging environments. Forcier currently has offices in South Sudan, Sudan, the Democratic Republic of Congo and Mozambique.

Forcier seeks an experienced evaluator for the national evaluation consultant position on an anticipated midline evaluation of the Evaluation of the Enhancing Quality and Inclusive Education (EQIE) Project in Lebanon, Mozambique and Palestine.

The primary objective of this evaluation is to determine progress being made toward the achievement of project’s planned targets, to identify any problems or challenges that the project may be encountering, and to issue recommendations for corrective action, if needed. This is to provide findings and conclusions from the collected data to meet accountability requirements of the project as well as to generate recommendations and lessons that contribute to quality improvement in the final phase of the project, as well as ongoing organizational learning. The midline evaluation will not only assess project performance, but also seek to answer the “why” question by identifying factors contributing to (or inhibiting) successful implementation and achievement of results.

This position will be on a contract basis and be based in Beirut, Lebanon. The position is only open to Lebanese nationals. It is MANDATORY for the national evaluation consultant to have strong evaluation experience, a track record of working on evaluation assignments, and familiarity with Lebanon. Experience evaluating education-related interventions in Lebanon would be a plus.

Responsibilities:

  • Act as a national evaluation consultant for the evaluation based in Lebanon.
  • Support the lead consultant in designing and delivering appropriate evaluation methodologies.
  • Be responsible for the quality assurance of documents submitted to the client.
  • Collaborate with team members to write up research findings into professional reports and take responsibility for the creation of smaller outputs (for example, summary reports and blogs).
  • Contribute to the methodology in their area of expertise based on a document review.
  • Lead field work activities and provide overall quality assurance to the fieldwork team.
  • Conduct interviews with key stakeholders and provide overall quality assurance.
  • Attend meetings with stakeholders, including introductory meetings and planning meetings, throughout the lifecycle of projects.
  • Contribute to the drafting and revision of the evaluation products in the technical area.
  • Ensure that all activities are undertaken in full compliance with Forcier’s standard operating procedures, Right To Play policies and regulations, and local policies and laws.
  • Perform other tasks as agreed with the Lead Consultant.

Education requirements:

  • Advanced (Master’s) degree or Bachelor’s degree in Education, International Development, Monitoring and Evaluation, Development Economics, Public Policy, or related field.

Requirements

  • Minimum of 5 years of progressively responsible relevant professional work experience related to evaluating projects, particularly education interventions
  • Experience in managing project/program evaluations, conducting mixed-methods research, and EGRA/ISELA assessments would be a plus.
  • Experience conducting education research assignments in Lebanon (especially at the primary education level) and policy makers’ processes in Lebanon.
  • Experience in carrying out analysis of quantitative and qualitative data and conducting econometric analysis (including proficiency in analysis tools such as SPSS/STATA, Dedoose/NVIVO will be added advantage)
  • Expertise in developing and tailoring qualitative and quantitative data collection and analysis tools
  • Knowledge of developmental evaluation methods and techniques, including a thorough understanding of data collection, evaluation methodologies, and design, and strong qualitative and quantitative research skills
  • Strong experience using a variety of quantitative and qualitative analytical tools and methods
  • Fluency in written and spoken Arabic and English. A good working knowledge of local languages is an asset.
  • Lebanon national
  • Proficiency in Microsoft Office applications and G Suite applications
  • Advanced executive function and task management (you should be able to manage multiple tasks with various deadlines and be able to allocate your time and efforts accordingly)
