Context:

Under the overall supervision of the Chief of Mission (CoM) in Colombia, the direct supervision of the Senior Resources Management Officer (SRMO), and in close coordination with relevant units at Headquarters (HQ), the Administrative Centres in Manila (MAC) and Panama (PAC) and the Regional Office, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the Country Office (CO) and its Sub-Offices and providing support in these areas to staff.

Core Functions / Responsibilities:

  1. Monitor and oversee the financial management for all activities in the CO including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the CO.
  2. Prepare project and donor financial reports in accordance with IOM regulations and established procedures.
  3. Supervise management of the treasury by forecasting cash flows according to CO activities and its Sub-Offices. Monitor and control funds disbursed; validate that funding is received and disbursed in accordance with donor agreements.
  4. Assist with the annual budget preparation for the CO, monitor budget control and analyse variances between budget and actual expenditures. Guide and support the preparation of budgets for new projects and programmes.
  5. Inspect payroll versus budgets, validate that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
  6. Make recommendations on procedural improvements and assist SRMO in training CO’s staff members on IOM’s administrative and financial policies and procedures in the relevant areas of the Resource Management Unit.
  7. Supervise the procurement and logistic services, including contracts with suppliers of goods and services and related administration authorities; oversee the management of the fleet of vehicles and maintenance of buildings as well as the functioning of all support services in the CO.
  8. Monitor the Human Resources (HR) function, in close coordination with the HumanResources Officer, and make recommendations on recruitment and personnel administration of staff in the CO. Correctly apply HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases in consultation with SRMO.
  9. In close coordination with SRMO, provide advice and technical guidance to other Units(Programmes and Sub-Offices) on matters related to IOM administrative issues, regulations, and policies.
  10. Provide specialized guidance and training to the staff on IOM’s administrative/financial policies and procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends.
  11. Provide substantive support to SRMO in coordinating the security of the facilities and personnel, training of security staff and coordination with the UN security cells, ensure that all reasonable measures are taken regarding the security of the office premises and equipment.
  12. Undertake travel duties to the Sub-Offices for supervising the financial and administrative requirements.
  13. Serve as Officer-in-Charge (OiC) of the Country Office in the absence of SRMO.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Experience

  • Experience in all areas of financial administration including financial management, accounting and budgeting;
  • Experience in human resources, procurement, and logistics;
  • Experience using an Enterprise Resource Planning system;
  • Experience in liaison with government and diplomatic authorities, as well as with international institutions; familiarity with financial supervision and public administration;
  • Experience in emergency operations an advantage;
  • Experience in monitoring and evaluation and/or audit an advantage.

  • Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage;
  • Knowledge of SAP is highly desirable.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
