About STOOS
STOOS is an international research and consulting firm providing evaluations, assessments, research, capacity building and project management services across humanitarian and development settings. We work with NGOs, international organizations and other partners to generate evidence, strengthen programmes and improve outcomes for communities across the Middle East, Africa, Eastern Europe and beyond.
STOOS invites applications from experienced international Education Experts to collaborate on education-related consultancy assignments. Experts based in any country are welcome to apply. Assignments will be primarily remote, with occasional travel depending on project requirements and agreed availability.
Role Overview
The Education Expert will provide technical and strategic support to education assignments, drawing on substantial experience in managing and implementing education projects internationally. The role will include contributing to programme design, evaluations, assessments, research and capacity building, working closely with STOOS teams, clients and national partners.
We are particularly interested in experts who combine practical programme management experience with strong research, evaluation and analytical skills, and can translate evidence into feasible recommendations for education programming.
Key Responsibilities
- Programme design and technical support: Contribute to education strategies, theories of change, results frameworks and implementation approaches that improve access, quality, equity and learning outcomes.
- Project management and implementation: Provide guidance on work planning, implementation quality, partner coordination, monitoring and adaptive management.
- Evaluations, assessments and research: Lead or contribute to education evaluations, needs assessments, feasibility studies and thematic research, including methodology development, sampling and research tool design.
- Technical analysis: Assess issues relating to formal and non-formal education, teacher development, inclusive education, education systems and Education in Emergencies (EiE).
- Data analysis and reporting: Review programme documentation, analyse qualitative and quantitative findings, and produce clear reports with practical recommendations.
- Stakeholder engagement: Facilitate consultations, interviews and workshops with education authorities, donors, implementing partners, teachers, learners and community representatives.
- Capacity building: Develop training resources and strengthen the capacities of project teams, local partners and researchers through coaching and technical guidance.
- Quality assurance and safeguarding: Ensure deliverables meet agreed standards and integrate child safeguarding, research ethics, gender equality, disability inclusion and conflict sensitivity.
- Proposal development: Contribute technical inputs to education-related proposals, including approaches, methodologies, workplans and deliverable frameworks.
Required Qualifications and Experience
Education
- A Master’s degree or higher in Education, International Education, Education Policy, International Development or a closely related discipline.
International Professional Experience
- At least eight years of professional experience in managing and implementing education projects internationally, including work across different country contexts.
- Demonstrated responsibility for education programme planning, delivery, team or partner coordination, monitoring and quality assurance.
- Experience working with international NGOs, UN agencies, donors, government institutions or international consulting organizations.
- Strong understanding of challenges affecting education access, participation, retention and learning outcomes, particularly for marginalized and crisis-affected populations.
- Demonstrated experience conducting or contributing to education evaluations, assessments or research, using qualitative and quantitative methods.
- Experience translating programme evidence into actionable recommendations for implementing organizations, policymakers and development partners.
Technical and Collaboration Skills
- Strong analytical skills and the ability to produce clear, well-structured reports.
- Ability to develop research tools, review data quality and synthesize findings from multiple sources.
- Proven ability to collaborate with multicultural teams and national partners, including through remote working arrangements.
- Strong organizational skills, responsiveness and the ability to deliver high-quality outputs within agreed deadlines.
- Commitment to safeguarding, ethical research and culturally appropriate engagement with children, young people and communities.
Languages
- Fluency in English is mandatory, including excellent speaking, analytical writing and report-writing skills.
- Proficiency in additional languages is an asset.

Working Arrangements
Engagements will be consultancy-based and linked to specific assignments. Most activities—including document review, methodology development, remote consultations, analysis, reporting and technical coordination—will be undertaken remotely.
The scope, duration, level of effort and fees will be agreed for each assignment. Where travel is required, arrangements will be discussed in advance.
