Deputy to the general coordinator in charge of ( F / H ) programs – Burkina Faso At Doctors of the World

Doctors of the World, an activist medical association of international solidarity, has been committed for more than 40 years to treat the most vulnerable populations here and there, to witness the obstacles noted with regard to access to care, to obtain lasting improvements in health policies for all.

An independent association, we act beyond care by denouncing the attacks on dignity and human rights and by fighting to improve the situation of precarious populations.

In France as internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our pleas : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.

Since 2010, Médecins du Monde France has been present in Burkina Faso in the Sahel and Center regions and has developed 6 projects there, on maternal child health, assistance to Malian.e.s refugees in the Djibo DS, management of severe acute malnutrition with complication, prevention of transmission of the Ebola virus and reduction of morbidity and mortality in countries affected or potentially affected by Ebola, reduction of morbidity and mortality linked to unwanted pregnancies and the « project reduction of morbidity and mortality due to cervical cancer in the health district of Baskuy in Ouagadougou » implemented since January 2018.

In Burkina Faso, MdM has supported the Headquarters of Kongoussi in the North Center regions since January 2020 on the provision of the minimum package of primary health care activities, handling cases of gender-based violence and mental health for the benefit of affected populations through :

  • the endowment of medicines, consumables and small medical materials
  • training of health personnel on the emergency medical device in SSR, VBG, mental health and psychosocial support
  • support for the reference system and against reference by the endowment of ambulance tricycles at primary and secondary level
  • the establishment of mobile clinics

In 2023, MdM aspired to continue its projects and develop its response in the country, through the opening of another project to respond to the crisis in the Hauts-Bassins region

An exploratory mission is planned for the end of 2023 in the Southwest region, to assess the health and protection needs of the populations affected by the security and humanitarian crisis in this region.

Other projects under development on health themes could start during 2023-2024.

DESCRIPTION OF THE POST :

Under the responsibility of the general coordinator, you design, pilot, coordinate, adapt and evaluate the strategy of the programs developed in all the intervention areas of Doctors of the World in Burkina Faso, in close contact with the health coordinator and program teams.

You also support the implementation of projects planned in the intervention areas as well as the development of new relevant interventions in these same areas according to the needs identified and the strategic directions.

Your main responsibilities are :

Strategy and implementation of activities

  • Coordinate the definition and implementation of the overall programmatic strategy of the mission
  • Support the planning, organization, coordination and monitoring of all activities
  • Integrate the recommendations of the health coordinator to ensure the quality and consistency of projects
  • Supervise the harmonization and capitalization of tools and good practices
  • Support the preparation of reference budgets and analyze budget monitoring
  • Carry out continuous monitoring and monitoring of the humanitarian situation and of program issues and propose readjustments
  • Participate in the establishment and proper functioning of the data monitoring and analysis system
  • Ensure gender mainstreaming and respect in a transversal way

Research of funding and donor relations

  • Actively contribute to fundraising
  • Develop and coordinate the drafting of project proposals to be submitted to donors
  • Guarantee compliance with donor requirements when designing, implementing and reporting projects
  • Participate in meetings and stage points with donors

Representation and coordination

  • Representation and positioning Doctors of the World vis-à-vis partners and donors
  • Ensure the establishment and maintenance of an effective network of interlocutors in support of MdM’s operational and humanitarian objectives

Internal reporting and communication

  • Ensure the review of periodic internal activity reports and other internal monitoring tools
  • Ensure operational monitoring of the implementation of activities, consistency with budget monitoring and provide an analysis in connection with project managers
  • Coordinate and support the advocacy and communication team in the implementation of their activities

Team management and animation

  • Recruit, support and evaluate the members of the ( team of 4 people )
  • Animate team dynamics, promote exchanges and coordinate interventions
  • Guarantee cross-cutting program coordination mechanisms that ensure good collaboration with the health coordinator and mission teams
  • Define the objectives of the team members, follow them and put in place adjustments if necessary
  • Technically support the team, more particularly on project management

EMPLOYMENT CONDITIONS :

Status : Employee

Contract : Fixed-term contract

Duration : 12 months

Based in Ouagadougou with frequent trips to the field
Monthly gross salary of 3,362 euros
13th month equivalent paid in 2 times – from 6 months of effective working time
Expatriation premium of 10% of gross salary per month

Mutual ( 60% stake in MdM and 40% in the employee )

RESEARCH PROFIL :

Higher training in project management ( Bac + 5 )
Project management experience of 3 years minimum
Context experience and emergency responses
Knowledge of Sexual and Reproductive Health Rights ( DSSR )
Knowledge of gender issues and its transversal operationalization
Knowledge of the Sahel appreciated
Good analytical and synthesis capacity
Good editorial capacity
Autonomy and rigor in work
Ability to manage different tasks simultaneously, flexibility
