About MCA – Ivory Coast Regional

The Millennium Challenge Account (MCA-Côte d’Ivoire Regional), in collaboration with the Government of the Republic of Côte d’Ivoire (GoCI) and the Millennium Challenge Corporation (“MCC”) of the Government of the United States of America, is implementing a $322.5 million project under the Compact. This program aims to strengthen regional energy security, reduce energy costs, and promote access to reliable and affordable electricity in West Africa by improving Côte d’Ivoire’s capacity to trade electricity on the regional market.

Job objective

Under the supervision of the Director of Infrastructure and Programs, the Infrastructure and Programs Manager supports the planning, implementation, and monitoring of the Compact’s energy infrastructure projects. They ensure the quality of activity execution, compliance with MCC requirements, and effective coordination with implementing partners. They coordinate and monitor project activities, fostering effective collaboration among the teams and departments involved in its implementation, particularly with the Legal Director, the WAPP and ARREC Support Directors, and the procurement, environmental, and social management functions.

Main responsibilities

  • Support the implementation of energy infrastructure projects in accordance with the objectives of the Compact, by ensuring the coordination of technical activities, adherence to implementation schedules and the achievement of expected results.
  • Ensure the technical, operational and budgetary monitoring of the activities under his/her responsibility, ensuring the optimal use of resources and the rapid identification of discrepancies requiring corrective actions.
  • Contribute to the development and updating of work plans, schedules and monitoring tools, in order to ensure efficient execution of activities and rigorous monitoring of project progress.
  • Identify, analyze and report risks, constraints and opportunities that may affect project implementation, and propose appropriate mitigation measures.
  • Coordinate activities with consultants, companies, government agencies and other partners to ensure harmonized implementation in accordance with the requirements of the Compact.
  • Monitor the performance of service providers and the quality of deliverables, ensuring compliance with contractual obligations, technical standards and agreed deadlines.
  • Participate in field visits and technical coordination meetings, follow up on recommendations made and contribute to the resolution of operational problems.
  • Prepare progress reports, technical notes, presentations and dashboards for Management and program stakeholders.
  • Ensure compliance with technical, environmental, social, health and safety standards as well as MCC requirements, throughout the project implementation cycle.
  • Contribute to achieving the Compact’s results and indicators, particularly through monitoring project performance, analyzing progress, and supporting decision-making.

Required skills

  • Engineering degree or Bac+5 in Energy, Electrical Engineering, Civil Engineering, Project Management, Infrastructure or related field.
  • At least 7 years of experience in the implementation or management of infrastructure projects, including significant experience in the energy sector.
  • Experience in contract management and supplier monitoring.
  • Good knowledge of projects funded by international donors (MCC, World Bank, AfDB, USAID or equivalent).
  • Experience in coordinating public and private stakeholders.
  • Excellent analytical, organizational, and problem-solving skills.
  • Fluency in French; professional English is an asset.
  • Good command of Microsoft Office and project management tools.
  • Proven experience in coordinating multidisciplinary teams and external service providers
  • Experience in project management and results orientation.
  • Coordination of teams and partners.
  • Communication and negotiation.
  • Rigour, autonomy and a sense of responsibility.
