Action Against Hunger (ACF), in partnership with ACSADE, is implementing the project “Promoting the Development of Diversified, Inclusive, and Sustainable Agro-Pastoral Value Chains in the Gorgol Region,” funded by AECID.
The overall objective of the final evaluation is to independently and systematically assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project by analyzing the changes observed among beneficiaries and stakeholders. The evaluation will also aim to identify, document, and capitalize on the best practices, innovations, experiences, and lessons learned generated by the project’s implementation, as well as the factors that facilitated or hindered its success, in order to formulate operational recommendations and identify elements that can be replicated, adapted, or scaled up in future interventions.
The consultant (or consulting firm) must demonstrate proven expertise in evaluating humanitarian or development projects, with a specialization in qualitative and quantitative methodologies applied to the food security and community resilience sectors.
The expected profile is as follows:
• Sound knowledge of SAME projects, particularly interventions aimed at the sustainable strengthening of income, livelihoods, and economic empowerment of women farmers and pastoralists.
• Significant field experience (at least 5 years) in the qualitative and quantitative evaluation of humanitarian and development projects;
• In-depth knowledge of issues related to food security and community development;
• Master’s degree or higher (social sciences, nutrition, agronomy, international development, or related fields);
• Significant experience in the coordination, design, implementation, monitoring, and evaluation of programs;
• Proficiency in qualitative approaches: conducting interviews, facilitating focus groups, direct observation, and thematic analysis (manual or using software such as NVivo, Atlas.ti, etc.).
• Strong communication skills and experience facilitating workshops;
• Ability to write clear and useful reports (samples of previous work may be requested);
• Fluency in French and Arabic is an asset;
• Understanding of donor requirements for evaluation;
• Ability to manage time and available resources and work under tight deadlines;
• Independence from stakeholders.

• A financial proposal including a detailed budget (consultancy fees, administrative and logistical costs)
