LWF has been present in Jerusalem since 1950, serving Palestinians through healthcare, education, and humanitarian programs. Today, the Jerusalem program operates the Augusta Victoria Hospital (AVH), a leading referral hospital for Palestinians from the West Bank and Gaza, as well as vocational training centers in Jerusalem and Ramallah. Purpose
The Director of Finance and Administration is a senior level position and provides strategic leadership and oversight of all financial, administrative, procurement, logistics, and property management functions across LWF Jerusalem programs. This includes responsibility for the financial management of Augusta Victoria Hospital, vocational training centers, humanitarian and development projects, and any future program expansions, ensuring compliance, accountability, operational efficiency, and sound stewardship of resources. The position may assume the responsibilities and authority of the Representative during periods of absence, when designated by the LWF Representative, ensuring continuity of leadership, organizational oversight, and external representation as required.
Required Qualifications
University degree in Accounting, Finance, Business Administration, Management, or a related field.
A relevant postgraduate qualification or professional certification (e.g., CPA, CMA, ACCA, CIA) is an advantage.
Knowledge and Experience
Minimum 10 years of progressively responsible experience in finance, administration, operations, human resources, including senior leadership responsibility.
Significant experience within an INGO, hospital or healthcare institution, humanitarian / development organization, or other complex mission driven organization.
Leadership experience in finance, HR, procurement, administration, and operational support functions.
Strong expertise in financial management, budgeting, reporting, risk management, and compliance.
Knowledge of procurement, contract management, IFRS, and relevant legal and regulatory requirements.
Proven ability to drive organizational effectiveness, change management, and process improvement.
Strong people leadership, stakeholder management, and relationship-building skills.
Excellent strategic thinking, decision-making, communication, and problem-solving abilities.
Experience managing complex operations, multiple priorities, and cross-functional teams in diverse environments.

Main duties
Direct Financial Accountability and Strategic Oversight for all LWF Jerusalem Program operations, including Augusta Victoria Hospital (AVH), the Vocational Training Centre (VTC), and Property Management.
Financial Leadership and Management
Provide strategic leadership and oversight of the financial management of all LWF Jerusalem Program entities.
Lead the annual budgeting process and ensure alignment of financial plans with organizational priorities and strategic objectives.
Oversee financial performance, reviewing income, expenditure, and financial trends against approved budgets and targets.
Review, analyze, and present monthly, quarterly, and annual financial reports to senior management, offering recommendations for informed decision-making.
Ensure effective cash flow management, financial sustainability, and the organization’s ability to meet its financial obligations.
Lead financial forecasting and scenario planning, identifying financial risks and opportunities and advising leadership accordingly.
Direct and supervise the accounting, treasury, payroll, accounts payable, accounts receivable, and financial reporting functions, ensuring efficient and compliant operations.
Ensure robust internal controls, financial systems, and accountability mechanisms are in place and function effectively.
Develop, implement, and periodically review financial policies, procedures, and operational guidelines to ensure compliance with organizational requirements, donor regulations, and international standards.
Provide leadership and capacity development to finance teams, fostering a culture of excellence, accountability, and continuous improvement.
Serve as a strategic adviser to the Representative, Executive Leadership Team, and governing bodies on financial matters, resource allocation, and long-term financial planning.
Advisory Boards and Management Reporting
Provide the LWF senior management team with clear financial information.
Prepare financial reports for the Advisory Boards and the AVH Finance Committee meetings.
Help leadership evaluate the financial implications of new programs or projects.
Grants and Restricted Funding
Track grants and restricted funds.
Ensure expenditures comply with grant agreements and donor restrictions.
Oversee financial reports required by funders and monitor grant budgets and deadlines.
Audit, Compliance, Internal Controls, and Risk Management
Lead coordination of external and internal financial audits and other assurance reviews.
Ensure timely implementation and monitoring of audit recommendations.
Maintain a robust internal control framework safeguarding organizational resources and assets.
Ensure appropriate segregation of duties, authorization controls, bank reconciliations, procurement controls, and financial monitoring.
Establish mechanisms for identifying, assessing, monitoring and mitigating financial and operational risks.
Ensure compliance with applicable LWF policies, donor requirements, accounting standards.
Ensure proper financial documentation and records are maintained.
Ensure appropriate compliance with applicable labor laws, taxation, National Insurance, pension, employee benefits and other statutory requirements.
Promote fraud-prevention, accountability and ethical resource-management practices.
Ensure appropriate insurance coverage and risk-transfer arrangements for organizational assets and operations.
Regularly advise senior management regarding material financial, compliance and operational risks.
Administration, Procurement, Logistics & Property Maintenance
Provide strategic oversight of procurement, logistics, administration, property/facilities management and related support services.
Ensure transparent, competitive and cost-effective procurement systems consistent with LWF and donor requirements.
Oversee tendering, contracting, vendor management, and procurement planning.
Oversee administrative systems, office/facility services, maintenance and related operational support.
Promote environmentally responsible, efficient and sustainable use of organizational facilities and resources.
Ensure appropriate records management and document retention systems.
Develop, review and continuously improve administrative, procurement and operational policies and procedures.
Human Resources and Organizational Development
Ensure appropriate oversight of payroll governance, personnel-related financial obligations, and workforce cost planning as part of the organization’s overall financial management framework.
Digital Transformation, Systems and Process Improvement
Lead modernization, digitalization and continuous improvement of Finance and Support Function processes.
Promote integrated management-information systems and reliable data to support timely management decision-making.
Identify opportunities to automate administrative and financial processes, reduce duplication and improve efficiency.
Ensure appropriate controls, accountability and data governance are incorporated into digital processes.
Promote organizational learning and appropriate adoption of emerging technologies.
Leadership and People Management for the Finance Department
Provide leadership to the HR function when delegated by the LWF Representative.
Establish clear objectives, responsibilities, performance standards and accountability mechanisms for supervised functions.
Build management and technical capacity within Finance and promote succession planning and knowledge transfer.
Ensure adequate staffing structures and appropriate segregation of duties within Finance and Support Functions.
