“ Analysis and actuarial study of the School Feeding Program and its financing ”

OBJECTIVE

  • Prepare the actuarial analysis and study, establishing feasibility and projections, to determine the budget forecast of the amount of the School Feeding Program for the period 2024 and 2025.

STRATEGIC ACTIVITIES OF THE CONSULTANT

The following description corresponds to minimum proposed stages that the Consultant must perform as part of the service. They should not be considered as limiting for the fulfillment of the objective, that is, the Consultant may extend them in the event that, according to their experience and criteria, consider it necessary to achieve this objective.

The minimum stages to consider will be the following:

Stage 1 – Presentation of the Work Plan

  1. The work plan must include, among other aspects, methodology, tools, quantitative approach, information gathering technique and the schedule of activities, to be carried out by the consultant.
  2. Definition of the key activities of the actuarial study.

Stage 2 – Compilation, Analysis and Documentary Study

  1. Compilation, analysis and study of basic and detailed documentation related to the School Feeding Program, which includes the School Feeding Law, its reforms, its Regulations and other current legal regulations.
  2. Collection, analysis, historical and current study of information related to the coverage of beneficiaries of the school feeding program, in public educational establishments at the national level, at the levels of education that correspond according to legal regulations.
  3. Projection of the daily amount per student enrolled in the initial, pre-primary, primary and middle education levels -basic and diversified cycles- for the following two years ( 2024-2025 ).
  4. Compilation, analysis and projection of the financing source 21 for the school feeding program.
  5. Collection, analysis and study of information from the years 2022 and 2023 related to: initial and final school enrollment of the levels of initial, pre-primary education, primary and middle -basic and diversified cycles- of public educational establishments, indicators of student permanence, dropout, budget execution, current input prices, including the devaluation and inflation reported by the corresponding institutions.
  6. Review, analysis and documentation of the operation of the School Feeding Program 2022 to 2023, including the different sources of information and tools.

Stage 3 – Carrying out the Actuarial Study of the School Feeding Program and its Financing years 2024-2025

  1. Estimation of the financial resources necessary to cover the budgetary needs of the school feeding program in public establishments for the years 2024 and 2025.
  2. Projection of daily cost allocation by beneficiary of the School Feeding Program, in public educational establishments of the levels of initial, pre-primary, primary and secondary education ( basic and diversified cycles ), for the years 2024 – 2025, based on estimated market prices and reference prices for family farming, among others.
  3. Presentation of evaluations carried out and necessary recommendations that contain the technical and financial bases of the actuarial study in the different modalities of the PAE ( food rations to students enrolled in preparation and consumption in school or home ), including the model and criteria used in the estimates.
  4. Projection of the financing source 21 for the school feeding program in the years 2024 and 2025.

Stage 4 – Final Report

  1. Presentation of the actuarial study of the School Feeding Program, for the years 2024 and 2025.

For each document, a presentation will be prepared to be exposed to the Inter-institutional Technical Commission for School Feeding to accompany the Actuarial Study of the School Feeding Program and the corresponding Authorities, which must contain the summary of the document. All methodological documents will become deliverables for consulting.

Both reports and supporting documents must be made available and will become the property of the Ministry of Education in printed and digital form.

LOCATION AND CORRESPONDING OFFICIAL TRAVELS

  • The consultant or consultant will not make trips since the work will be carried out in Guatemala City.
