SECTION 2

Organizational Context and Scope

IOM’s Monitoring and Evaluation (M&E) strategy aims to improve the quality and integrity of

program delivery, ensure that programs are responsive to the needs of affected populations,

and meet donor requirements and standards of accountability.

The Project Development, Monitoring and Evaluation Specialist will work as part of the IOM Programme Support Unit, under the overall supervision of the Chief of Mission (CoM) in Bahrain and direct supervision of the Head of PSU and in close coordination with the M&E Officer at the Regional Office (RO). The Project Development, Monitoring and Evaluation Specialist will be responsible for providing technical inputs to support various aspects of programmes/M&E, such as the development and implementation of the M&E system that strengthens monitoring and evaluation activities, data collection and analysis, reporting, and learning.

SECTION 3

Responsibilities and Accountabilities

  1. Assist in the development of M&E plans and strategies for the Mission, including but not limited to M&E frameworks, monitoring and reporting tools, reviewing and monitoring work plans for new and existing projects;
  2. Support the development of concept notes and project proposals (in Project Information and Management Application (PRIMA)) in line with the operational priorities and needs of various Units
  3. In coordination with the relevant Project Managers, support the coordination, consolidation and preparation of reports on projects and programme progress to be submitted to the Regional Office in Cairo and to donors, particularly with reference to data cleaning, visualization and analysis;
  4. Support the overall organization and centralisation of data/information, including data processing/collation, cleaning, visualization and analysis.
  5. Support the analysis of M&E data and assist in the preparation of donor reports in line with indicators and donor requirements;
  6. Assist in reviewing annual and quarterly data submitted by implementation teams at country and regional level and assist with the development of data quality assurance/verification systems;
  7. Assist with the development of project monitoring data collection tools.
  8. Support in conducting project/programme evaluations as required. This includes preparation/indexing of documentation and data and preparation of necessary logistics for smooth running of evaluation activities;
  9. Support drafting of donor agreements to share with counterparts and donors, and for internal endorsement with Accounting (ACO)/Legal (LEG);
  10. Perform any other duties that may be assigned.

SECTION 4

Required Qualifications and Experience

EDUCATION

  • University or Bachellor’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with at least four years of relevant professional experience, or,
  • High School diploma with at least six years of relevant professional experience

EXPERIENCE

  • Experience with project planning and monitoring;
  • Previous experience with an international organization is an advantage, preferably in the field of assistance to vulnerable migrants, including returnees;
  • High level of computer literacy (MS Office Word, Excel and Outlook) in particular experience in computerized accounting systems including SAP application;

SKILLS

• Ability to establish and maintain strong working relations with Government counterparts, UN agencies and/or non-governmental organizations;

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

• Knowledge of UN and bilateral donor programming.
