Consultancy services to facilitate and to prepare the report for the Asia Leadership Team Meeting (ALT) and the Asia Leadership Forum (ALF) – F2F Meeting or “ALT+ALF Meeting”, in Bangkok, Thailand
Shaping a stronger Oxfam for people living in poverty
DEPARTMENT PURPOSE
Oxfam is an international confederation of 21 organizations networked together in 87 countries. As part of a global movement for change, we are working together to end world poverty and injustice. The Oxfam in Asia regional platform contributes to and implements Oxfam’s Global Objectives and Strategy and leads the implementation of Oxfam in Asia Strategic Framework, by providing vision and strategic direction to all of Oxfam’s work in Asia. This includes Oxfam’s humanitarian responses and the localisation of humanitarian leadership, long-term development programming and influencing, and public campaigning work. Responsible and accountable for the strategic direction and effective management of the programming in Asia, effective management of financial and human resources in line with Oxfam policy and provide high-level support and representation for advocacy, fundraising and any other representational purposes in support Oxfam’s work and interest while ensuring gender justice and feminist principles are adopted.
MEETING BACKGROUND AND STRUCTURE
The Asia Leadership Team Meeting (ALT) and the Asia Regional Leadership Forum (ALF), or the ALT+ALF Meeting, will be held from 16-20 November 2026 at Bangkok, Thailand.
The ALT is composed of the Asia Regional Platform Core Group, Asia Country Directors, and Asia National Directors. Meanwhile, the ALF is composed of Oxfam Affiliates (based in Asia and/or working in Asia); Oxfam Asia Regional Director and Representative/s; Oxfam Asia Country and National Directors; and regional NGO partners and organizations. In this regard, the ALT+ALF meeting hopes to build on the learnings from the 2025 ALT+ALF Meeting, and will have the following objectives—
- Update progress and report back on the previous meeting decisions
- Identify priority strategic issues (both programmatic and operational) and agree upon collective solutions.
- Strengthening Asia leadership’s role for strategic decision and coherence
- Share updates on the Revised Oxfam Asia Regional Strategy
- Strengthening impact, expanding our footprint, and diversifying funding
The Asia Regional Director will provide strategic leadership and overall guidance to the meetings. Select members of the ALT and the ALF will create two (2) Steering Committees that will plan the separate ALT and ALF meeting agenda.
The 5-day meeting would be organized in two parts, specifically—
- 2.5 Days for the ALT (Nov. 16 to half-day of Nov. 18)
- 1.5 days for the ALF (Nov. 19 to half-day of Nov. 20)
Half-day sessions on Days 3 and 5 were created to allow time for separate 1-1 sessions, which participants can arrange amongst themselves based on need.
Objectives of the meeting:
The objectives of the meeting are to:
- Update progress and report back on the previous meeting decisions
- Identify priority strategic issues (both programmatic and operational) and agree upon collective solutions.
- Strengthen Asia leadership’s role for strategic decision and coherence
- Understand digital security challenges and strategies to tackle those threats.
- Enhance impact, expanding our footprint, and diversifying funding
This ALT+ALF meeting is expected to deliver the following outputs:
- Agreements on the Asia Leadership Forum Ways of Working and Next Steps
- Oxfam in Asia’s Strategic Priorities: FY 2025-26 Updates
- Separate ALT and ALF Communiques for circulation in the Oxfam Confederation and external audience
JOB PURPOSE
The Asia Regional Platform is looking for a consultant/team of consultants to facilitate the ALT and ALF meetings; finalise the meeting documentation reports; and finalize the ALT and ALF communiques. Oxfam will cover travel, accommodation, and meals of the consultant/s during the meetings.
JOB RESPONSIBILITIES
- Develop the meeting agenda and plan the sessions in collaboration with the ALT and ALF Steering Committees.
- Work with session leads/facilitators/rapporteurs to identify key learning questions, conduct the sessions, and capture the main findings/lessons.
- Develop the final meeting reports, including key action points and takeaways
- Finalize the ALT and ALF communiques in collaboration with respective Steering Committees.
DELIVERABLES
- ALT and ALF Meeting Agenda and session plans
- Pre-Meeting consultations with the ALT and ALF steering committees and/or participant groups so they are able to understand expectations (anticipating 3 preparation meetings before the event proper on 16-20 November 2026)
- Facilitation of sessions
- ALT+ALF meeting documentation reports (with agreed structure, workshop notes and pictures)
- ALT and ALF Communiques
TIMELINE
The consultancy assignment timeframe starts on October 2026 and is expected to conclude by December 2026. The expected total days to complete this assignment is 15 working days.

JOB REQUIREMENTS
We are looking for a consultant/team of consultants who can work with the Steering Committees and deliver all the required outputs within the prescribed timeline.
Essential
- Technical writing skills to distil content from various sessions. Ability to summarize key points, capture quotes and document main messages delivered.
- Action learning, training and content development, and high-level facilitation skills.
- Must be proficient in English and able to produce qualitative reports from live and recording of online sessions.
- Have good knowledge of Oxfam’s processes, historical context, and regional perspectives.
- Previous experience of producing events/meeting reports, learning brief, and communiques.
Desirable
- Experience working with and/or knowledge of Oxfam or similar organizations, universities, other development setups.
- Relevent qualifications in social sciences or a related field
- Excellent computer skills and working knowledge of interactive apps (e.g. Mentimeter, Miroboard, etc.) to consolidate participants’ feedback.
Other Key Attributes
- Ability to demonstrate sensitivity to cultural differences and gender issues
- Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible
