About CEFA
CEFA – European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian Non-Governmental Organisation established in 1972 and active in countries across Africa, Latin America and Eastern Europe. CEFA’s medium- and long-term interventions in the agricultural, environmental and human rights sectors focus on the sustainable development of communities, achieved by involving local counterparts and promoting the active participation of beneficiaries.

Project Summary
The project AGROBLUE – Promoting Sustainable Agriculture and Blue Economy in Kenya is a 36-month initiative implemented in four sub-counties (Galole, Tana Delta, Msambweni and Lunga Lunga) within Tana River and Kwale Counties, Kenya. The project is implemented by a consortium of partners with extensive experience in resilient agricultural models and the blue economy, led by Action Against Hunger (ACF) in collaboration with CEFA, MWARP and Politecnico di Milano. The initiative works closely with the Ministry of Agriculture and the Ministry of Health to ensure institutional sustainability and long-term impact.

The project aims to increase food security, income and resilience to food crises through an integrated, climate-smart and gender-sensitive approach. It addresses barriers such as low productivity, high post-harvest losses and the limited economic participation of women by providing farmers and fishermen with the tools, technologies and knowledge needed to diversify their livelihoods and increase their incomes, while protecting natural ecosystems. The project works across three result areas:

Increasing access for small-scale farmers and artisanal fishermen to products and services for climate-resilient production and fishing systems, and to community practices that prevent ecosystem degradation;
Increasing access of farming and fishing families in rural and coastal areas to technical and financial services, infrastructure and knowledge to sustainably manage supply chains that add value to their food production, in order to increase and diversify their income;
Sensitising communities on nutritional needs, with a focus on vulnerable groups such as women and children, to improve access to and consumption of diverse, nutritious food.
Within the project, CEFA works in the fisheries and beekeeping components, targeting farmers’ groups and Beach Management Units (BMUs) through training and the provision of equipment. The intervention adopts a value chain strengthening approach covering production, post-harvest handling and marketing.

Objectives of the Consultancy
The objectives of the consultancy are:

The development of a facilitation guide covering practical offshore fishing techniques and best practices; basic navigation, including the use of navigation equipment and the interpretation of weather and sea conditions; maritime safety, emergency preparedness and response procedures; sustainable management of marine resources, including marine ecosystem conservation, pollution prevention, overfishing and the impacts of climate change; and fisheries data collection and analysis, including data on fishing fleets, fishers, fishing gear, fishing effort and landings. The guide will provide practical guidance and standardised messages to support the delivery of the planned training sessions.
The delivery of four training topics, through five trainings and 18 sessions in total, to BMU members, including fishermen, boat owners, members of BMU executive committees and fish traders, through refresher and cascading trainings, to strengthen technical skills, maritime safety practices, environmental awareness and the capacity to collect and use fisheries data.
Timeline and Duration of the Consultancy
The consultancy covers a total of 37 days:

10 days for the design and preparation of the training sessions and the drafting and finalisation of the facilitation guide;
24 days for the facilitation of the trainings, divided among the training sessions as set out under Methodology below;
3 days for the drafting and submission of the final consultancy report.
The consultancy shall commence in November 2026 and will extend over a period of four months, concluding in February 2027. The allocation and scheduling of the training days will be agreed with the CEFA team according to the availability of participants, the project implementation timeline and the logistical requirements of each session, within the overall number of consultancy days established in the contract.

Methodology
Participants

The trainings will be delivered to members of Beach Management Units, notably:

Fishermen;
Members of BMU executive committees (e.g. chairperson, secretary, treasurer);
Boat owners and individuals involved in eco-tourism activities;
Fish traders and dealers.
The total number of participants across all trainings will be 501, drawn from three BMUs already selected in Msambweni and Lunga Lunga Sub-Counties.

Content and Design of the Trainings

BMU members will participate in five trainings covering, progressively, offshore fishing, marine resource management, maritime safety, and fisheries data collection and analysis:

Refresher Training on Offshore Fishing: 20 members from each of the three BMUs will participate in a two-day training per BMU. The training will focus on practical offshore fishing techniques, navigation, interpretation of weather and sea conditions, and basic safety practices during fishing operations. One practical at-sea session is planned as part of the two-day training for each BMU. CEFA will provide the boat and all necessary safety equipment.
Refresher Training on Offshore Fishing (Restitution Session): A one-day feedback and cascading session on offshore fishing will follow, reaching 210 BMU members (70 per BMU) through three sessions, so that the trained participants can pass on the knowledge acquired to a wider group of BMU members. The trained BMU members will deliver the cascading sessions under the supervision of the Consultant.
Environmental Impacts and Conflict Reduction in the Use of Marine Resources: 20 members from each of the three BMUs will participate in a one-day training per BMU. The training will address marine ecosystems and their conservation, pollution and its impact on marine resources, overfishing and sustainable fisheries management, climate change and its effects on marine ecosystems, and approaches to reducing conflicts over the use of marine resources. It will also include a module on co-management areas and co-management plans for sustainable use.
Maritime Safety Training for Offshore Fishing: 50 members from each of the three BMUs will participate in a one-day training, delivered through six sessions in total (two per BMU), each targeting 25 fishermen. The training will focus on the risks of illegal fishing, safety procedures, safe use of protective gear, safe operations at sea, risk prevention, emergency preparedness and response, and appropriate action in case of accidents or other emergencies during offshore fishing.
Fisheries Data Collection and Analysis: 7 members from each BMU will participate in a two-day training delivered through three sessions, for a total of 21 participants. The training will cover data collection methodologies, data sources and basic data analysis, with a focus on fisheries information such as fleet characteristics, number of fishers, fishing gear, fishing effort and fish landings.
Safeguarding and Do No Harm
The Consultant shall comply with CEFA’s safeguarding, PSEAH (Protection from Sexual Exploitation, Abuse and Harassment), Code of Conduct and data protection requirements. Personal data collected from participants, including attendance lists and pre- and post-training assessments, shall be handled in line with the Data Protection Act, 2019 and used only for the purposes of this assignment.

Management and Implementation Responsibilities
The Consultant will report directly to the CEFA Project Manager and the CEFA Project Officer in charge of AGROBLUE implementation.

The Consultant will be responsible for their own insurance during the contract period, and CEFA will not be responsible for any injury or damage incurred during the assignment. The Consultant will also meet their own communication and incidental costs. The Financial Proposal must include all anticipated expenses, including travel to and from the assignment sites, local transport in Kwale County, meals and accommodation.

Qualifications of the Consultant
Essential

A minimum of a bachelor’s degree in Fisheries, Marine Resources, Aquaculture or a related field from a reputable institution;
Relevant professional experience in fisheries development, sustainable fisheries management, offshore fishing, marine ecosystem conservation and/or capacity building of fishing communities and BMUs, preferably at least 7 years;
Demonstrated experience in training fishermen and/or BMU members in the thematic areas of this assignment;
Strong participatory training and facilitation skills, and good report-writing skills;
Ability to deliver training in Kiswahili and English.
Desirable

Previous experience working with fishing communities on the Kenyan coast, particularly in Kwale County.
