The Opportunity:
This position will be based in Amman and will assist the focal person for the Plan International Budget and Grants Management function. This requires a motivated, flexible, problem-solving team-player with excellent analytical, communication skills and the ability to priorities activities and work to tight deadlines.
Purpose:
The Senior Budget & Reporting Coordinator will assist the Country Finance Manager (CFM) by managing the day-to-day budget and grants management function. Under the guidance of the CFM, the Senior Budget & Reporting Coordinator will make sure the budget and grants management issues are immediately attended and that the donor budgets are prepared in accordance to Plan International and donor requirements and are submitted on time. In addition, he/she will ensure that grants are fully implemented in compliance to donor regulations and Plan requirements and donor reporting is on time. He/she will develop budget management tools and conduct trainings to improve efficiency and donor reporting and compliance.
Responsibilities include:
New proposal Development
Ø The Senior Budget & Reporting Coordinator will assist the CFM for new budget preparations.
Ø Under the guidance of the CFM, conduct a thorough preparation of new budgets and existing grant budget revisions ensuring that all costs are covered and are not under/over budgeted in addition to correct use of the Plan International and donor budget formats.
Ø Work with the Finance & Grants Manager for monthly Shared Program cost Allocation.
Ø Update the staff salary matrix, follow up on Master Budget table update.
Grant Management & Reporting
Ø Prepare the monthly Budgets versus Actual reports (BVA) in accordance with the spending and ensure timely distribution to the budget holders
Ø Review the budget spending and advice relevant staff on spending status and ask for feedback on all over/under spending.
Ø Prepare and update spending plan for all active grants in conjunction with the appropriate budget holders.
Ø Participate in the monthly Grant review meetings and follow up on the action points based on the comments from the meeting.
Ø Attend and provide support in all grant opening, review and closing meetings.
Ø Provide support and feedback to Operations and Program managers for all questions regarding the BVAs.
Ø In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records and posting into SAP system.
Ø Assist in preparing Financial Reports for all Donors and private grants and Ensure the reports are compliance with donor reporting formats and timely submitted as per contractual requirements.
Ø Provide analysis of grants spending plan vs. actual spending.
Ø Provide detailed analysis and tables for long term allocation
Ø Review PRs and advise charge codes (WBS).
Ø Have a regular, head-to-head meetings with Program Managers to make sure they fully understand the budget and that proper action are been taken)
Ø Other tasks assigned to him by his direct manager
Dealing with Problems:
The position requires accurate financial transactions and timely processing of transactions and submission for review, budget management and corporate finance systems
Communications and Working Relationships:
Works with the Finance Manager, Program staff, functional networks, external stakeholders such as governmental departments.

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan
Technical expertise, skills and knowledge
Knowledge:
· B.A degree preferably A degree in Accounting, or equivalent qualification
Experience:
· At least 5 years’ experience in Grant and Finance field
Skills:
· Analytical skills
· Good communication skills,
· Good interpersonal skills
· Proficient in computer skills and use of relevant accounting packages
· Communicates clearly and effectively
