What we are looking for:

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support programme implementation.

The role of the Head of Support (HoS) is to lead the Support Unit and has the overall responsibility for ensuring that NRC’s HR, finance, logistics, administration, and ICT systems provide relevant and adequate support to NRC’s Lebanon operations. The HoS will also be responsible for designing, planning and leading the implementation of key strategic initiatives to improve systems and structures. This could eventually include managing and providing oversight for critical change management processes to ensure that NRC’s structure stays ‘two-steps-ahead’ in terms of having the right resources and structures to reach the objectives in our strategy. The HoS will be playing a key leadership role in planning processes, including the annual budget process, workforce planning and talent management.

What you will do:

Key objectives for this role include:

  1. Line management of support managers such as Finance, HR & Administration, Logistics, and ICT. Matrix support to Support Managers in the Area Offices, including building capacity.
  2. Member of the Country Management Group (CMG)
  3. Ensure compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements and national legal requirements, ensuring the development of and adherence to relevant and rationalised SOPs and other guiding documents.
  4. Lead a holistic approach between support functions and a robust cooperation between support functions and program teams, including in proposal development, solid Grant-opening meetings, procurement plans, salary spending, workforce planning tools, workload analysis, etc.
  5. Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action, oversee yearly strategy for support functions with the intention to drive efficient and effective support systems.

Specific Responsibilities:

  • Ensure that NRC Lebanon operates within all relevant national laws, and complies with all regulations, including but not limited to employment legislation, VAT regulations, NGO registration requirements.
  • Support and lead organizational development and change management processes.
  • Ensure that data management is secure, and that beneficiary records and financial data is adequately protected.
  • Ensure that the master budget and fair share projects are well managed and provide regular updates to the CMG on expenditure.
  • Ensure that NRC Lebanon is a learning organisation where all staff benefit from development opportunities at least annually.

What you will bring:

Generic professional competencies:

  • Minimum 5 years’ experience from a senior management position with minimum 2 years as Head of Support or in similar role in a humanitarian/ recovery context.
  • Minimum Bachelors degree in a relevant Management field of study.
  • Experience with working with donors budgets and regulations.
  • Expertise in allocation of resources and costs and financial analysis.
  • Experience with change management.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

What we offer

  • Duty station: Beirut – Lebanon
  • Contract: international contract– 12 months (renewable based on funding, structure and performance).
  • Travel: 25% (within the Lebanon areas of implementation)
  • Salary/benefits: grade 11 on NRC’s international salary scale.

Lebanon remains the country hosting the largest number of refugees per capita: an estimated 1.5 million Syrian refugees and an estimated 257,000 Palestinian refugees. Lebanon continues to be affected by a colossal economic crisis and an uncertain political atmosphere. In the last three years the currency has lost more than 95 per cent of its value. Over half of the Lebanese population is currently living below the national poverty line. For Syrian refugees, the figure is even higher, with nine out of ten refugee families currently living in extreme poverty. Community tensions are at an all-time high.

The Lebanese government has become very explicit in its position that the return of refugees to Syria should be prioritized given its own unprecedented crisis. It reactivated the refugee return facilitation scheme in October 2022 and since the beginning of 2023 is sending back to Syria more people than before. Over 80 per cent of Syrian refugees do not have legal residency in Lebanon, which jeopardizes their sense of safety and overall protection.
