BACKGROUND AND JUSTIFICATION

Created in 1951, IOM is the leading intergovernmental organization in the field of migration and works in close collaboration with government, intergovernmental and non-governmental partners. IOM works to promote human and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Côte d’Ivoire, like many other African countries, is characterized by a large explosion of youth with a population of which the under 35s constitute 75.6% of the total population, according to the General Census of Population and Housing ( RGPH 2021 ). This segment of the population is confronted with several factors of vulnerability including the lack of access to quality school education, poor prospects for professional integration, delinquency and exposure to radical and violent speech.

According to data from the analysis of the situation of children and women of the Ministry of Planning and Development and UNICEF, SITAN 20191, the illiteracy rate is particularly high among young women in rural areas ( 72.7% compared to 56.7% for young men ) and the poorest households ( 85.3% against 70% for young men ). The North and Northwest regions are those with the highest proportion of illiterate people among 15-24 year olds, with differences between boys and girls varying between 12 and 25 points. 35% of adolescents and young people aged 15 to 24 are neither educated nor employed, nor in training, a situation in which 44% of adolescents and young people find themselves in rural areas. For those who have been able to go to school, it is estimated that every year,more than 450,000 young people leave the school system without a diploma or qualification. Among these young people, many are moving towards migration with the justification « the search for well-being ».

Northern Côte d’Ivoire represents a region where the vulnerability of young people and adolescents is aggravated by the terrorist threat. This region has been plagued by recurrent attacks by non-state armed groups for several years and this aggravates the perception of young people’s abandonment by the State due to the insufficient social infrastructure of base ( health, education, water, sanitation, etc. ), but also the absence of economic opportunities.

In order to combat this vicious circle and offer new perspectives to children and young people, the « Unlimited Generations initiative » ( Gen-U ), with the financial support of Swiss Cooperation, is implemented through an inter-agency synergy ( ILO, UNICEF, OIM ) which jointly ensures the execution of the employability project, entrepreneurship and citizen participation of young people in the north of Côte d’Ivoire, especially in the Bagoué and Tchologo regions.

The overall objective of the project is to improve the access of adolescents ( e ) s, particularly the most vulnerable, to opportunities to enable them to develop their full potential fully. More specifically, it is a question of ensuring the development of a partnership platform “ Public- Private-Youth ’ ’ for the training, employability and commitment of adolescents and young people beyond of the project.

The action of the International Organization for Migration ( IOM ) for this program will not only promote orderly, regular and safe migration, but also to carry out a mapping of local economic training and work opportunities for young people aged 15-25. According to the report of the participatory community assessment in the convergence zone of UNICEF interventions in Côte d’Ivoire, the Bagoué and Tchologo regions present challenges in terms of economic development and irregular migration. These challenges could be resolved by identifying key economic opportunities and providing information on the opportunities available to people seeking to settle or work in the regions.

Objective of the Consultancy

In general, and in coordination with the Project Manager and the Senior Project Assistant, it is a question of carrying out a mapping of local economic opportunities in the regions of Bagoué and Tchologo, and of establishing an inventory of the local supply of training, employment and entrepreneurship.

Specifically, it will be :

  • Assess the needs and aspirations of vulnerable young people and women in terms of socio-professional reintegration, training, employment and entrepreneurship in the two regions ;
  • Evaluate the local resources available for economic development in the two regions ;
  • Identify the promising economic sectors for young people and vulnerable women in these two regions ;
  • Identify and list the employment and entrepreneurship opportunities in the two regions ;
  • Identify the skills and qualifications necessary for existing and potential jobs in the promising economic sectors for vulnerable young people and women in the two regions ;
  • Propose solutions and recommendations to improve the employability and entrepreneurship of vulnerable young people and women in the two regions ;
  • Develop and finalize the maps for each of the regions to be printed by the IOM ;
  • Present the results and final materials at a workshop organized in one of the two regions.

DESCRIPTION OF THE POST

1. Tangible and measurable result, delivery date and details on how the work should be delivered

  • First deliverable : Presentation of the methodological note to be used in the implementation of the study, taking into account the assessment of the needs of the local population, the identification of local opportunities, analysis and data processing – 08 days after signing the contract ;
  • Second deliverable : Draft of a summary of the – report 37 days after the signing of the contract ;
  • Third deliverable : First Jet of the – report 68 days after the signing of the contract
  • Fourth deliverable : Final report ready for publication – 88 days after signing the contract
  • Fifth deliverable : Report of the mapping results presentation workshop – 104 days after signing the contract – 104 days after signing the contract

Tasks related to deliverables :

  • Assessing the needs of the local population; Identification of local opportunities and trends in the regions ;
  • Analysis and processing of data collected in the field; the preparation of an interim report, a final report, a Powerpoint presentation highlighting the key results ;
  • The presentation of the final report during a workshop to restore the results of the mapping organized for this purpose.

PROFILE

Education

  • University Diploma in Social Sciences, Economic Sciences, or equivalent, of an accredited academic institution[ 1 ] with at least 5 years of professional experience ;

Experiences

  • Experience proven in carrying out a similar mission of comparable scope is highly desired ;
  • Proven work experience in the Bagoué and Tchologo regions;
  • In-depth knowledge of the promising economic sectors for young people and vulnerable women in these regions;
  • An experience of working with agencies of the United Nations system or international organizations would be an asset.
  • Strong analytical and writing capacity ;
  • Excellent communication skills ;
  • Qualitative and quantitative research skills ;
  • Excellent mastery of French orally and in writing ;
  • Mastery of Local Languages is an advantage.
