REGIONAL HUMAN RESOURCES MANAGER – SAO (M/F)
The position will be based in one of the 7 countries participating in the SAO program:
Ouagadougou (Burkina Faso), N’Djamena (Chad), Lomé (Togo), Cotonou (Benin), Dakar (Senegal), Bamako (Mali), Niamey (Niger)
Fixed -term contract under local law depending on the country of assignment of the selected candidate.
Contract duration: 24 months (renewable)
Start date: from 01/01/2027 and no later than 01/03/2027.

The Sahel and West Africa (SAO) Regional Office covers seven countries: Benin, Burkina Faso, Mali, Niger, Senegal, Chad, and Togo. It comprises approximately 500 staff members committed to implementing HI projects in diverse, sometimes sensitive, and rapidly evolving contexts. Its main donors include ECHO-EU, FCDO, GFFO, and DGD.
In line with its regional expansion, HI is seeking its future Regional Human Resources Manager for the South-West region . Reporting to the Regional Director, you will lead the HR function across all 7 countries . You will define and implement the HR aspects of the operational strategy, foster the regional HR network, and support Country Directors and managers in addressing their human and organizational challenges.
You ensure the quality, consistency, and compliance of HR practices , while guaranteeing their adaptation to the realities of different contexts. You also play a key role in supporting organizational transformations, developing the skills of HR teams, and anticipating HR risks at the regional level.
Your main responsibilities:
- To drive regional HR strategy and performance and contribute to the sizing of organizations and resources;
- To lead the HR sector in the 7 countries, promote the sharing of practices and support the development of skills and autonomy of HR teams;
- Advising management and executives on their HR decisions, organizational changes and the management of sensitive individual or collective situations;
- Ensure the quality, harmonization and compliance of HR policies, processes and practices, as well as the control of key HR risks;
- Supporting the challenges of recruitment, skills development, career management and preparation for and response to emergency situations.

To succeed in this role, you have senior HR experience that allows you to combine strategic vision, structuring skills and closeness to operational challenges.
Key Experiences and Skills
- You have at least 8 years of experience in human resources , including significant experience in multi-site/country HR coordination or management roles;
- You have worked in complex , multi-stakeholder or rapidly changing environments and have actively participated in HR or organizational transformations;
- You have solid experience in managing teams, including remotely, and in supporting managers , including strategic advice, managing sensitive situations and supporting decision-making;
- You have mastered the main HR management challenges : organization, recruitment, personnel administration, skills development, risk management;
- You have excellent analytical, structuring and synthesis skills and know how to transform complex issues into pragmatic solutions;
- You know how to build trusting relationships , work in multicultural environments and manage sensitive situations with diplomacy, confidentiality and discernment;
- Fluent in spoken and written French.
They will be particularly appreciated
- Experience within an international NGO , an international organization, a consulting firm or a complex private environment;
- International professional experience ;
- Experience in preparing for and/or responding to emergencies ;
- Experience in designing or facilitating training courses and developing communities of practice;
- A professional knowledge of English.

SALARY CONDITIONS
Job Classification: E2 – Executive Team.
Compensation: according to HI’s salary scale applicable in the country of assignment of the selected candidate. A discussion regarding salary positioning and its alignment with the applicable range can be arranged at the beginning of the recruitment process.
