Programme Manager, Humanitarian Mine Action and Peace Building – Readvertised At Danish Refugee Council

Overall Purpose of the Role:

This role will lead DRC’s Humanitarian Disarmament and Peacebuilding (HDP) portfolio in South Sudan which includes both Mine Action and Peacebuilding programming. Within DRC’s HDP programming, DRC is implementing Peacebuilding (PB), Area Clearance, Explosive Ordnance Risk Education (EORE), and Explosive Ordnance Disposal (EOD). This role will be responsible for reporting, external engagement, fundraising, and management of Mine Action and Peacebuilding programming, reporting to the Head of Programmes.

Responsibilities:

Programme Management

  • Responsibility for overall DRC’s Humanitarian Mine Action (HMA) and Peacebuilding (PB) portfolios in South Sudan, including planning, implementation, financial management, monitoring, reporting and programme development
  • Lead key support functions inclusive of budget, forecasting, gap analyses and procurement tracking
  • Management of DRC programme staff, including people planning, development, and performance appraisals
  • Capacity building of key programme staff in project management functions, including budget management and development, procurement planning and tracking, project reporting
  • Support development of national capacity building and nationalization plans for key roles within the Humanitarian Disarmament and Peacebuilding team
  • Work with the Head of Programmes, sector technical coordinators and other programme focal points on integrated programming modalities

Strategic Direction and Quality:

  • Support the mainstreaming of peacebuilding & conflict sensitivity across other DRC sectors and departments, in collaboration with the Technical Coordinator for Conflict Sensitivity and Peacebuilding and the Head of Programmes
  • Lead development of Humanitarian Disarmament and Peacebuilding sector strategies, and input into overall DRC South Sudan country strategy
  • Team guidance and oversight of peacebuilding programme development, including management of a PB Project Manager, and leading on programme direction for peacebuilding and integrated peacebuilding programming
  • Support Humanitarian Mine Action Team with programme quality, ensuring socio-economic outcomes of clearance is strengthened, overseeing and strengthening information management systems for HMA and HMA integration
  • Management of a Community Liaison, responsible for developing prioritization, referral and impact monitoring systems supporting agricultural productivity on land cleared by HMA teams
  • Overall responsibility for high quality donor reporting for HMA and PB programming

Fundraising

  • Lead in the development of all HDP-related concept notes and project proposals including technical approach, budgets and coordinating technical expertise from other supporting sectors
  • Focal point for all fundraising and donor engagement on HDP programming
  • Lead in supporting staff capacity in proposal development processes

External Representation and Advocacy

  • In coordination with the DRC Head of Programmes and Country Director, the HDP Programme Manager will be responsible for donor liaison and for liaison/representation with local authorities, NGOs and UN coordinating agencies in areas of implementation, as well as at national level
  • Engagement in policy forums, including the Cluster System, regarding HMA and PB good practice, includes representation of DRC on issues relating to conflict sensitivity across humanitarian, development and peacebuilding actors across South Sudan
  • Lead on advocacy to relevant agencies, donors and external partners on funding and best practices in HMA and PB programming
  • Support to and coordination with National Mine Action Authority
  • Engagement with national partners on meaningful partnerships to maintain existing partnerships, support capacity strengthening and technical assistance

Operational Oversight:

  • Lead overall security oversight of all operational field teams;
  • Programme lead for ensuring safety and compliance with standards across HDP programming in South Sudan
  • Monitoring of outputs and work planning for both HMA and PB programming, in collaboration with relevant team members
  • In coordination with the Operations Manager and PB Manager, ensure that operational planning for survey, EOD, Battle Area Clearance (BAC), Community Liaison, EORE and PB activities are carried out and maintain a Quality Management (QM) structure that includes monitoring the impact of DRC programming as well as productivity (outputs) and adherence to operational Standard Operating Procedures (SOPs) in the field. The role will ensure that quality reporting is delivered to the National Mine Action Authority, donors, and DRC’s Headquarters Office in a timely manner.

Experience and technical competencies:

Required

  • A minimum of 5 years of experience in Peacebuilding, social cohesion, community engagement, Mine Action or similar sectors
  • Extensive understanding of working on issues related to conflict management, conflict sensitivity, community-based approaches, and awareness raising
  • Minimum 3 years of project management experience, including in budget management, project development and the role must have included people management(supervisory) functions
  • Experience in producing reporting to a high standard
  • Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
  • Demonstrated experience training staff in critical analysis and / or project management skills
  • Excellent fluency in verbal and written English
  • The ability to develop realistic strategic plans that shape programming
  • Experience coordinating across departments and sectors at field and country office levels
  • Experience designing and / or managing the delivery of MEAL plans
  • Successful experience with fundraising and proposal development
  • Experience with the liaison with donors and Government authorities
  • Experience in working in complex and politically sensitive contexts and ability to understand cultural and political environment
  • Strong interpersonal skills and a team player – able to demonstrate a constructive, cooperative and problem-solving approach
  • Strong leadership skills with the ability to identify potential and build supportive and collaborative team culture

Desirable

  • Working experience in South Sudan
  • Experience designing and drafting conflict analysis reports ;
  • Experience working in challenging and insecure security environments

Education:

  • Bachelors or Master’s degree in conflict management, conflict prevention, humanitarian or development studies, and social sciences or other relevant field from a recognized institution, or relevant working experience (minimum 5 years working in Mine Action, Peacebuilding, conflict management or similar sectors)

Languages:

Excellent verbal and written proficiency in English.

Conditions

Contract*:* 12-month renewable contract. Salary and other conditions are offered in accordance with DRC’s Terms of Employment.
