Context:
Under the direct supervision of the Director, Coordinating Office for the Mediterranean, Chief of Mission for Italy and Malta and Representative to the Holy See and in close coordination and under the guidance of the Head of the Migration Management Unit, the Programme Manager (Immigration & Border Governance (IBG)) shall be responsible for overseeing the implementation of the programme in the area of Immigration and Border Governance (IBG) managed by IOM Rome, in partnership with Italian entities, and supporting the development of new initiatives. The Programme Manager (Immigration & Border Governance (IBG)) will also be responsible for coordinating with other IOM Country Offices regarding high-level meetings and study visits to Italy relevant to the IBG Thematic Area.
Core Functions / Responsibilities:
- Coordinate and oversee the management, implementation, monitoring and reporting of the activities of the IBG programmes in line with the project documents and priorities of the Italian Government.
- Provide thematic guidance, planning, technical and operational advice to the Director, Coordinating Office for the Mediterranean, Chief of Mission for Italy and Malta and Representative to the Holy See.
- Supervise programme staff to ensure prompt and efficient implementation of the activities on a daily basis for project(s) implemented in Italy.
- Ensure consistency in the approach of the programme throughout the Country through close coordination with the Field Area Coordinators.
- Organize workshops, meetings and other events with IOM Rome teams and/or relevant Italian authorities in order to assess lessons learned, achievements and emerging needs.
- Prepare and ensure timely preparation and submission of all programme reports according to IOM and donor formats, as required.
- Ensure collection and consolidation of relevant data and information, prepare regular programme updates, summaries, visibility materials and other relevant programme materials.
- Serve as IOM liaison focal point for the Italian Ministry of Interior, coordinating potential funding to other IOM Country Offices as well as thematic study visits to Italy and high-level meetings on IBG. This may include the promotion of synergies with current IOM projects in the field through the participation of Italian experts in short-term assessment, capacity-building initiatives and training.
- Represent IOM in meetings, workshops and seminars related to IBG.
- Coodinate the development of new projects and programmes in close partnership with the Italian authorities in the field of IBG, and explore programmatic opportunities in the Mediterranean Region.
- Undertake duty travel, including travel to provide technical assistance to and monitor progress across the country and/or in priority countries for the Italian Government.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Migration Studies, Law, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in the field of migration, including operational and field experience, IOM project development and management in distinct countries or regions;
- Experience in the design and facilitation of capacity building activities on migration management;
- Experience in Immigration & Border Management is an advantage; and,
- Experience in liaising with national, regional and international institutions is a requirement.
Skills
- Demonstrated expertise in the thematic area of border management and/or cultural mediation.
- Knowledge and understanding of theories, concepts and approaches relevant to migration issues in Italy, is required.
- Knowledge and understanding of the relevant Italian government authorities structuring and working is required.
- Knowledge of large-scale programme management is desirable.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Italian is highly desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
