Doctors of the World, an activist medical association of international solidarity, has been committed for more than 40 years to treat the most vulnerable populations here and there, to witness the obstacles noted with regard to access to care, to obtain lasting improvements in health policies for all.

In France as internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our pleas : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.

The south of Madagascar is an area strongly affected by successive years of severe drought. Following an exploratory mission and a quantitative and qualitative survey on the impact of famine on the health status of the populations of the South, since October 2021, MdM aims to reduce the morbidity and mortality of drought-affected populations in the Ambovombe and Bekily districts of the Androy region and the Amboasary district of the Anosy region. MdM has a base in Ambovombe and a subbase in Bekily.

The program contributes to meeting primary health needs, including nutrition, and preventing and combating gender-based violence ( VBG ) in the context of the humanitarian crisis in the south of the country. Health services are provided directly to communities through two mobile clinics. MdM is also implementing capacity building for healthcare providers in health facilities ( health centers and hospitals ), with regular training and supervision and support for the coordination of health districts. Rehabilitation of health centers is carried out to improve the quality of care related to VBG. Finally,WASH rehabilitation is carried out in the reference hospital and in two health centers in each intervention district in collaboration with existing partners.

The activities are carried out thanks to the financial support of ECHO ( in consortium with ACF and ASOS ), BHA and MdM equity.

DESCRIPTION OF THE POST

Under the supervision of the general coordinator, you pilot and coordinate the animation of the programs, you represent MdM in the region and are the guarantor of team security. You are managing a team of around 40 people – the size of the team may increase depending on future funded projects.

More specifically, your main responsibilities are as follows :

Coordination and strategy

  • Actively participate in the definition and adaptation of the project strategy, as well as in the advocacy in the area on health issues
  • Represent MdM to the authorities, donors and other technical and / or financial partners on the project, in conjunction with the general coordinator.

Supervision and operational implementation

  • Ensure that the program complies with the current project cycle and that it is documented by the necessary technical documents
  • Monitor implementation schedules to ensure proper execution of activities on time
  • Supervise and participate in the various activities of the project to ensure their proper realization and their quality – issue recommendations if necessary
  • Ensure monitoring of project indicators through the use of Monitool ( internal monitoring tool )
  • Ensure that project management tools are updated
  • Monitor donor contractual deadlines and plan reports
  • Write the intermediate and final narrative reports and their appendices in connection with coordination in Antananarivo.

Administrative, financial and logistical management

  • Assume budgetary responsibilities for expenditure on the lines assigned by the mission
  • In connection with the administrative / financial coordinator and the general coordinator, participate in updating the project budget
  • Supervise budget monitoring in collaboration with the administrative and financial coordinator
  • In connection with the logistics coordinator, monitor logistical support to the program
  • Ensure compliance with internal procedures within the project.

Team management and management

  • Disseminate and enforce the internal regulations, the code of conduct, the safety rules and the values of MdM
  • Provide management support and skills training for supervisors
  • Write job profiles, actively participate in the recruitment process and carry out integration briefings
  • Perform individual team interviews

Communication and visibility

  • Ensure good communication and cross-cutting coordination of the area project with local authorities, NGOs and UN agencies, as well as within the team
  • Participate in the design of communication tools and contribute to the writing of publications on the project
  • Be guarantor of internal reporting
  • Represent MdM in the media, in conjunction with the general coordinator.

Financing and project development

  • In connection with the administrative coordinator, be responsible for respecting the guidelines of the donors during the implementation of the project
  • Develop new project proposals if necessary under the supervision of the general coordinator.

Security management

  • Update the basic security plan and rules
  • Inform local staff of the regulations, security rules, in relation to logistics and ensure strict compliance with these regulations
  • Inform the general coordinator of the key elements of the security situation and manage internal and external communications with her, on the project areas in the event of security problems
  • Report incidents on time and monitor corrective actions.

Monthly gross salary of 3,362 euros
13th month equivalent paid in 2 times – from 6 months of effective working time
Expatriation premium of 10% of gross salary per month

RESEARCH PROFILE

Higher studies in project management and / or medicine or similar qualifications
Strong experience in NGOs in emergency contexts
Management of multiple projects in isolated and difficult to access areas
Meaning of organization, prioritization and strategic and operational planning
Listen, team spirit, dynamism, capacity for analysis and initiative
Knowledge of the public health sector: health system, community health, participation in the writing of contingency plans, multi-sectoral interventions, etc.
Knowledge of community, psycho-social and cultural aspects
Knowledge of BHA / USAID funding is a plus
Good editorial capacity
