3iSolution is a not-for-profit organization created in Sept 2008 and registered in France as Association by law of 1901 under the name of iMMAP France and still operating legally under that name. Currently, 3iSolution is working with the humanitarian and development sector in 10 different countries and have been active in more than 25 countries during the last 15 years. We have implemented more than 300 projects and have currently 150 staffs working worldwide. Our work focuses in using innovation and the technology knowledge, which is built by the private and academic sectors, so to enhance the power of information to make direct and concrete impact at the beneficiaries’ level, who are the organization that we support.

Description of Duties

The program manager is responsible for implementing and achieving the objectives defined in the project proposals related to a Third Party Monitoring.

(S)he guarantees the good performance and the quality of the project implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

(S)he is in charge of supervising the 3iSolution teams allocated to the TPM Project and ensuring close coordination/cooperation with the partner and the Donor on the operational implementation.

Diagnosis and project design

  • Participate in the preparation and implementation of assessment and diagnostics
  • Participate in the design and the financial dimension of the human and logistical programs to implement
  • Implement activities in compliance with 3iSolution strategy, 3iSolution technical requirements, and donor criteria.

Implementation and operational monitoring

  • Plan and oversee the implementation of TPM activities that (s)he is responsible for, both on-time and within the set technical specifications
  • Plan the TPM activities with the support Departments (administrative, logistics) and with the partner(s) according to objectives
  • Propose adjustments to programs if necessary in close collaboration with Country Representative and in line with Donor communication.
  • Ensure the achievement of results of the programs (s)he is responsible for
  • Supervise and support the monitoring and evaluation of the implemented activities
  • Anticipate the difficulties associated with conducting activities and help solve problems related to programs activities
  • In collaboration with Finance department, follow up on development of program budgets and track spending and budget forecasts
  • Develop the state of needs and the fund requests related to project implementation in coordination with Finance department.

Huma Resources Management

  • Participate in validating recruitment for the national technical staff according to the programs requirement,
  • Define, in conjunction with the administrative service, the requirements for position to open for application, adapting ToRs to professional guidelines if necessary
  • Welcome and brief new staff working underneath him/her
  • Manage/support the team working for him/her and follow up on monthly timesheet and leave management of her/his team
  • Evaluate and assess the performances of his/her team members
  • Identify potential changes in members of his/her team(s) and provide feedback to the Country Representative and Finance/HR & Admin Coordinator
  • Ensure his/her team’s compliance with safety regulations

Reporting / communications / representation

  • Write reports or appendixes relating to his/her reporting and or funding amendment activities
  • Ensure compliance with reporting deadlines and formats
  • Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies
  • In close collaboration with Country Representative, maintain frequent contact and communication with donor focal point
  • Ensure frequent meeting with Consortium partner meeting to coordinate Operational implementation
  • Support and contribute with Country Representative on the development of a Consortium Steering committee to follow up the overall programmatic strategy and consortium compliance.
  • Ensure 3iS representation in the meetings or forums concerning the program in his/her place of employment
  • Respond to the requirements of Headquarters concerning specific needs
  • Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners

Under the hierarchical authority of: Country Representative

Requirements

  • Education: Minimum Master’s degree in either agricultural economics, development studies or social sciences
  • Experience: A minimum of 5 years in conducting development related studies, baseline surveys, evaluation or impact assessments.
  • Soft skills:
  • Ability to interact effectively with international and national personnel.
  • Fluent English writing and speaking is mandatory. Arabic skills (speaking and writing) is an asset.
  • Strong analytical skills and ability to interpret and analyze data and translate it into effective information.
  • Ability to work well in a small team, operate under pressure, prioritize and deliver high-quality work within deadlines, and meet team objectives;
