THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, as close as possible to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention’. These receive the support of the 3 desk teams and the’ team of the emergency department and openings based at the operational headquarters of Dakar, Senegal. The teams of Paris and New York are actively working on fundraising and’ at the representation of’ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of’ other organizations such as BEFEN Medical NGOs, Health Alert, SOS Doctors, KEOOGO, AMCP-SP, and others, research organisations PAC-CI, Inserm, the Universities of Bordeaux or Copenhagen,’ONG Solidarity International and many others.

OUR EMERGENCY INTERVENTIONS :The team of the emergency department and opening of’ALIMA is required to deploy emergency’ missions in any country where medical assistance is necessary to treat populations at risk of immediate mortality. In recent years, the emergency department has intervened in particular on the epidemics of’Ebola in Guinea and DRC, with displaced populations in north-east Nigeria, South Sudan, etc, in Burkina Faso, in response to the COVID pandemic in several countries. The emergency department can provide support to the 12 missions of’ALIMA in the event of an emergency situation in the country and continues to structure the means available to ALIMA to strengthen its effectiveness in response d’urgence. In addition, the service also carries out’ missionsopening new missions, including,in new countries where ALIMA is not already operational. Sudan is the latest opening and’East Africa among the priority objectives to deploy new missions.
OUR INTERVENTION COUNTRIES : Burkina Faso, Cameroon, Ethiopia, Guinea, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Sudan, Chad, Ukraine.
POST LOCATION: Dakar, Senegal (with regular field visits, around 60% of the time). During the first 2-3 months after taking up the post, the ( e ) RH Emergency and Open Service will have to go to one or more ALIMA missions, with support from the HR department to assimilate the operation of ALIMA and familiarize themselves with the missions.
PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY
Level 3 : the incumbent will have contact with vulnerable children and/or adults either frequently (for example once a week or more), or, either regularly (for example, four days in a month or more or overnight) because he works under national programmes, or because he visits national programmes, or because he is responsible for’application of the recruitment process; therefore, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the’ impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on the’honneur will be requested.

Hierarchical supervisor: Head of SUO
Technical reference: HR operational manager.
Personnel under his hierarchical responsibility: He/she supervises the OUA HR Administrator(trice) for the administrative management of expatriate staff on missions and accompanies/advises HR coordinators, finance/coordinators/HR and HR managers on the ground.
He/she collaborates with: the business references (medical, logistics, finance and financing) of the OUA, the recruitment and mobility service, etc, the’ personnel administration office (BAP) in Dakar and the coordination teams in the’ intervention countries.
This position is therefore multidimensional with many interlocutors and requires a great ability to communicate,’adaptation and consequently a great ease to create relationships of trust despite the distance.
MAIN MISSION
Focal point at the level of the service for human resources, the HR/referent supports the motivation of the actors in position and their skills in the service of the objectives of the projects/missions, and, in a climate of trust and in accordance with our values in order to guarantee the collective stake of the quality and development of our operations.
The/the Referent(e) RH carries out its mission :
- by proposing to the/to the SUO Manager and the rest of the members of the emergency department and openings, the dynamics of composition of’teams for the needs of the Projects
- by participating in the development of talent through the proposal of courses /training /accompanying and objectives, adapted and built with the technical pool Referents and the Coordination teams, and,
- by guaranteeing the ALIMA administrative and legal framework for the management of human resources in the countries of intervention.
- by directly taking over a number of administrative tasks related to the’ set of these responsibilities.
MAIN ACTIVITIES
- helps to define the needs, means and HR dimensioning during the’urgency interventions in order to define the most relevant organization possible.
- advises the composition of’ team, the identification of recruitment needs (national and international) and the management of courses in the field and at the desk/Emergency Service.
- participates in the recruitment process and internal mobility at’ using the appropriate supports (pool meetings, tests, interviews, reference checks..) within the time limit.
- he/she guides the implementation of HR activities in the field, sets objectives, provides technical support to/the HR coordinator(trice)/coordinator(trice finance/HR and HR teams on all human resources management issues: recruitment policy, staff monitoring (PoP, annual interview, training, disciplinary procedures..), talent identification, etc, skills development, mobility, evolution,’ team composition, function grid and salaries…
- s’ ensures, during country openings, that HR policies, the Charter and other ALIMA framework policies are implemented in compliance with the legal framework specific to each country.
- provides expertise and support on the use of HR tools, mainly Odoo / Homer and other HR indicator monitoring and performance management files.
- ensures that budgets and funding proposals reflect operational needs in HR terms.
- within the HR department and thanks to its operational monitoring within the emergency desk / service, it/it participates in the definition of HR policy with HRD and intervenes on transversal subjects: active recruitment strategy, course management, training, onboarding, quality of life at work …
Activities specific to this position of RH SUO Referent:
- offers HRD avenues for improving the internal emergency network system ( ALLUR ), made up of headquarters and field staff, national and international.
- contributes to the improvement of the quality of our external recruitments by emphasizing the’adaptation to our values and our needs.
- participates, if necessary, in’assessment missions with a view to’opening new projects/missions
- ensures the gap on the positions of HR Coordinator(trice) on missions in case of staffing difficulty during the openings of new missions or in case of prolonged absence of the/from the HR Coordinator(trice) on the mission.
- if necessary, take direct responsibility for a number of administrative tasks during the launching of’urgences interventions and mission openings (for example: Administrative and legal formalities allowing ALIMA to have the status and the quality of employer in a new country, visa, contract, schedule of briefing of the international staff,..).
COMPETENCES AND EXPERIENCES
’study level
Master in human resources management or any other equivalent degree desired.
Experiences
- Experience of’at least 3 years on coordination positions within’a humanitarian NGO with an important HR component
- Field experience on a project of medical emergency’ or opening of project highly desired
- Experience in recruitment, administrative management and follow-up of desired course.
Knowledge In Languages
Mastery of French and’anglais (read, written, spoken) is essential, the’arabe is an asset.

CONDITIONS
Duration of the contract : Senegalese law contract, CDI, with a trial period of 3 months renewable once, or 6 months maximum. ATTENTION THE PERSON IN POST TRAVEL WILL PURPOSE 60% OF THE TIME

Salary : The equivalent in CFA francs about 2,850 and 3,000 € net ( after taxes on income taken at source ) monthly depending on family composition.
