Overview

The second phase of the Soutenir l’Exploitation Familiale pour Lancer l’Élevage des Volailles et Valoriser l’Économie Rurale (SELEVER 2) project is being implemented in the Center-Ouest, Boucle du Mouhoun, Hauts-Bassins, and Center-Sud regions since 2020. SELEVER 2 aims to achieve inclusive transformation of the poultry market in Burkina Faso to ensure the women economic empowerment and improve the nutritional status of women and children.

SELEVER 2 uses an integrated approach that combines economic strengthening, women’s empowerment, and nutritional behavior change in poultry-producing households. SELEVER 2 also identify key economic levers in the market system to facilitate individual and social behavior change through a strategy of communication, advocacy, accessibility of finance, and capacity building actors. Finally, the SELEVER 2 project uses market facilitation so that the players in the local poultry market work in perfect intelligence for their economic interests and better serve the poorest in a sustainable way.

The Deputy Team Leader is responsible for the technical management of the SELEVER2 project under the supervision of the Project Director. S/he will lead the design of the project approach and supervise the technical team to ensure the integration of the project components in. S/he will also be overseeing coordination with partner organization to successfully implement project roles and activities. The position will combine managerial and technical thought leadership responsibilities Specifically, this position will technically contribute to strengthen the inclusive transformation of the poultry market in Burkina Faso to ensure the women economic empowerment and improve the nutritional status of women and children.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

PROGRAM/TECHNICAL MANAGEMENT

  • Develop the annual project work plan with partner organizations, ensuring phasing and sequencing of activities to maximize effectiveness and synergies of project activities; oversee the implementation of approaches and activities throughout the project
  • Oversee the development of project technical materials, including tools, training materials, and monitoring and evaluation protocols.
  • Support staff to ensure that the SELEVER 2 program submit clear reports, workplans, and any other deliverables to the donor and HQ according to agreed-upon formats, in a quality manner and on a timely basis. Provide quality control on all deliverables to portfolio donors
  • Write project reports and other documents in English and French as required by the donor in a professional, concise and timely manner.
  • Maintain day-to-day operational commitment to the program’s sustainable, market-driven, gender-based approach to implementation. Provide strategic direction to the team following this approach and ensure capacity gaps related to the implementation of this approach are addressed.
  • Provide capacity building and technical assistance to SELEVER 2 project staff, partner organizations, government and community stakeholders
  • Support project staff in working with local value chain actors – poultry farmers, producer groups, traders, service providers, etc to create new and/or diversified market linkages
  • Supervise the monitoring, evaluation, and knowledge management system; ensure that data collection and analyses are done regularly and professionally.
  • Responsible for reviewing and ensuring quality content and quality writing of annual program reports outlining progress towards meeting activity deliverables and targets as well as any lesson learned, success stories, and upcoming activities
  • Review analysis data and develop communication protocols for internal project learning as well as for making results available to external audiences.

ADMINISTRATION AND SUPERVISION

  • Recruit, develop and manage the project’s technical team (and technical consultants, if applicable), in accordance with good management practices, Tanager’s employee handbook, and in compliance with Burkina Faso labor laws.
  • Promote a productive, professional and safe work environment.
  • Oversee the annual performance evaluation process for employees under direct supervision.
  • Ensure that all employees work within Tanager’s commitment to gender equality and gender promotion.
  • Foster a collective culture of shared success, joint responsibility and commitment to the achievement of project goals – within time, scope and budget.

REPRESENTATION

  • Represent Tanager at workshops and events where information on nutrition-sensitive agriculture and food systems is provided.
  • Actively collaborate with other officers on Tanager and ACDI/VOCA projects to amplify the impact of work and share learning and successes.
  • Prepare necessary and ad hoc reports for government, donors and HQ, and write testimonials on project interventions that highlight successes and lessons learned.
  • Collaborate with Tanager’s Director of Communications and Partnerships to identify strategic opportunities to present and share Tanager’s experience.
  • Develop communication materials – white papers, blog posts, panel proposals, to be used on social media, in publications and at conferences
  • Serve as interim program director for the SELEVER 2 project in the absence of the project director.

QUALIFICATION:

Education and Experience

  • M.S degree in international development, nutrition or other relevant field
  • Demonstrated track record in providing technical and managerial leadership on sizable market facilitation, nutrition-sensitive agriculture programs, preferably those with a gender lens.
  • Minimum of 10 years of relevant and progressive work experience in Sub-Saharan Africa, in at least 2 different countries; at least 6 years of program management experience and with supervisory responsibilities for technical teams
  • Demonstrated experience and familiarity with the following technical areas as they pertain to nutrition-sensitive agriculture:
    • Agricultural development, including agricultural market systems and/or value chains, rural production systems, agribusiness.
    • Gender equality and women’s empowerment, including theoretical frameworks and approaches to gender integration, mainstreaming, and promoting women’s empowerment.
    • Social and behaviour change approaches, including best practices in SBC and SBC communications, behaviour change frameworks, and integrating behaviour change in inter-disciplinary approaches.

Knowledge and Skills

  • Demonstrated knowledge of and effectiveness with strategies for designing, implementing, and evaluating nutrition and gender-inclusive agriculture interventions
  • Demonstrated experience building organizational capacity of national- or regional-level institutions.
  • Excellent interpersonal and communication skills required. Ability to build relationships and rapport with teams, staff, and clients and navigate challenging or unexpected circumstances with creativity, calm, and positivity. Ability to communicate effectively with persons on all levels both inside and outside the company on issues that could be complex or sensitive in nature.
  • Adaptable and innovative. Collaborative and open to feedback. Able to work independently and in a small team setting.
  • Demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
  • Excellent oral and written communication, technical, and reporting skills for a high visibility, flagship program
  • Fluency in English and French written and oral, required.
  • Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint, and Excel
  • Willingness to work under pressure.
