CONSULTANCY for socioeconomic study and development of a baseline for the analysis of monitoring indicators and project evaluation.

PROJECT: Improvement of economic and employment opportunities, food security and access to clean water, education and electricity on the island of Bubaque through the development of basic infrastructure, vocational training and promotion of enterprises.

LOCATION: Main work on the island of Bubaque, with some actions on other islands near the Bijagos archipelago, in the region of Bolama.

DEADLINE FOR RECEIVING APPLICATIONS: 20 October 2023

DATE OF COMMENCEMENT OF THE PROVISION OF SERVICES: 30 October 2023.
DURATION OF SERVICE PROVISION: Maximum period of 2 months from the concession of the contract.
MAXIMUM BUDGET: 7,500 euros (taxes and all expenses included).

CONSULTING OBJECTIVES

The objective of the consultancy is to carry out a socioeconomic study and baseline for the analysis of the project’s monitoring and evaluation indicators. The study will provide fundamental knowledge and tools to the technicians in charge of monitoring and project management for the development of project monitoring and evaluation devices. In particular, proposing to analyze: a ) Quantitative and qualitative analysis of the living conditions of the population of the Island of Bubaque. b ) Analysis of the level of social cohesion disaggregated at the general level, tabanka, sex and age on the island of Bubaque and in a control group on another island in Bijagós. c ) Quantitative and qualitative analysis of the employment situation disaggregated by sex and population group, especially young people and women.c) Quantitative and qualitative analysis of access to basic services, in particular water and sanitation, education, health, transport and revenue-generating activities, disaggregated at the tabanka level, by sex and age.

WORK METHODOLOGY

On the supervision of the director and the project coordinator, and close collaboration with the local coordination of the project and partners, the selected consultancy will carry out the following actions:

1. Prepare a documentary study to analyze all available documentation about the project.

2. Develop a field research in order to analyze and review the needs of the project, promoting participatory processes and methodologies with all actors.

3. Design a work plan by the consultancy. The work plan will be reviewed and approved by the ASAD coordination team prior to its implementation, and reviewed weekly.

4. Design and validate the instruments and methodology for data collection, as well as estimation of sample size, distribution and selection method to ensure statistical validity.

5. Develop the fieldwork phase to collect information through participatory methodologies: interviews, discussion groups, foot interviews, home visits, surveys, etc.

6. Develop the process of compiling, reviewing and analyzing quantitative and qualitative data.

7. Prepare a preliminary consulting report with data, conclusions and recommendations for the implementation team to be validated by ASAD. 8. Draw up a final edited and revised consultancy report.

EXPECTED PRODUCTS

1. Work plan that includes schedule, index and structure of the final report of the consultancy.

2. Methodological design for the collection and analysis of the data and information collected, including: analysis of the theoretical basis of the elements to be analyzed, instruments and tools with methodology for the collection of information, and, statistical analysis of the sample, containing an executive summary and recommendations of good practice.

3. Database obtained during the consultancy.

4. Presentation of the study to the project coordination team and key actors involved.

5. Final report edited.

6. Delivery of audiovisual material generated within the scope of the study, including the transcription and/or systematization of the tools implemented during the consultancy.

CANDIDATE PROFILE

The team of consultants must meet the following requirements:

● Professional and academic profile in a relevant area (Social and Human Sciences, International Development, Political Science, Sociology or Anthropology).

● Minimum of 3 years demonstrable experience in production of basic survey with fieldwork and monitoring, evaluation and learning approach; qualitative and quantitative processing and systematization; quantitative research; research; basic analysis and reports.

● In-depth knowledge of the national context, particularly of the geographical area of project implementation.

● Good knowledge of Guinean Kriol and Portuguese (or consider hiring people from the consulting team who meet this requirement).

● Good communication and coordination ability, teamwork and building strategic relationships.

● Good command of geographic information and cartography tools.

● Ability to manage work at distance and face-to-face, compliance with expected budget and delivery times.

● Ability to propose alternatives and make operational decisions effectively and quickly.

● Availability to travel to the project intervention area
