CONSULTORY CONTRACT HOLDER: To Define
- Consulting destination: San Salvador, El Salvador
- Consulting duration: 9 months [December 2023 – August 2024]
- Nature of consulting: Professional assistance services to support the implementation and systematization of activities focused on labor migration and related issues in El Salvador [Category A]
- Context and scope of the project:
The International Organization for Migration (IOM), created in 1951, is the leading intergovernmental organization in the field of migration and works closely with government partners, intergovernmental and non-governmental. IOM is dedicated to promoting human and orderly migration for the benefit of all. In this endeavor, it offers services and advice to governments and migrants.
IOM implements the Regional Program on Migration from the Regional Office for Central America, North America and the Caribbean, with financing from the Population Office, Refugees and Migration from the United States Department of State. This Program aims to build government capacities to manage migration in a sustainable and humane way, it is currently present in 11 countries in Mesoamerica and the Caribbean. Its actions focus on promoting good governance of migration by governments, to reduce irregular migration flows and vulnerabilities of migrants, human trafficking and illicit human trafficking.
Human mobility is essential today globally, as well as in specific regions, driven by unified markets, transnational connections, and the accelerated advancement of communication technologies. These elements make it easier for migrant workers to cross international borders. Furthermore, the rise of globalization and industrialization has generated a growing demand for foreign workers, with diverse skills and qualification levels, to perform in different economic sectors.
Globally, there are an estimated 169 million migrant workers, of whom 98.9 million are men (58.5%) and 70.1 million women (41.5%). In Latin America and the Caribbean, the

Migration has undergone significant and complex changes in recent years, closely linking with job search and a better life. Within the region, there are outstanding migration corridors to countries such as Mexico, Costa Rica, Panama and the Dominican Republic.
Therefore, the International Organization for Migration (IOM) is dedicated to safeguarding the labor and human rights of migrant workers, maximizing the benefits of labor migration for countries of origin and destination, providing technical and policy consulting to national governments, supporting policy creation, administrative systems and legislative frameworks that favor labor migration flows that are effective, efficient and transparent, helping governments to promote safe labor migration practices among their citizens, supporting the training processes of migrant workers before departure and preparations for boarding, as well as,The integration of migrant workers is promoted both in their new jobs and in the receiving communities.
In this regard, through its Regional Program on Migration (WHP), IOM offers technical support and encourages skills development, with activities designed to coordinate and promote the collaboration of key actors, responding efficiently to the complexity of the migration phenomenon, involving different actors and beneficiaries such as migrants, their families and their communities, local and national governments, private sector entities such as employers and representatives of the industrial sectors, civil society and other regional organizations.

- Category consultants “ A ”: Tasks to be performed under this contract
- Provide administrative assistance and contribute to maintaining and strengthening effective cooperative relationships with key national and binational counterparts (government, civil society, private sector, academia) and international organizations involved, to explore synergies and coordinate actions.
- Contribute to the development and implementation of the IOM El Salvador strategy, with an emphasis on thematic areas of labor migration and protection.
- Support the organization and execution of training and awareness processes aimed at government authorities, recruitment agencies, representatives of the private sector and civil society organizations, as well as other relevant actors, as part of the support actions foreseen in the project.
- Assist in the compilation and writing of documents and in the preparation of periodic reports, as required by IOM, project donors and other governmental and non-governmental partners; as well as the orderly systematization of the annexes and supporting documents.
- Assist in the monitoring and evaluation of activities on labor migration and other related activities.
- Support with the monitoring of private sector counterparts, government authorities, recruitment agencies and civil society that are part of the project activities.
- Support the inclusion of the Sustainable Development Goals (SDGs), the Migration Governance Framework (MiGoF) and the indicators of Migration Governance (MGI), as well as an organizational results matrix in the planning, monitoring, evaluation and reporting of project activities.
- Ensure that all activities in coordination with the other areas of the project are developed and obtain the results within the planned schedule and budget.
- Fully comply with IOM procedures, regulations and standards of conduct.

- The consulting person must commit to following high standards in order to guarantee high quality products.
- Develop its activities at the required times and under the terms of quality established by IOM.
- Execute in a timely manner the activities related to the implementation of the consultancy.
- Work based on results: develop each action focused on obtaining quality results, within a stipulated planning and committed to achieving the agreed results.
- Training, experience or required skills
Consultants who demonstrate experience and knowledge of topics, methodologies, etc., through reports, may participate in the offer of services to carry out the consultancy, previous consultancies carried out, reference letters, academic training, among others.
EDUCATION
- Higher Studies in International Relations, Administration, Project Management, Economics, Social Sciences, or related careers with a year of relevant professional experience, or
- Secondary education diploma with 3 years of relevant experience.
EXPERIENCE
- Relevant professional experience in project management, human rights, and / or implementation and evaluation of projects.
- Professional experience related to migration issues, gender and / or vulnerable populations is considered as an advantage.
- Knowledge of international organizations, non-governmental or governmental organizations.
- Experience in administrative or project management and evaluation services.
- Synthesis and analysis capacity to generate periodic reports.
- Experience working under donors.
- Good management of data processing programs: Excel, Access, Word, Power Point, as well as other programs in the Office package or other systems.
LANGUAGES
- Excellent command of the Spanish language, both oral and written.
- Intermediate-advanced knowledge of the English language will be considered an advantage.
- Necessary trips
The consultancy will take place in the city of San Salvador, if the need to move to carry out face-to-face activities is presented, the consulting person must assume the expenses related to said transfer.

Relevant aspects to take into account
- The consulting person will be in charge of the logistics processes involved in the activities within the consultancy. Regarding workshops or focus groups, IOM will cover the costs of these activities, with prior agreement with the counterparts.
- The person will deliver the reports of activities implemented on the agreed dates electronically, and to the satisfaction of the supervisors of this consultancy, prior to shipment for final approval by IOM.
- Payment will be subject to approval by IOM and will be made on a monthly basis.
Other requirements
- The consulting person will acquire his own insurance policy to support medical expenses and / or personal accidents that cover these eventualities for the duration of the consultancy. OIM does not assume responsibility for any accident that it may suffer, since the consulting contract does not imply an employer relationship of any kind.
- The consulting person must present a vaccination certificate against COVID-19, with the corresponding doses.
