Call For Proposals For The Implementation Of Independent Quality Control Of A Coverage Survey Of Vitamin A Supplementation Supported By At Helen Keller International

Guided by the remarkable legacy of its co-founder, Helen Keller, Helen Keller International partners with communities striving to break free from long-standing cycles of poverty. By providing the essentials of good health, nutrition, and a clear vision, we help millions of people create lasting change in their own lives. Working in more than 20 countries—across Africa, Asia, Europe, and the United States—and with a global community of supporters, we ensure that everyone has the opportunity—as Helen did—to reach their full potential.

Helen Keller International supports vitamin A supplementation for 40 million children each year in 14 sub-Saharan African countries. When administered twice a year to at least 80% of children aged 6 to 59 months in countries with high under-five mortality and high rates of vitamin A deficiency, vitamin A supplementation can help reduce infant mortality by up to 24%.

In Madagascar, Helen Keller Intl provides technical and financial support to the Ministry of Public Health for the delivery of Vitamin A Supplementation (VAS) in 8 regions, namely Menabe, Ihorombe, Betsiboka, Boeny, Sofia, Melaky, DIANA and SAVA, through routine activity.

In order to assess the number of children reached by these routine distributions, Helen Keller Intl conducts cross-sectional household surveys following the methodology developed by the WHO to measure SVA coverage.

In accordance with Helen Keller International’s procedures and in order to guarantee the quality of the data collected, any coverage survey must be accompanied and followed by independent monitoring.

We are currently seeking a consulting firm to support the Helen Keller International teams in the country to conduct this quality control activity for the coverage survey scheduled for January 2027. This activity will cover a stratum comprising the eight (8) regions supported by Helen Keller International, listed as follows: DIANA, SAVA, SOFIA, BOENY, BETSIBOKA, MELAKY, IHOROMBE, MENABE

The firm will be responsible for preparing the independent monitoring activity, including recounting on drawn clusters, administering household questionnaires to households already surveyed by the firm’s agents responsible for the coverage survey, audio auditing an extract of audio files captured by the coverage enumerators, recruiting and training monitors, and supervising field data collection, data analysis, and the production of monitoring reports.
