Aim of the position:
Within the framework of its interventions of’ support to development in the Republic of’Haiti, the’ONG international AVSI has developed a series of actions framed in its Agriculture and Environment Program. This programme consists of’a major long-term agricultural development project.
The’activities lines developed concern rural development, agricultural development,’technical assistance to farmers, the strengthening of supporting sectors, input support to technical packages, etc, L’ support to the realization of agricultural infrastructures for the transformation and conservation of agricultural products, l’implementation of integrated technical packages agriculture-environment, community capacity building to address malnutrition through awareness raising, training,’ technical support and community-based nutritional monitoring.
AVSI is in the process of recruiting staff to assume the coordination of the « project Sustainable agricultural development – Resilient approach to nutritional and food security in the communities of Jean-Rabel and Mole Saint Nicolas » funded by the European Union, the start of which is scheduled during the quarter April-June 2023.
Start-up projects have the following characteristics :
- non-emergency character
- Sectors : food safety

- Start between November and December 2023, duration 36 months
- ’implementation and’affection zone: rural peripheral departments of the Northwest
- 80% based in the province
- 80% working time in the field
The main objectives of the positions are :
- Take responsibility and coordination of the project
- Ensure possible interim of the position of Chief of Base, including the management of the Base and the supervision and coordination of AVSI interventions in the Assignment Department.
- collaborate in developing institutional relationships with government, local authorities, donors and international institutions in the reference sector.
Main tasks and responsibilities:

In detail, the position provides for the following responsibilities :
- Coordinate and supervise the implementation of the project, ensuring the correct implementation of the activities from a technical point of view, compliance with the timetable, achievement of the expected results, monitoring of activity and result indicators;
- Manage, consolidate and improve relations with local and national sector institutions involved in the project, in coordination with the Programme Coordinator /senior sectoral expert /head of mission
- train and supervise the national staff involved in the project, in coordination with the Programme Coordinator /senior sectoral expert /head of mission
- Evaluation and monitoring of project results, with a particular focus on results and the’ impact;
- Produce any report requested by the lessor and by AVSI internal procedures;
- Manage the financial resources of the project, according to the procedures of AVSI and the lessor, in strict coordination with the Operations Manager: produce a forecast of expenses, submit it to the Operations Manager ; manage on a monthly basis the financial resources and procurement actions including ; analyse the monthly budget monitoring and take any corrective action that may be necessary for the best management of available and planned resources.
- Support the preparation of financial reports
- Acting – as required – the role of Chief Officer, including the management of the Base and the supervision and coordination of’AVSI interventions in the Department : Ensure the supervision and coordination of’AVSI interventions in the geographical area of competence of the base, through a constant presence in the field and a global supervision of small synergistic interventions to the project, and, implemented with other accessory financing’s. Manage the resources of the base (financial, human and logistical) in coordination with the Operations Manager.
- Under the supervision of the Programme Coordinator, collaborate to develop institutional relationships with governmental, local authorities, donors and international institutions of the’intervention sector.
Essential requirements:
Education:
- university diploma /master’s degree; BAC+5 preferably, in the sector of: agronomy, Agroeconomics, Economy, Agricultural and rural development, Food security, Nutrition, Community development.
Work experience:
- minimum 3 year’ experience in development cooperation
- previous experience in emergency contexts
Required skills and experience:
- ability to’adaptation and habit to work under stress conditions
- negotiation and communication skills, attitude to dialogue
- solid experience in project management, numerous teams and partnership relationships at several levels: institutional, consortium, community
Additional skill and\or experience (optional):
- good layout for’allocation has peripheral bases and rural environment
- previous experience in Devco and ECHO fund management
- previous experience in Haiti
