Organisation context:
Our client is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Mandated as a central resource of the United Nations, they provide sustainable project management, procurement & infrastructure services to a wide range of governments, donors & United Nations organizations. With over 7,000 personnel spread across 80 countries, our client offers its partners the logistical, technical & management knowledge they need, where they need it. By implementing around 1,000 projects for their partners at any given time, our client makes significant contributions to results on the ground, often in the most challenging environments.

Project information:
Our client has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the World Bank funded PLEASE Project in South Asia. In accordance with the agreement, our client should provide implementation support & advice to SACEP in implementing the Plastic free Rivers & Seas for South Asia project (PLEASE). Our client is expected to assist the Project Implementation Unit (PIU) in implementing the RBGs (Regional Competitive Block Grants) under component 1, component 2 & component 3 of the PLEASE project.

Role objectives:
Under the direct supervision of the Deputy Project Manager & overall Supervision of the Senior Program Manager. The Incumbent will support our client to implement project activities in the country, lead the project team & provide field coordination support under close communication with the project HQ in Colombo, Sri Lanka.

Grant implementation support & supervision, supported by the Technical Expert – Environment, the incumbent will guide the grantees to understand technical features & documentation requirements of the project & ensure high quality of project implementation:
Review documents submitted by grantees & provide guidance when necessary, including to inception report & project progress reports, implementing plan, communications plan, human resources policies & procedure, results framework, gender plan, environmental management frameworks & plans & / or environment impact assessments, among others.
Support grantees to explore opportunities through the value chain to increase project success, advise & monitor the establishment of the information system by the grantees.
Support grantees to identify & track issues, risks & lessons learnt & suggest mitigation measures wherever applicable.
Review the local regulatory requirement & ensure that the project is along with national policy & frameworks, as well as meeting market requirements.
Review the contact document & ensure project implementation is according to the agreed work plan & set indicators.
Provide expert inputs to meet implementation gaps.
Support grantees to develop feasibility study & make sure the proposed project is commercially viable.

Conduct quality control activities & support quality assurance to grantees:
Support the implementation of QA / QC management systems, ensuring that these systems are being applied in a fair & equal manner to grantees & ensure that the grantees’ Standard Operating Procedures (SOP) feed into the project QC / QA system.
Lead site visits to project sites & ensure relevant QC documents are filled up, updated & shared with the project HQ in Colombo, Sri Lanka.
Debrief grantees on QC / QA assessments, support granted to explore corrective measures & ensure follow up actions are taken by grantees.
Review & validate project progress data submitted by grantees, identify & flag issues & follow up with grantees on corrections.
Provide guidance on any specific corrective actions to be taken by grantees based on the results of the different QA tools.

Reporting & coordination:
Prepare field level reports & inputs as required; provide write ups, summaries & talking points to various documents that will be used for different stakeholders & occasions.
Provide logistical & substantive support for visits of donors & other delegations.
Provide coordination support & assistance during donor visits, visits to governmental counterparts & visits to / by other relevant stakeholders in the country.
Participate in & contribute to sector level meetings & advocate the project.
Maintain documentation of decisions & actions taken on project.

Communications & knowledge management:
Support public information initiatives & maintain close working relationships with project HQ in Colombo, Sri Lanka & our clients country office on public information activities.
Support grantees to implement communications & public information activities, provide feedback to the project HQ & propose solutions to identified issues or gaps.
Encourage routine & effective capacity building activities are conducted in order to build the long term & sustainable capacity of the team.
Actively interact with other project country offices & the project HQ to share case studies, lessons learned & best practices.
Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt are shared in a timely & appropriate manner.
Participate in the relevant communities of practice.
Research & logging of lessons learned throughout the project life span.

Personnel management:
Lead the team in the country & manage personnel, ensuring that the team well understood project objectives & our clients roles & positions.
Ensure that behavioral expectations of team members are established.
Ensure that performance reviews are conducted fairly, accurately & timely.
Create, foster & role model a culture of respect & zero tolerance for discrimination, abuse of authority, harassment, sexual harassment & sexual exploitation and abuse.
Ensure accountability for actions & perform duties in accordance with protection mechanisms & action plans, as expected by our clients policies, standards & commitments.

Project reporting:
This role works under the direct supervision of the Deputy Project Manager & overall Supervision of the Senior Program Manager.

Key competencies:
Master’s or equivalent in project management, business administration, polymer science & polymer engineering, environmental science, natural science, environmental engineering, sustainability or environmental management or other relevant field is required. An additional 2 years of relevant work experience in combination with a bachelor’s or equivalent may be accepted in lieu of the masters degree.
A minimum of 7 years of experience in managing environmental projects, preferably in relation to plastic waste management is required.
Experience in drafting of impact assessments & plans such as ESIAs, ESMPs & ESMF, etc. is an asset.
Knowledge on plastic waste issues in the country & understanding of the global trend of plastic treatment options is an asset.
Fluency in English is required.
Knowledge of the local language(s) is an asset.
