Project Overview

The goal of the USAID Uzbekistan Market Systems Transformed (UMST) Activity is to enhance sustainable and inclusive economic growth by strengthening businesses and the business-enabling environment in targeted sectors, while addressing the barriers faced by women, youth, and underrepresented groups. This Activity has the following specific objectives:

  • Objective 1: Reduced barriers to private sector growth in the ICT, tourism, and textiles sectors and green economy sub-sectors.
  • Objective 2: Increased private sector investment and access to finance in the ICT, tourism, and textiles sectors and green economy sub-sectors.

Purpose of Position

Palladium seeks a Gender and Youth Inclusion Specialist who will ensure that women, youth, and persons with disabilities are represented in and benefit from all components of the Activity.

Duration

The USAID UMST Activity is projected for 5 years (September 30, 2023 to September 29, 2028).

Location

This position is located in Tashkent, Uzbekistan.

Reporting and Supervision

This position will report to the Deputy Chief of Party (DCOP).

Responsibilities

  • Guarantee and develop tools that make visible women, youth, and persons with disabilities in Activity interventions.
  • Assist in design and implementation of gender and social inclusion strategy in all activities, including grant and procurement solicitations, recipient selection, scopes of work, and results.
  • Be well versed and able to practically implement USAID positive youth development approaches, particularly those related to youth economic opportunities and workforce skills, and the USAID Gender Equality and Women’s Empowerment Policy.
  • Train the Activity’s technical personnel for implementation of a gender and inclusion culture in all processes and stages of the Activity with cultural relevance.
  • Perform strengthening activities for participation of women, youth, and persons with disabilities in dialog spaces, business, innovation, and entrepreneurship.
  • Work with the Monitoring, Collaborating, Learning, and Adapting (MCLA) Team to collect and report disaggregated data by sex and people to be trained, complementing this with a qualitative analysis.
  • Maintain active relationships with partner organizations serving women, youth, and persons with disabilities.
  • Sensitize to facilitate transversal integration of gender, social inclusion, and ethnic diversity in all activities of the project and in the assigned departments.

Key Competencies Required

  • B.A. in a relevant discipline (Human Rights, Gender Studies, Public Policy, Social Entrepreneurship, Economics).
  • Experience leading Gender Equality and Social Inclusion (GESI) frameworks on Private Sector Development (PSD) programs, preferably in Uzbekistan.
  • At least 5 years of experience working for NGOs or international organizations in a GESI and/or monitoring, evaluation, and research role; strong experience with international development projects.
  • Fluency in the English language and strong written and spoken communication skills.
