KEY PROGRAM
This mandate is part of the Voluntary Cooperation Programme Skills, Leadership, Education(KEY Programme), an initiative implemented by a consortium composed of the Paul Gerin-Lajoie Foundation,’Education internationale and the Federation of Cegeps. Funded by Global Affairs Canada (GAC), the KEY Program began in 2020 and will be ongoing until’ in 2027 in six countries (Benin, Cameroon, Guinea, Rwanda, Senegal and Togo). The program aims to increase the economic and social well-being of the most marginalized and vulnerable populations – in particular girls and women – by improving the quality of their children and children L’basic, secondary and vocational and technical education (TVET). To this end, the KEY Programme intends to strengthen the capacities of forty partners in the implementation of’ initiatives and quality educational services that are more inclusive, including,more innovative and more environmentally sustainable, and which are driving forward the promotion of gender equality.
DESCRIPTION OF THE MANDATE
A mandate for a voluntary cooperative person representing country is to be filled in Senegal ( Dakar ). This is a long-term mandate ( 1 year with the possibility of renewal ). The country representative will be under the supervision of the director of the voluntary cooperation program and will be in contact with the members of the consortium’s project team.
Depending on the needs, and without limiting oneself to what is mentioned, the country representative of the CLÉ Program will have the responsibilities :
1.Supervise the selection, logistics, training and work of volunteer cooperants ( CV ):
- Participate in the selection of CVs;
- In collaboration with partners, organize the logistics of hosting, hosting and integrating CVs;
- Facilitate collaboration between CVs and partners through initial meetings, mandate monitoring and mandate evaluation;
- Support and validate work plans, reports and tools produced by CVs as part of their mandates;
- Coordinate and animate the CV community present in the field;
- Facilitate the resolution of CV problems.
2. Ensure CV health and safety :
- Update CV health and safety related resources;
- S’ ensure the proper application of safety and security procedures by CVs and national teams;
- Ensure safety and security monitoring in the country of intervention, constant communication during situations requiring support from the’ management team and coordinate emergency responses;
- Make the necessary incident reports and follow-up.
3. Support the strengthening of the skills of partner institutions and organizations :
- Develop and maintain partnership relationships, including the management of agreements between the CLÉ Program and partners;
- Develop, evaluate and update organizational diagnoses and reinforcement plans specifying the expected results and the activities to be carried out with the partners;
- Develop mandates for North-South, South-North and South-South CVs in collaboration with partner organizations;
- Ensure the integration and monitoring of strategies to promote gender equality and inclusion, environmental protection and governance in the country office, with partners and in the fulfillment of mandates.
4. Coordinate and support the planning, monitoring and evaluation of the KEY Program in the country:
- Support the planning, monitoring and evaluation of the program by carrying out data collection, drafting work plans, reports and any other document relevant to the program;
- Organize and lead annual national review and planning meetings;
- Participate and contribute to the program’s biennial knowledge sharing meetings, when necessary;
- Collaborate closely with other Canadian projects for synergy between projects;
- Welcome and logistically support the missions of members of the consortium team, consultants and donors, as needed.
5. Manage and administer the operation of the country office and programming of the KEY Program:
- Supervise and manage local employees hired for program implementation;
- Plan and lead coordination meetings as provided for in the management manual;
- Participate in the development of program management tools and/or their adaptation to the country and ensure their proper application;
- Ensure sound logistical, administrative and financial administration of the country office as well as program activities;
- Ensure the continued strengthening of the skills of local teams in the exercise of their functions and in the acquisition of transversal knowledge, particularly relating to the programmatic values of gender equality and inclusion, environmental protection and governance.
6. Contribute to the representation of the CLÉ Program and the development of projects:
- Identify visibility opportunities and ensure representation for consortium member organizations;
- Contribute to the development of project proposals complementary to the program or for new initiatives.
REQUIRED SKILLS
- Undergraduate university degree in project management, human resources, administration, international development, education, in a related discipline or equivalent work experience;
- 3 years of professional experience in project management, international cooperation, volunteer management or any other relevant field;
- Significant professional experience in a developing country, ideally in Africa;
- Knowledge in the areas of education, gender equality, environmental protection and governance;
- Demonstrated ability to work in intersectional approaches to inclusion, including gender, diversity, disability and age;
- Recognized capacity on results-based management (RBM);
- Recognized experience in human resources management, ideally of volunteer collaborators;
- Experience in risk analysis and mitigation, health and safety, incident management and response;
- Excellent writing skills in French;
- Strong intercultural skills;
- Excellent communication, representation and training skills;
- Positive attitude for leadership, strategic planning, team spirit and constructivism;
- Autonomy, creativity and sense of initiative.
ELIGIBILITY CRITERIA
- Be a Canadian citizen or permanent resident of Canada;
- Meet the requirements of the country of assignment related to COVID-19;
- Pass the criminal background analysis procedures;
- Meet the criteria to complete visa procedures in order to reside and work in the country of intervention;
- Be in good physical and mental health and be able to work in difficult conditions (supporting medical examination report).
