Consulting 2023/035: “ Recommendations for the standardization of reception center management based on good practices and lessons learned from IOM in El Salvador, Guatemala and Honduras [Category B] ”

  2. Duration of Consultancy: Four months
  3. Nature of the consultancy: Professional advisory person to compile and systematize a document recommendations for the standardization of reception center management based on good practices and lessons learned from IOM in El Salvador, Guatemala and Honduras / Category B.
  4. Project Context and Scope:

The Comprehensive Responses on Migration in Central America program (IRM, for its acronym in English) is a six-year Cooperation Agreement (February 21, 2020 to February 20, 2026) of the United States Development Agency (USAID) that enables the International Organization for Migration (IOM) to strengthen capacities for dignified reception and sustainable reintegration (protection, psychosocial assistance, referral services, training, employability, , among others) at the individual, community and structural level of migrants who return to El Salvador, Guatemala and Honduras; as well as, improving integration services for migrants in Belize, Costa Rica and Panama. The general objective of the program is to reduce irregular migration from Central America,contributing to safe, orderly and regular migration.

To ensure that the evidence remains available and generates information that serves other countries interested in the implementation of reception processes, the MRI program implements systematization processes aligned with the IOM guidelines, in order to identify recommendations for the standardization of reception center management based on good practices and lessons learned from IOM in El Salvador, Guatemala and Honduras.

For this reason, the MRI program is hiring a consulting person to compile information and systematize the results, (including good practices and recommendations) for their standardization on reception centers in El Salvador, Guatemala and Honduras. The purpose of the consultancy will be to leave the recommendations on what elements should be considered and what processes should be included when establishing a reception center. The consultancy should consider the following aspects: How should a reception process be; the services to be included; the appropriate infrastructure for the center; the needs of returned migrants to be considered; information collection, analysis and transfer systems for reintegration processes,as well as the inclusion of a proposal for a methodology to strengthen the capacities of the reception center staff.

  1. Organizational Department / Unit to which the Consultant is contributing: Subregional coordination of the Comprehensive Responses on Migration in Central America (IRM) program; Project Code: RR130.
  2. Category B Consultants: Tangible and measurable outputs of the work assignment Four months (November 20 – March 20, 2023)

Category B Consultant hired to deliver a report on a four-instalment payment basis:

  1. First product– Preliminary meeting with the subregional team of the MRI program to review IOM manuals and guidelines on the IOM protection approach, as well as the objectives of the consultancy. After the meeting, the consulting person should send a work plan including a schedule of activities and sources for the collection of information (library and interviews); a document (document 1) with the proposed index of the final document, as well as a proposal for the document on the methodology for training reception centers (document 2). The methodology must be contracted with training proposals for 40 hours, 24 hours and 8 hours. First payment with the approval of the subregional program coordinator (25.0%). Product sent by email on December 11, 2023.

    After the first approved product, the person must implement the work plan.

    2. Second product – Draft document (document 1) with progress on content, complying with the format of the document index reviewed and approved by IOM in product 1 (first product), as well as a draft document (document 2) with progress of content on the methodology for training reception centers. Second payment with the approval of the subregional program coordinator (25.0%). Product sent by email on January 29, 2023.

    3. Third product – Draft document (document 1) with progress on content, complying with the format of the document index reviewed and approved by IOM in product 2 (second product) with the corrected comments observed in the second product; as well as progress on the content of the methodology document for training reception centers (document 2) with the corrected comments observed in the second product. Third payment with the approval of the subregional program coordinator (25.0%). Product sent by email on February 26, 2023.

    4. Final product – Final document (document 1) with the compilation of the information, complying with the format of the document index reviewed and approved by the IOM in product 3 (third product), with the corrected comments observed in the third product, as well as

    Performance indicators for the evaluation of results

  • Ensure that the deliverable is completed on time and as agreed with IOM.
  • Ensure that the findings, recommendations and actions to be addressed are closely aligned with IOM standards.
  • The consulting person must adhere to the Data Protection Principles of the International Organization for Migration (IOM) (IN / 138) and maintain confidentiality.

Education, Experience and / or skills required

  • Advanced university degree from an accredited academic institution, preferably in public policy, international relations, law, international development or related technical fields.
  • At least 10 years of experience in research, monitoring, reporting, evaluation, systematization of experiences, preferably with international cooperation projects and related to migration issues.
  • Ability to collect and synthesize information.
  • Expertise on the protection of migrants. It will be counted as added value to those who have work experience by returned migrants.
  • Experience in the knowledge of the Central American population or previous work in similar settings.
  • Language ( s ): Fluency in Spanish.

Travel required

The consultant must travel to El Salvador, Honduras and Guatemala in the week of December 10 to 15, 20231. On the part of IOM, transportation will be provided to the three countries (round trip), and travel expenses (DSA) to cover accommodation and food in accordance with the provisions of the organization.
