Our client has supported Sri Lanka’s development since 1998, expanding operations in 2005 to support the post tsunami response & reconstruction process. Achievements in Sri Lanka include the development of sustainable & climate resilient infrastructure, procurement services & capacity building & project management in education, fisheries, roads, health, water supply systems, flood control & sanitation & integrated solid waste management sectors. Our client works closely with government counterparts & communities to ensure increased ownership, sustainability & accountability of projects. Key projects in Sri Lanka include the technical project management support for the maternal & newborn health care strengthening project in Matara district, Sri Lanka funded by KOICA.
Our client in Sri Lanka also facilitated over $22 million worth of procurement of COVID – 19 protection equipment & services in partnership with the World Bank, the government of Japan & the United Nations multi partner trust fund.
Project information:
Our client has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the WB funded PLEASE project in South Asia. Our client signed a project agreement with SACEP (South Asia Cooperative Environment Program) on 9 June 2022. In accordance with the agreement, our client will be providing implementation support & advice to SACEP in implementing the Plastic free Rivers & Seas for South Asia project (PLEASE) in South Asia.
Under the overall supervision of the Senior Program Manager, the incumbent will support the SACEP PIU & provide support in areas of gender mainstreaming to increase women’s engagement in the region:
Create a gender mainstreaming strategy for the project.
Update the gender action plan, coordinate & monitor the implementation, identify issues & propose solutions.
Action out & implement the gender action plan ensuring all grantees have a strong gender component detailed in the project results framework.
Assist grantees to incorporate gender components to their budgets & incorporate gender budgeting in the proposals.
Ensure gender mainstreaming framework by promoting women empowerment & gender awareness.
Be thorough with SEA / SH & GBV risk management strategy.
Incorporate SEA / Sh & GBV guidelines to all grants.
Train & guide PIU & PLEASE project grantees on SEA / SH & GBV guidelines.
Evaluate the HR policy of each grantee that it is gender mainstreamed.
Training on business development, entrepreneurship & skills development on gender aspects to grantees.
Develop a mechanism to inform women about the risks, activities, GRM, as well as pay & benefits.
Provide opportunities to enhance the participation, leadership & income generation in women led projects.
Strengthen gender based knowledge gap by increasing access to information, training & capacity development programs.
Assist in grantee proposal development to include gender focused activities.
Provide technical advisory services to the grantee organizations to ensure active engagement of women & youth & empower them to engage in local level plastic reduction related decision making.
Facilitate implementation of gender courses through workshops & on the job training on monitoring, evaluation & reporting as required for grantees.
Provide technical support to the PIU to strengthen the gender mainstreaming to the project monitoring & evaluation system.
Develop systems & tools & training materials on gender to train the PIU, national focal points & grantees personnel.
Facilitate review of progress on a quarterly basis; problem solving & development of remedial actions ensuring any disparity between planned & actual outputs are addressed.
Assist our client in the identification of potential implementation problems & bottlenecks.
Collaborate with the PLEASE project M&E Specialist & provide expertise to ensure that the M&E frameworks & formats include with relevant gender related indicators to effectively monitor & evaluate the gender impact of the grantees.
Conduct capacity building activities & onsite support to grantees, project staff & country focal points to enhance their comprehension on gender specific indicators, data collection methods, ethical considerations & specific technical measurements utilizing in monitoring & evaluating the grants & SDGs.
Collaborate with M&E Specialist & provide expertise to capture, analyze & visualize the gender disaggregated results, lessons learn, best practices & case stories generated through grants in more effective manner.
Facilitates data collection, recording, analysis & reporting for gender related indicators in the PLEASE project results framework.
Provide necessary technical inputs to grantees for planning & executing independent evaluation (if any), incorporating gender as a cross cutting evaluation criteria.
Develop close working relationships with all project participants & stakeholders, establish & maintain good working relations with all relevant stakeholders.
Develop schedule of meetings & communications for maintaining close liaison with national authorities & other relevant organizations.
Coordinate support to various donor & our client led assessments.
Coordinate responses to data requests from donors.
Provide technical oversight, coach & supervise the members on gender & gender mainstreaming.
Promote the concept of learning oriented environment within the office on gender, including through dissemination of lessons & knowledge sharing.
Project reporting:
This role works under the overall supervision of the Senior Program Manager.
Key competencies:
Master’s degree in gender studies, urban studies, development studies, economics, social sciences, political science or related discipline is required. Bachelor’s degree in any preferred discipline combined with 2 additional years of relevant work experience may be considered instead of a master’s degree.
At least 5 years post master’s degree or 7 years post bachelor’s degree of work experience in the international development sector on gender issues is required.
Worked in a gender mainstreaming capacity in a development project.
Demonstrated ability to create a gender mainstreaming strategy, gap analysis & gender action plan.
Demonstrated ability in gender budgeting.
Demonstrable exposure to development topics knowledge on grant management.
Demonstrable experience gender training & SEA / SH & GBV knowledge & training.
Experience working with gender issues in the SAARC region & environmental issues such as plastic pollution is desired.
Experience working in the development & humanitarian sector / working with UN, donors, NGOs is desired.
Additional experience of project support functions (finance, human resources, procurement & logistics) is desired.
Strong computer skills, including internet navigation & office applications (Google Workspace / MS Office).
Fluency in English is required.
