Context
IOM has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees, internally displaced people (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants
IOM has several long-running programs which build on these areas of intervention with mobile populations and communities, including projects focused on socioeconomic empowerment, social cohesion, protection and disaster risk reduction (DRR) – all as part of integrated community-based approaches. IOM will now be undertaking a similar project in the South-East and Rakhine and is seeking a Project Manager to provide overall oversight and management of the project, ensuring successful completion of activities led by area-based teams.
Under the overall supervision of the Chief of Mission (CoM) in Myanmar, the direct supervision of the Senior Emergency and Post-Crisis Coordinator, and in close coordination with relevant units within the Country Office, the Project Manager will play a lead role in the oversight and management of the project, with the following duties:
Responsibilities and Accountabilities
- Plan, develop and supervise the implementation of all activities of the project, ensuring quality output, allocation of resources to achieve the identified outputs, selection of personnel and partners and overall management functions. Be responsible for setting up team structure – including overseeing training, capacity building and staff management.
- Support and coordinate the development of activities to support effective community resilience, social cohesion, livelihoods, and early recovery of disaster- and conflict-affected populations and communities.
- Provide technical oversight in the development and implementation of small-scale community-based infrastructure projects and related initiatives, including support to women’s and youth organizations and development of associated livelihood initiatives, to support recovery and resilience of disaster and conflict-affected states/regions.
- Provide technical oversight in the development of disaster management and disaster risk reduction initiatives, including supporting community-based disaster management plans and capacity development of community-based actors on disaster management and emergency preparedness.
- Liaise with teams across units of CO including technical Focal Points, for design, oversight and coordination, as well as project development and implementation activities, in particular related to project components overseen by other units in the Country Office.
- Participate in external meetings, in the project steering committee, and represent IOM and operations, ensuring that IOM is feeding into inter-agency initiatives, reporting requirements and strategic planning relating to project interventions, particularly related to the Humanitarian, Development, Peacebuilding Nexus (HDPN).
- Oversee and support the development of needs assessments, feasibility assessments, monitoring and project evaluation tools for effective project design, implementation and completion. Ensure effective beneficiary and response tracking to ensure adherence to reporting needs, in conjunction with the reporting, IM and M&E staff.
- Develop analysis and overviews of the context to inform project planning, and prepare talking points, briefs, presentations, communications materials and key messages as required relating to the project and upon request from COs’ senior management.
- Prepared and/or lead the drafting of progress reports, including interim and final donor reports, ensuring adherence to IOM and donor standards and requirements, and regular reporting to KOICA including organizing update meetings.
- Provide technical and operational guidance to partner organizations and field staff, including the development of training materials, guidelines and project monitoring and set-up, ensuring a robust partnerships approach.
- Consolidate and document approaches to programming, document the lessons learned that can be applied in the implementation of upcoming activities.
- Ensure close coordination and hold regular meetings with the IOM Regional Office for Asia and the Pacific (ROAP) and relevant IOM missions in the region, for coordination, information sharing and identification of areas of collaboration, while being the focal point for liaison with IOM Korea as well as KOICA counterparts in country.
- In close collaboration with the Head of Resource Management Unit and Programme Managers, monitor budget expenditure against work plans and donor agreements, and ensure the stabilization of staffing structure in line with program’s requirements, available budgets, and donor agreements
- Provide substantive support for the further development and management of IOM’s emergency and post-crisis programming in Myanmar, including through development of new initiatives in disaster management and community resilience, and related resource mobilization efforts, to respond to emerging needs in the country, ensuring a harmonized approach in line with relevant national and sub-national plans for Myanmar.
- Promote convergence between all programs and projects aiming to advance efficiency and effectiveness of the response through balanced division of labor, while reducing parallel structures and communication channels, thereby avoiding duplication, overlap and wastage of resources (human, financial, time, other).
- Undertake duty travel and field evaluation and needs assessment visits to other parts of the country, where possible and lead the organization and facilitation of project visits with KOICA.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
EXPERIENCE
- Demonstrated expertise in management of DRR, social cohesion and community resilience responses, preferably with IOM.
- Operational and field experience in DRR and humanitarian, development, peacebuilding nexus programming
- Knowledge or experience of working in crisis contexts
- Experience in liaising with governmental authorities, other national/ international institutions and NGOs.
- Experience working with implementing partners, including supporting capacity building and effective localization approaches
- Knowledge of monitoring and evaluation
- Experience working and managing a project remotely
SKILLS
- Good writing and communication skills;
- Ability to process and synthesise information quickly to produce written reports, briefs, documents and presentations;
- Good organization skills, analytical and creative thinking; and,
- Technical skills in areas of humanitarian programming – including cash, food, livelihoods, WASH, Shelter, protection are desirable
- Management and strategic thinking.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge in Korean Language is highly desirable. Working knowledge of Myanmar language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Notes
The successful candidate will initially be assigned to Bangkok, Thailand pending completion of
visa formalities. Upon granting of the visa, the incumbent will transfer to Yangon, Myanmar.
