Achievements in Sri Lanka include the development of sustainable & climate resilient infrastructure, procurement services & capacity building & project management in education, fisheries, roads, health, water supply systems, flood control & sanitation & integrated solid waste management sectors. Our client works closely with government counterparts & communities to ensure increased ownership, sustainability & accountability of projects. Key projects in Sri Lanka include the technical project management support for the maternal & newborn health care strengthening project in Matara district, Sri Lanka funded by KOICA.

Project information:
In June 2022, our client signed a legal agreement with the South Asia Cooperative Environment Program (SACEP), an intergovernmental organization in South Asia, to support its implementation of the Plastic Free Rivers & Seas for South Asia (PLEASE) project that is funded by the World Bank. The PLEASE project encompasses 3 components:
Component 1: Supporting competitive block grant investments to reduce plastic waste.
Component 2: Leveraging public & private sector engagement & solutions.
Component 3: Strengthening regional integration institutions.
Our client is expected to provide advisory services & implementation support, which entails project management, grant management, procurement, logistics, infrastructure, institutional capacity building, communications & public advocacy, to the SACEP Project Implementation Unit (PIU).
Role objectives:
The Technical Associate – Infrastructure will report directly to the Infrastructure Project Manager & will ensure full coordination with the Project Engineers & other project team members. Under the guidance & direct supervision of the Infrastructure Project Manager, the main duties of the Technical Associate – Infrastructure is to provide technical support in the construction of South Asia Cooperative Environment Program (SACEP) headquarters building in Colombo.
Functional responsibilities include but are not limted to:
General construction supervision & management.
Supervision of environmental management aspects during the construction following the environmental management plan.
Reporting & administrative support.
Knowledge building & knowledge sharing.
General construction supervision & management:
Support the Project Engineer in the supervision of the contractor’s construction activities.
Provide support for the maintenance of Quality Assurance (QA) / Quality Control (QC) reports throughout the implementation, including stage testing & verification of activities completion sign offs & the preparation & collection of data as input for completing of hand over documentation & O&M plan.
Support the project team in monitoring the performance of quality, quantity & timeliness of construction works.
Assist the project team in checking the quality of work done & contents of all necessary documentations.
Supervision of environmental management aspects during the construction:
Support the Project Engineer & Project Manager in the supervision of the contractor’s construction activities in compliance with environmental management plan.
Arrange weekly meetings, maintain records, meeting minutes etc. related to environmental management.
Reference to be made to project, SACEP & World Bank guidelines on environmental management related to the project & update the Project Engineer / Project Manager for compliance.
Reporting & administrative support:
Ensure accurate & timely reporting of progress of works.
Support the project team in inspection of the quality of the construction materials,works & documentation.
Support the project team in ensuring that works documentation is kept according to the stipulated format.
Support the Project Manager to ensure solid coordination & complementarity between the project team & the contractor.
Participate in site coordination meetings with the contractor, project team & other stakeholders as necessary.
Knowledge building & knowledge sharing:
Assist with the project’s evaluation process, highlight challenges associated with the project & feedback into a continuous improvement cycle.
Contribute to training & knowledge transfer to national / contractor personnel including advice on good construction & engineering practices, environmental management practices & appropriate health & safety standards during construction.
Contribute to the dissemination & sharing of best practices & lessons learned for development planning & knowledge building.
Participate in the relevant communities of practice, actively interact with other engineers & the engineering community to share case studies, lessons learned & best practice on the knowledge system.
Assist in ensuring project design & construction quality is high, observing all local / international & UN standards applicable & all relevant health & safety procedures are adhered to.
Project reporting:
The Technical Associate – Infrastructure will report directly to the Infrastructure Project Manager.
Key competencies:
Diploma / national certificate of technology specialized in civil engineering or equivalent from a recognized institution is required or a secondary education with additional 5 years of relevant experience may be accepted in lieu of a diploma / national certificate of technology.
A minimum of 4 years of relevant experience in building construction is required.
A minimum of 1 year of experience using AutoCAD is required.
Working knowledge in google documents is required.
Previous work experience with any of the United Nations agencies is an asset.
Knowledge of UN rules & regulations is an advantage.
Fluency in English (writing, reading & speaking) is required.
Working knowledge of a local language is highly desirable.
Team management:
Team management experience is not required for this role.
