The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located within the Warehouse and Distribution team under the Delivery and Return Section of the Supply Chain Service, United Nations Global Service Centre in Brindisi, Italy.

The incumbent reports to the team lead of the Warehouse and Distribution team.

Responsibilities

Within delegated authority, the Logistics Officer, will be responsible for the following duties:
• Prepares logistics and support plans, deployment timelines and budget requirements for planned or new peacekeeping missions. Develops logistical plans for existing missions. Develops contingency plans for drawdown and liquidation of missions. Develops and implements methodologies and tools to enable effective execution of logistic plans.
• Plans, administers, and manages the performance of the Warehouse and Distribution team while incorporating Green Supply Chain Operations Reference (SCOR) model in all warehouse operations to reduce environmental impact.
• Leverages Business Intelligence (BI) tools focused on demand and supply processes, generates data to improve overall mission supply chain operational responsiveness, agility, and reliability. Leads process re-engineering to streamline supply chain management functions and transition Centralized Warehousing into the centre of excellence for a responsive supply chain management function.
• Carries out programmatic/administrative tasks for the unit under supervision, including the development and execution of subsidiary budgets and personnel needs for Receiving and Inspection (R&I), Property Disposal (PDU), Warehouse Operations, Administration, and Inventory teams.
• Contributes to the development of plans and strategies pertaining to warehouse inventories; provides input towards the development of supply chain management plans (demand, supply, replenishment, and safety stock) budgets and schedules; collaborates and coordinates with technical units to forecast demand and gather inventory requirements for future planned projects/activities in support of service delivery objectives.
• Provides technical advice on ERP functionalities about warehouse and inventory management, particularly regarding the SMART warehouse project.
• Provides inputs and guidance for the formulation packaging and shipping requirement-related ERP capabilities. Manages logistics operations including management of logistics assets, materiel, contracts and personnel. Ensures timely, accountable and cost-effective delivery of peacekeeping cargoes and personnel.
• Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards.
• Ensures that logistics requirements take account of gender-specific needs.
• Coordinates logistics activities with procurement, finance, human resources, policy.
• Translates policies and guidance into actionable plans, including developing required new and/or improved business processes and supporting standard operating procedures; spearheading organizational design, identifying skill gaps, initiating, and advocating necessary staff development program to ensure realization of enhanced mission accountability and stewardship of United Nations Property in the mission area of operation.
• Prepares reports on personnel and materiel movements and other operational logistics issues.
• Participates in technical survey missions and verification missions to troop contributing countries.
• Identifies plans and manages special logistics operations.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Prepares contingency plans and logistics preparedness reviews.
• Coordinates logistics operations with other UN agencies, military and other organisations in the field.
• Guides and supervises new/junior staff.
• Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in logistics, business administration, engineering, or related field is required. A first-level university degree with additional two years of relevant experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

Certification in Supply Chain area, such as SCOR, SCSP or CLTD is desirable.

Certification in project management such as MSP, PRINCE2 or Six Sigma is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five years of progressively responsible experience in the area of international surface or air transportation, logistics operations in military, commercial or international organisations, or related area is required.

Experience in technical development or implementation of ERP eystem is required.

Experience in delivering training on ERP system is required.

Experience in the use of Business intelligence tools for data analysis and visualization (i.e Power BI or similar programs) is desirable.

Experience in drafting and reviewing SOPs, manuals, operational guidance and reference documentation is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
