Mission context
Mission and vision of Terres Rouges
Terres Rouges is a Beninese non-governmental organization that has been working since 2009 in child protection, psychosocial support, and the social and professional reintegration of vulnerable children and young people, particularly those living on the streets, experiencing family breakdown, or exposed to various forms of violence, exploitation, and social exclusion.
The organization strives for a society in which every child and young person can exercise their fundamental rights, access social and health services tailored to their needs, and benefit from a protective environment conducive to their development, well-being, and empowerment.
Its approach is based on the active participation of children and young people in their own support journey. Terres Rouges prioritizes listening, respecting individual choices, valuing personal resources, reducing risks, and finding solutions adapted to each situation. It believes that children and young people should not only be beneficiaries of interventions but also active participants in the decisions that affect them.
Objective of the evaluation
General and specific objective(s)
The overall objective of this final evaluation is to assess, in an independent, participatory and objective manner, the results, changes and achievements of the DGD 2022–2026 programme implemented by Terres Rouges in Benin, in order to report on its performance, identify lessons learned from its implementation and formulate recommendations to strengthen the quality, effectiveness and sustainability of future interventions for vulnerable and street children and youth.
The evaluation will serve a dual purpose: accountability and learning. It will provide Terres Rouges with a documented analysis of the results achieved in relation to the program’s commitments and a better understanding of the changes to which the interventions have contributed. It should also promote the capitalization of experiences and the identification of practices that can be consolidated, adapted, or replicated in future programs.
Specifically, the assessment must:
- Assess the level of achievement of the program’s objectives, results and indicators at the end of the five years of implementation, by identifying the factors that have promoted or limited their achievement.
- Analyze the changes observed in the children and young beneficiaries, particularly in terms of knowledge, exercise of rights and implementation of information received in Risk Reduction and SRHR, protection, psychosocial well-being, access to services, family, school and socio-professional reintegration and empowerment.
- Examine the contribution of the approaches developed by Terres Rouges, including street social work, harm reduction, reception and accommodation facilities, parent schools, peer education, community mobilization, psychosocial support, reintegration and advocacy, to the changes observed.
- Assess the level of ownership and sustainability prospects of the program’s achievements, in particular the skills developed by the beneficiaries, their place in the system, changes in family and community practices, local protection mechanisms and institutional collaborations.
- Identify good practices, difficulties, lessons learned and operational recommendations to consolidate achievements and improve future interventions by Terres Rouges.
Desired profile
Education
- Candidates must hold a Master’s degree (or equivalent) in social sciences, statistics, public health, child protection, project management, monitoring and evaluation, or a related field. Certification in humanitarian or development project evaluation, or membership in a recognized professional evaluation association, is an asset.
Experience
- Candidates must have at least five years of experience in evaluating development projects or programs, particularly in the areas of child protection, community health, psychosocial support, harm reduction, community mobilization, or social reintegration. Proven experience with qualitative and mixed-methods evaluation methods, social surveys, semi-structured interviews, and focus groups is required. Experience evaluating programs funded by the DGD or other institutional donors is an asset. A good understanding of the Beninese context and child protection systems is desirable.
Quality and justification of the methodology
- Present a clear, coherent technical proposal tailored to the evaluation objectives and questions. Justify the choice of methods, data collection tools, and analysis procedures. Demonstrate a sound understanding of the theory of change, outcome and change analysis, data triangulation, and participatory approaches. Propose a realistic timeline and mission organization compatible with available time and resources.
Other advantages
- Excellent command of French and strong analytical, summarization, and writing skills are required. Experience working with vulnerable children and youth and a sound understanding of ethical principles regarding protection, confidentiality, and abuse prevention are essential. Knowledge of local languages in the intervention areas, or the ability to utilize appropriate language skills, is an asset. Experience collaborating with national and international development organizations is also desirable.
Budget
The consultancy budget must cover all expenses necessary for the completion of the final external evaluation of the DGD 2022–2026 program for Terres Rouges in Benin.
It must include at least the following elements:
- The consultant’s or the various members of the consulting team’s expertise days, covering preparation, document review, data collection, analysis, reporting and drafting of deliverables;
- Travel expenses necessary for the execution of the mission, including travel to intervention sites in Cotonou and in the municipality of Sô-Ava;
- Accommodation, travel, insurance and living expenses, when these are necessary for the completion of the mission;
- Costs related to data collection and processing, including communications, photocopying, collection media and any necessary data collection support;
- Additional costs necessary for organizing the returns and producing the deliverables.
The financial offer must be presented in CFA francs and euros and clearly show the fees, operational costs and the total cost of the service.
The proposed price must be consistent with the methodology, schedule, and human resources involved. It must cover all expenses necessary for the execution of the mission, without any unforeseen additional costs.
The maximum budget available for this consultancy is: EUR 10,000.

The submission package must include:
A technical proposal, consisting of the updated CV of the consultant or team members, a presentation of their similar experiences and a detailed description of the methodological approach envisaged to meet the objectives and evaluation questions.
This offer must include an understanding of the context and program, the proposed methodology, the collection methods and tools, the sampling methods, the data analysis approach, the ethical provisions, the team organization and a detailed implementation schedule.
A financial offer, including a detailed budget proposal in CFA francs and euros and incorporating all the costs envisaged for the execution of the mission.
Bidders’ CVs must clearly specify similar experiences, sponsoring organizations, nature of services, periods of completion and responsibilities actually assumed.
Bidders are advised that the total fixed price covers the entire assignment, including all taxes. It must include fees as well as all expenses related to its execution, including travel, insurance, accommodation, data collection, and the production of deliverables.
